 1. 인사 말씀

존경하는 하마둔 뚜레 ITU 사무총장님,

각국 대표단 여러분,

함께 하신 내외 귀빈 여러분,

Honorable Secretary General Hamadoun Toure,

Distinguished delegates,

Ladies and Gentlemen,

2014 ITU 전권회의 개최를 진심으로 축하합니다.

I extend my sincere congratulations on the opening of the 2014 IPU Plenipotentiary Conference.

브로드밴드의 확산과 스마트폰의 대중화로 

디지털경제의 영향력이 세계적으로 큰 역할을 하고 있는 지금,

전기통신과 ICT 분야의 최고 정책결정 회의인

ITU 전권회의를 이곳 부산에서 개최하게 되어 뜻깊게 생각합니다.

We live in a world that is shaped and impacted by the digital economy driven by the proliferation of broadband and smartphones. And thus it is very meaningful for Busan to host the PP-14 of ITU, for it is the premier global policy-making body for telecommunications and ICT.

ITU는 19세기 후반 전신․전화의 초기 보급 때부터 세계 인터넷 이용자가 30억명에 달하고 이동통신 인구가 70억명에 이르는 지금까지, 전기통신과 ICT 분야 국제협력의 구심점이 되어 왔습니다.

ITU has long been a pivot for international cooperation in telecommunications and ICT. It started in the late 19C when telegraph and telephones were first introduced and reached the present day where there are 3 billion Internet users and 7 billion mobile communication users worldwide. 

특히, 전기통신 국제표준 제정, 주파수와 위성궤도 관리는 물론

모든 인류가 전기통신과 ICT에 보편적으로 접근하도록 노력함으로써

193개 회원국의 경제발전과 삶의 질 향상에 크게 기여해 왔습니다.

During this time ITU has made significant contributions to advance the economies and living standards of its 193 member states by developing technological standards in telecommunications, and managing international radio-frequency spectrum and satellite orbits. 

그 동안의 ITU의 공헌에 감사드리며, 내년에 역사적인 창설 150주년을 맞는 ITU가 전기통신과 ICT 발전 그리고 국가간 협력을 위해

지속적으로 큰 역할을 해 주기를 기대합니다.

I thank ITU for such contributions, and hope that after celebrating its 150th anniversary next year, it will continue to carry out this important role to promote telecommunications, ICT development and international cooperation. 
 

2. ICT 환경 변화와 도전과제

내외 귀빈 여러분,

Distinguished guests, Ladies and gentlemen,

전기통신과 ICT는 인터넷과 이동통신의 비약적인 발전을 통해 정치, 경제, 사회, 문화 등 인류사회의 모든 분야에서 세계를 변화시키고 지식을 공유하는 촉매제 역할을 해왔습니다.

Telecommunications and ICT has been catalytic in the rapid development of the Internet and mobile communications. This brought about great changes and made it possible to share knowledge in all areas of human lives including politics, economy, society and culture.

최근에는 사물인터넷을 통해 모든 것들이 인터넷으로 연결되고, 방대한 데이터가 원격에서 지능적으로 분석·처리되면서, 기술과 산업의 융합을 촉진하는 방향으로 나가고 있습니다.

More recently, with the Internet of Things, interconnectedness, and Big Data analytics are precipitating the convergence of technology and industries.  

'더 많은 연결, 더 지능화된 연결, 더 빠른 연결'이라는 초연결 디지털 혁명의 변곡점에 서 있는 것입니다.

We, thus, have reached an inflection point in the hyper-connected digital revolution – a revolution defined by 'increased connection, smarter connection, and faster connection.'

이러한 초연결 디지털 혁명에 따라, 앞으로 스마트 카, 스마트 헬스케어, 스마트 시티 등  새로운 융합 산업과 서비스가 출현해서 지구촌의 생활방식을 바꾸고 경제사회 발전에 크게 기여할 것으로 기대됩니다.

This hyper-connected digital revolution will lead to new converged industries and services such as smart vehicles, smart healthcare, and smart cities. It will transform the way we live and contribute to the development of our economies and societies.

◯ 하지만, 이러한 변화는 우리에게 새로운 도전 과제를 던져주고 있습니다.

Such developments, however, brings with it new challenges.

전통적인 전기통신과 ICT의 외연이 대폭 확대되고 다원화된 생태계가 조성됨에 따라, 사이버 공간의 질서를 형성할 기술표준과 국제규범을 제정하기 위해 훨씬 복잡한 이해관계를 조율해야 합니다.

