WARC ORB-88 : World Administrative Radio Conference on the Use of the Geostationary-Satellite Orbit and the Planning of the Space Services Utilizing It, 2nd Session (Geneva, 1988)

The objective of second session of the WARC Orbit Conference (WARC ORB-88) was to provide equitable and guaranteed access by all countries to the geostationary satellite orbit (GSO) and the space services utilizing this orbit. The Conference was held in two sessions, the first session having taken place in Geneva from 8 August to 15 September 1985. The mandate of the second session of the Conference was essentially to translate the principles adopted by the first session into a practicable and workable Allotment Plan that would provide each ITU Member country with one orbital position and associated frequencies for one national satellite providing domestic services.

The Allotment Plan, with its associated regulatory provisions, developed at the Conference was a major achievement. The Allotment Plan sought to find a balance between diverse requirements, such as, for example, flexibility and long-term assurance of access. Similarly, procedures were revised to provide for multilateral planning meetings that would be monitored by the Administrative Council. In addition, the revision of the Radio Regulations that was adopted by WARC ORB-88 included the guarantee, in practice, of equitable access to the geostationary-satellite orbit.

The Conference also had the task of drawing up a Feeder Link Plan for the Broadcasting-Satellite Service (BSS), thus completing a comprehensive world agreement for direct satellite television broadcasting. One of the successes of the WARC ORB-88 was the adoption of a broadcasting-satellite service feeder-link plan for Regions 1 and 3 that complemented the feeder-link plan for Region 2 incorporated into the Radio Regulations in 1985. These decisions completed the related world agreement adopted in 1977 for the direct broadcasting satellite service.
