At the Plenipotentiary Conference in Minneapolis in October-November 1998 Resolution 70 on 'Inclusion of Gender Perspective in the Work of ITU' was adopted.

In accordance with this resolution the Secretary General is instructed "to ensure that the General Secretariat and the Sectors, through the Directors, incorporate the Gender Perspective in the work programmes, leadership and human resources development activities".

In order to assist the Focal Point in carrying out the terms of reference and to assist the Secretary-General in the implementation of 1998 PP Resolution 70 a Group on Gender Issues has been established.
