在许多国家，允许其他获得牌照的运营商（OLO）与主导运营商竞争。这将带来了一个环境，公司需要安装、运行和维护其网络，同时牢记周围还存在其他网络，甚至在同一个位置上。一些国家决定运营商应当与OLO分享一部分网络，这对用户是一个透明过程。这被称为网络要素分拆，或简称为分拆，是一个非常复杂的任务。必须要考虑到一些新的问题，以容纳那些共享相同位置的运营商，使它们能够这样做而又不会带来问题。为了保证运营商互动的环境，但不影响其他运营商所提供的服务的质量，在法律、法规和行政声明后必须要有正确的技术解决方案，来保证网络的完整性，设备的方便使用和安全访问。本建议书的目的在于为在铜缆网络的本地环路中实现这些目标提供指导。 |
