为发展中国家的农村社区建设低成本可持续电信基础设施的要求和框架

本建议书的目的是明确低成本和可行的电信基础设施的总体要求和框架，同时特别关注发展中国家的农村通信。本建议书还旨在迅速和以包容性方式弥合数字鸿沟。作为一份框架文件，本建议书总体是技术中立的，侧重点为一般性要求和测量指标。目前的计划是制定一系列增补，以提供针对具体技术的最佳做法示例。
为了弥合数字鸿沟，人们认识到，农村或偏远地区有一些潜在用户不可能获得仅基于传统城市做法的数字服务，但提供商又需要得到积极的投资回报（RoI）。建议书表明如何获得更多的资金或人力资源，以弥补资金的不足并使个人和社区也受益于在线服务。
