WARC HFBC-84 laid a firm foundation for a new approach to the planning of the short-wave broadcasting service that was called for by WARC-79. Much of the work completed at this conference established the technical criteria, planning principles and planning methods that would continue during the intersessional period and carry forward to the second session of the WARC HFBC in 1987.
At the first session of WARC HFBC in 1984 many diverse points of view were able to find a measure of harmonization. The interests of all users, the diverse needs for long-distance broadcasting and the concerns of developing, as well as developed countries, were all taken into account. For a large number of countries, short-wave radio was seen as an invaluable tool for the spread of information and knowledge. The conference sought to establish the means to provide access to the high-frequency spectrum for broadcasting as a means to enlarge the scope of this far-reaching medium and to enrich the social, economic and cultural life of millions of people all over the world. Some of the decisions reached at this session were hailed as historic.
