150년의 역사를 자랑하는 ITU전권회의가
해양도시 부산에서 열리는 것을 큰 영광으로 생각하며,
부산시민을 대표하여 여러분을 진심으로 환영합니다.
It is a great honor to host the Plenipotentiary Conference of ITU, an organization with a history of 150 years.
On behalf of the citizens of the coastal city Busan, I'd like to extend my warmest welcome to all of you.
이번 부산 ITU전권회의는 각국의 ICT 산업을 총괄하는 장·차관과
기업의 CEO를 비롯해 전 세계의 ICT 리더들이
한 자리에 모이는 회의입니다.
The Busan ITU Plenipotentiary will bring together ICT leaders from around the world, including ICT ministers, vice ministers, and corporate CEOs.
개최도시인 우리 부산시는 ITU와 각별한 인연을 맺고 있습니다.
10년 전에 바로 이곳 벡스코에서
'부산 ITU텔레콤아시아 2004'를 개최한 바 있습니다.
The host city Busan has a very special bond with ITU.
10 years ago, here again at BEXCO, Busan hosted the ITU Telecom Asia 2004.
2006년부터 ITU 아시아-태평양 최고위 교육센터(ITU-ASP CoE)를
부산대학교에서 운영해 오고 있습니다.
그리고 오늘 마침내 글로벌 ICT정책을 총괄하는
최고의사 결정회의인 ITU 전권회의를 부산에서 개최하게 되었습니다.
Since 2006, Busan University has been operating the ITU-ASP CoE
And today, Busan is hosting the ITU Plenipotentiary Conference,
the supreme governing organ of ITU that overseas global ICT policies.
오늘날 ICT는 우리 일상생활 깊숙이 들어와 있습니다.
스마트폰으로 날씨와 일정을 체크하면서 하루를 시작하고,
위성을 통한 위치기반서비스를 이용해 길을 찾고,
NFC로 결제하는 세상에 살고 있습니다.
Today, ICT has become an intricate part of our lives.
We begin our days by checking the weather and calendar with smart phones,
Find optimal routes using satellite-based GPS,
And make payments with Near Field Communication, NFC technology.
산업, 교육, 가정 등 모든 것이 ICT와 융합하여
새로운 가치를 창조하고 있습니다.
사람과 사물, 데이터가 시·공간을 뛰어넘어서
서로 연결되는 세상으로 변하고 있는 것입니다.
Everything, from industry to education, to homes and much more, is converging with information and communications technology to create new value.
The world is changing into a society where people, things, and data can connect with one another anytime and anywhere.
하지만 동시에, 우리는 이러한 첨단 기술의 혜택을
누리지 못하는 소외계층이 있다는 것을 염두에 두어야 합니다.
그리고 저는 ITU전권회의에서 이러한 정보격차를 해소하고
소외계층을 위한 새로운 정책비전이 제시되어야 한다고 생각합니다.
And yet, we should remind ourselves that there are still people not benefiting from such advanced technologies.
I believe that the ITU Plenipotentiary should provide a policy vision to narrow the digital divide and help the underprivileged.
이를 위해서 가장 중시되어야 할 것은 바로 교육일 것입니다.
미래를 이끌어갈 청년들이 동등한 출발선에 설 수 있도록 해야 합니다.
In this endeavor, greatest emphasis should be placed on Education.
We need to level the playing field for the youth, the future leaders of the world.
새로운 ICT 미래비전을 제시하기 위한 2014 ITU전권회의가
세계 ICT 산업 발전과 상호협력 체계를 공고히 하면서
정보격차를 해소하고 인류의 더 나은 미래를 향해
함께 나아가는 계기가 되기를 기대합니다.
PP-14 will provide a new vision for the future of ICT.
And insodoing, will not only strengthen the system for the development and mutual cooperation with the world's ICT industries,
But also narrow the digital divide so that the whole world can advance into a better tomorrow.
대한민국은 ICT 세상의 중심으로 발돋움하고 있습니다.
ICT는 박근혜 정부 창조경제를 위한 핵심 산업분야입니다.
부산은 ICT 산업 발전에 최적의 입지를 두루 갖추고 있습니다.
대한민국의 해양수도로서 태평양과 아시아 대륙을 잇는 요충지입니다.
우리나라로 들어오는 국제 해저케이블의 90% 이상이
부산을 통과하고 있습니다.
Republic of Korea is advancing into an ICT-centric society.
ICT will play a critical role in realizing the Creative Economy of President Park's government.
Busan has optimal conditions for the development of the ICT industry.
As Korea's maritime capital, it's ideally located to connect Asia with the Pacific Ocean and more than 90% of the international submarine cables in Korea are connected through Busan.
항만·조선·해양플랜트와 같은 해양산업,
자동차· 원자력·신발산업과 같은 제조업,
전시컨벤션, 게임, 영화영상, 의료 등 ICT 융합을
실현할 수 있는 최적의 지역입니다.
저는 ICT 산업을 육성하여 일자리를 창출하고
청년실업 문제도 해결할 수 있을 것으로 생각합니다.
The city is home to maritime industries like ports, shipbuilding, off-shore plants;
Manufacturing including automobiles, nuclear energy, shoes;
And services such as exhibits, conventions, games, movies, healthcare.
They can be ideally leveraged in ICT convergence.
Fostering the ICT industry will create jobs and resolve the youth unemployment issue.
이번 회의가 부산에서 성공적으로 개최될 수 있도록
지원을 아끼지 않으신 박근혜 대통령님,
미래창조과학부 장관님께 깊은 감사의 말씀을 드립니다.
I want to deeply thank President Park and Minister Choi for their unwavering support for Busan to successfully host this Conference.
부산시가 이번 ITU 회의 개최지로 선정되도록

Also, my warmest gratitude to ITU Secretary-General for his strong support to Busan as the host of PP-14.

All four seasons of the city are beautiful,
But most beautiful now during the 2014 ITU Plenipotentiary.
