WARC HFBC-87 : World Administrative Radio Conference for the Planning of the HF Bands Allocated to the Broadcasting Service, 2nd Session (Geneva, 1987)

The 1987 World Administrative Radio Conference for the planning of the HF bands allocated to the broadcasting service (WARC HFBC-87) had two main objectives:

1) to consider one or more trial seasonal plans developed on the basis of the technical criteria and planning principles adopted by the First Session held in 1984;

2) to adopt the procedures for the preparation and implementation of seasonal plans based on the requirements submitted by administrations.

The Conference included a set of planning principles in its partial revision of the Radio Regulations that would be the basis for short-term action to take place following the Conference. The need for improved planning of the HF broadcasting service was agreed upon and provided for through a dual approach adopted by the Conference in order to assure future access to the frequency spectrum. However, WARC HFBC-87 could not adopt the HFBC planning system as developed up to that point because the results were considered unacceptable. Nevertheless, the Conference made a strong commitment to move towards adequately planned HF bands.
