Masao Kojima (KDDI, Japan): "Disaster Relief & Early Warning"

Disaster relief and early warning is a critical element of managing disaster prevention and reducing loss of human lives, providing victims with correct information on rescue parties, relief supplies, extent of damage and confirmation of safety.

Many different telecommunication systems for disaster relief and early warning have been developed and are in operation. However the mobile system is very important and effective, because many victims run off with mobile terminal in hand after the disaster of Japan Earthquake and Tsunami, March 11, 2011.

Additionally graphical or map guidance on mobile terminal is very convenient from view point of victims. The graphical or map has been standardizing as open system by W3C.

Therefore, we would like to propose establishing the requirement of the mobile system for disaster relief and early warning in cooperation with W3C.
Amy Sanders (Alcatel-Lucent, USA): "Broadband in Disaster Relief and in the ITU"
Briefly outlines the value proposition of Broadband in disaster relief/recovery and work already being done in the ITU-R and ITU-D on the topic.
