Dr Touré was widely recognized for his achievements in the field of ICTs during a recent visit to Bishkek in the Kyrgyz Republic. Following a high-level meeting with Kyrgyz President, H.E. Mrs R. Otunbaeva , and Minister of Transport and Communications H.E. Mr E. Isakov , the ITU Secretary-General was awarded by Presidential Decree the State, Medal of the Kyrgyz Republic (known as ‘Dank’, or ‘glory’).
Dr Touré also had the distinction and pleasure of receiving an honorary doctorate from Razzakov Kyrgyz State Technical University, and took part in the opening ceremony of a unique joint educational television project between ITU and the Kyrgyz Republic, ‘Alippe TV’, which seeks to leverage the unlimited potential of ICTs for education.
Dr Touré made a point of praising Kyrgyzstan's President and Government for recognizing ICT as a priority area for development of the economy. “Today, the level of Internet penetration is still relatively low in the Kyrgyz Republic, particularly in rural areas, but actions being taken in this regard augur well. The targets set, namely connecting all schools in the country to broadband Internet by 2011-2012, are simply excellent,” said Dr Touré.
The CIS is now one of the most dynamic regions for ICT growth, particularly in the area of mobile communications. Between 2000 and 2010, growth reached 67 per cent in the CIS and no less than 88 per cent in the Kyrgyz Republic, which had reached mobile cellular teledensity approaching 100 per cent by the beginning of this year; a tremendous achievement.
