Hongwei Luo received his B.Sc. and M.A.Sc degrees from Beijing University of Posts and Telecommunications (BUPT), China, in 1998 and 2003, respectively. Now, He is pursuing Ph.D. degree in BUPT, majoring in the security of mobile Internet. From 1998 to 2003, he served as an engineer in China Telecom, working on Internet construction and maintenance. Now, he is a senior engineer and the deputy director of Department of Mobile Application and Smartphone Security Research, China Academy of Telecom Research (CATR). He has been a visiting scholar in University of Waterloo from 2011 to 2012. From 2009 till now, He has been acting as the rapporteur of ITU-T Q.5/17, countering spam by technical means. He has also hosted most of national standards on countering spam. Till now, he has finished 2
 ITU-T recommendations and 2 supplements. In addition, he has published over 20 national standards, 2 patents, 2 conference papers and more than 50 magazine articles. His research interests involve in wireless communications, routing and switching, information security and performance evaluation.