The rapid growth and diffusion of telecommunications and ICT and the creation of diverse ecosystems will make it necessary to mediate the different interests of multiple parties in order to develop technological standards and international rules that govern order in cyberspace.   

이를 위해 각국 정부는 민간과의 파트너쉽을 강화하고, 더 개방적이고 유연한 의사결정 시스템을 구축해 나갈 필요가 있을 것입니다.

In order to address this challenge, governments must forge stronger partnerships with the private sector and build a more open and flexible framework for decision-making.

또한, 초연결 디지털 혁명이 국가간․지역간 정보통신 격차를 더욱 확대할 것이라는 우려에도 대비해야 합니다. We must also address the ICT gap, which could widen between nations and regions as a result of the hyper-connected digital revolution.

지금 선진국의 인터넷 이용률은 평균 78%에 달하는 반면, 개발도상국은 32%, 아프리카 지역은 불과 20% 정도의 인구만이 인터넷을 이용하고 있습니다.

Presently the an average of 78% of the population is connected in developed countries, whereas only 32% and 20% are connected in developing countries and African countries respectively.

앞으로 전기통신과 ICT가 지역과 국가, 성별과 계층을 뛰어넘어 모든 인류의 인권 향상과 복지 증진을 위한 기술이 될 수 있도록 국제사회가 정보통신 격차 해소를 위해 적극 나설 것을 제안합니다.

I propose that the international community commit itself to narrow this global ICT gap so that telecommunications and ICT can serve to improve human rights and welfare for all mankind, irrespective of region, country, gender or class.

아울러, 사물인터넷으로 사이버공간과 현실세계의 보안이 복잡하게 연결되면서 국가사회 전반의 리스크도 높아질 수 있습니다.

The Internet of Things will also heighten the risk of a nation as a whole by interconnecting the cyberspace and real world in a complex manner.

사이버 위협에 대한 글로벌 대응체계를 강화하고, 새로운 융합산업과 서비스는

시스템 설계 단계부터 안전과 신뢰성을 확보해야 합니다.

This means that we must strengthen global preparedness against cyber threats and ensure from the initial system design stage that newly converged industries and services are secure and reliable.

우리가 직면한 이러한 도전들은 어느 한 나라만의 노력으로 대응할 수 있는 것들이 아닙니다.

These challenges are not challenges that can be addressed by a single country.

글로벌 협력과 네트워크를 통해 전 세계가 함께 지혜를 모아 해결책을 찾아야 합니다.

They require global cooperation. They require a collaborative network. And they require our collective wisdom.

2014 ITU 전권회의를 계기로, 인류 모두가 초연결 디지털 혁명의 혜택을 누리기 위한 국제 협력과 행동이 구체화되기를 기대합니다.

I hope that the ITU PP-14 provides the impetus we need to mobilize concrete action and cooperation so that the hyper-connected digital revolution benefits us all.  
 

3. 한국의 ICT 정책과 국제협력

내외 귀빈 여러분

1980년 한국은 전화 보급률이 7%밖에 안 될 정도로 전기통신의 변방 국가였습니다.

Ladies and gentlemen,

In 1980, Korea's telephone penetration was a mere 7%. It was a country at the peripheries of telecommunications technology.

그러나 불과 30여년 만에 ITU의 ICT 발전지수 1위, UN 전자정부지수 1위 국가로 발돋움했습니다.

However, after only 30 years, we now rank first in the world on the ITU's ICT Development Index as well as the UN's e-Government Index.

우리는 여기에 만족하지 않고 새로운 도약을 준비하고 있습니다.

And we will continue to strive and move forward.

초연결 디지털 혁명을 선도해 나가기 위해 2017년까지 기가 인터넷 전국망을 구축하고, 2020년 세계 최초 5세대 이동통신 서비스 상용화를 목표로

기술개발과 인프라 고도화에 박차를 가하고 있습니다.

To lead the hyper-connected digital revolution, Korea plans to build a nation-wide Giga Internet Network by 2017. We also are focusing on technological development and infrastructure upgrade with the aim of being the first country to launch commercial 5th generation mobile communication services in 2020.

저는 이러한 초고속 네트워크 기반 위에서 우리 경제의 패러다임을 추격형에서 선도형으로 전환하기 위한 창조경제 전략을 추진하고 있습니다.

