The African Green Paper: Telecommunication Policies for Africa

This publication is the result of collaboration among African experts since the first ITU African Regional Telecommunication Development Conference (1990). The African Green Paper explores specific themes related to the overall restructuring of the telecommunications sector. It comprises eight chapters and is intended to serve as a reference document for decision makers who are contemplating reform of the sector. It was formally approved at the second African Regional Telecommunication Development Conference (Abidjan, 1996).