The high-speed network is the basis for pursuing our Creative Economy strategy, which aims to transform our economic paradigm from being a fast follower to a first mover.

초연결 디지털 혁명의 본질은 ICT를 기반으로 산업과 기술, 산업과 문화 간의 융합과 혁신에 있고,  새로운 융합과 혁신을 가능하게 하는 힘은 국민 개개인의 상상력과 창의력에 달려있습니다.

The hyper-connected digital revolution is in essence the convergence of and innovation in industry, technology and culture through ICT. The driver of such convergence and innovation is the imagination and creativity of individual people.

창조경제는 바로 국민 개개인의 상상력과 창의력을 최대한 이끌어내어

융합과 혁신을 촉진함으로써 새로운 부가가치와 일자리를 창출하는 것입니다.

The Creative Economy is an economy where the imagination and creativity of individuals are fully leveraged to drive convergence and innovation and to create new added value as well as jobs.  

이를 위해 국민 누구나 새로운 아이디어를 제안하면 전문가의 멘토링을 받아 새로운 기술과 사업화에 도전할 수 있도록 온라인 창조경제타운과 오프라인 창조경제혁신센터를 구축, 운영하고 있습니다.

Anyone who presents a good idea is given the chance to develop the technology and start a business by receiving mentoring from experts. Two programs were introduced for this purpose: the online Creative Economy Town or the offline Creative Economy Innovation Center.  

아울러 기업가 정신을 고양하고 기술금융을 활성화하는 등 역동적인 벤처 생태계 조성을 위해서도 각별히 노력하고 있습니다. 저는 지금 뿌리내리는 창조경제의 시작이 앞으로 한국이 초연결 디지털 혁명을 선도해 나가는데,

소중한 밑거름이자 국가의 자산이 될 것으로 확신합니다.

We also place great emphasis on promoting entrepreneurship and facilitating technology financing to build a vibrant ecosystem for venture businesses.

◯ 한국은 ICT를 활용한 경제부흥의 경험과 노하우를 국제사회와 함께 나누는 데도 힘쓸 것입니다. 한국의 브로드밴드 확산과 전자정부 구축, 창조경제 추진 경험은 각국의 ICT정책 수립에 유용한 시사점을 제공할 수 있다고 생각합니다.

Korea is ready to share its experience of growth through ICT. I believe Korea's experience in building its broadband network, e-government, and Creative Economy will provide useful references in formulating national ICT policies.

한국은 이미 개발도상국을 대상으로 ICT 정책담당자 초청연수와 정책 컨설팅, 전자정부 구축 지원 등 다양한 협력사업을 추진하고 있으며,

앞으로 한국의 모범사례를 국제사회와 적극 공유해 나갈 것입니다.

We already have ongoing collaborative projects with developing countries including training programs for ICT policymakers. Additionally, we provide policy consulting and support to those planning to to introduce e-government.  Korea will continue to share its best practices with other countries. 
 

4. 마무리 말씀

내외 귀빈 여러분,

저는 ITU의 「Connect 2020」 비전이 제시하는

성장과 포용, 지속가능성과 혁신이라는 4가지 목표에 크게 공감하고 있습니다.

Ladies and gentlemen,

I fully support the 4 goals of the ITU's <Connect 2020>: growth, inclusiveness, sustainability, and innovation. 

모든 인류가 전기통신과 ICT의 혜택을 함께 누릴 수 있는 '지속가능한 성장을 위한 포용적 ICT'야말로 우리가 지향해야 할 ICT의 미래라고 생각합니다.

It is my firm belief that an 'inclusive ICT for sustainable growth' that allows everyone in the world to enjoy the benefits of telecommunications and ICT is the future of ICT that we must envision.

한국은 「Connect 2020」 실현을 위해 지원을 아끼지 않을 것입니다. 특히 여성, 장애인 등 ICT 소외계층에 대한 배려와 정보격차 해소를 위한 ITU의 노력에 적극 동참할 것입니다.

Korea will do its utmost to support <Connect 2020>. We will actively participate in ITU's initiatives, especially those aimed to address technology gaps that alienate women, the disabled, and other disadvantaged groups.  

2014 ITU 전권회의 개최를 다시 한 번 축하하며,전기통신과 ICT 발전을 위해 큰 결실을 맺기 바랍니다. 감사합니다.

I'd like to conclude by once again offering my congratulations. I hope the Conference produces significant outcomes that will promote the development of telecommunications and ICT.
