sguinena.jpg Sherif Guinena, Advisor to the Executive President of “National Telecom Regulatory Authority of Egypt” (NTRA), Egypt​

Sherif Guinena Ph.D., Advisor to the Executive President of “National Telecom Regulatory Authority of Egypt” (NTRA) and acted previously as Executive Vice President of NTRA. Before joining NTRA, Guinena worked as an R&D engineer at the “Technical Research Department of Egypt” for more than 32 years.

Guinena is the Vice Chairman of ITU-T Study-Group 2 and Chairman of its Regional Group in the Arab Region for two study periods, and Chairmen of the “Permanent Arab Standardization Team”. He represented Egypt in many ITU high level meetings as HoD or Deputy-HoD including WTSA, WTDC, PP, TSAG, Council and others.

Guinena participated in the evolution of WTSA-08 Res. 76 and WTDC-10 Res. 47 and chaired the “Regional ITU Consultation on CIT for Africa”, and chaired the adhoc-group on CIT in PP10, which all lead to the adoption of PP-Res. 177 on CIT; and is currently participating in the activities of the JCA-CIT.
jpeprah.jpgJoshua Peprah, Director, Regulatory Administration, National Communications Authority, Ghana

An Electrical and Electronics Engineer by training, Mr Peprah has over 30 yrs of experience in the ICT industry, starting as a Design and Applications Engineer with the Semiconductor Division of Texas Instruments (TI) in Dallas, Texas, USA for 15years and later as an electronic communications regulation expert.

With an MBA in Operations Research and Marketing and a first degree in Electrical/Electronic Engineering, he managed several Digital Logic Design projects at TI and was a member of the team that introduced the famous Digital Signal Processor (DSP) chip that has become an integral part of most Telecom and Computing Systems.

As the Director, Regulations and Licensing (now Regulatory Administration) for the past 8 years, with the National Communications Authority (NCA) of Ghana, Mr Peprah has contributed immensely to the liberalization and rapid growth of the ICT/Telecom market in Ghana, which now boast of close to 85% penetration in total access lines (Fixed and Mobile) with several of the world class operators playing in the market.

Mr Peprah has extensive experience in telecom standardisation through his active participation in the ITU-T system. He is currently part of the expert group working on the implementation of the WTSA-08 Resolution 76, after guiding its successful acceptance at the World Telecommunications Standardization Assembly in 2008 (‘WTSA 2008’) in Johannesburg, South Africa.

Mr Peprah is currently the Vice Chairman for Africa Region on the Telecommunications Standardization Advisory Group (TSAG) at ITU. He also led the introduction and implementation of Mobile Number Portability (MNP) in Ghana, one of the most successful MNP implementation within Africa.

Mr. Peprah served as the Chairman of the national multi-stakeholder committee established by the Government of Ghana to develop policy recommendations for the attainment of a timely, cost effective and environmentally responsible migration from analogue to digital broadcasting in Ghana. The recommendations were wholly approved by Cabinet. He is currently the Chairman of the Technical Committee of the Digital Broadcasting Migration Committee (DBMC), the body established to oversee the implementation of the television migration project in Ghana. He recently oversaw the development of comprehensive technical specifications for the tendering process for the site survey, network design and supply of a nationwide Digital Terrestrial Television Network based on the DVB-T2/MPEG-4 standard for Ghana which attracted 16 world acclaimed manufacturers, suppliers and system integrators of digital television head-end, transport and transmission systems. He also chaired the evaluation of the bids.

Due to his in-depth experience in the ICT sector, the Ghana Government in 2009 appointed him as a Board member advising on ICT, for Ghana’s premier bank; the Ghana Commercial Bank, a position he still holds till now.

Mr Rosa received his degree in physics in 1974 in Rome, Italy, and joined the R&D branch of the Italian Ministry of Communication working on optical fibers transmission networks, in national and international standards and leading quality control inspection teams for international telecommunication projects.
 
He was head of national delegations for standardization and research studies performed in IEC, ITU, ETSI, CECC, COST and represented the Italian Ministry of Communications in various international institutions including the European Commission task force for the G7 pilot projects on the Information Society.

Paolo was appointed as expert and senior advisor by the Italian Foreign Office, the UNDP and ITU for telecommunication projects in various developing countries worldwide.

In 1997 he joined the ITU-T secretariat in Geneva as Counselor responsible for Study Groups 6 (Outside plant), and SG 15 (Optical and other transport networks) and representing ITU in various events. Since November 2004 he is the Head of the Workshops and Promotion Division of the ITU Standardization Sector, organizing events and promoting new ITU-T activities for resolutions concerning developing countries, conformance and interoperability, universities.

He is author of several papers published in international technical magazines and speaker and lecturer in universities, international conferences, seminars and workshops.
rksiddhartha.jpgRamesh K. Siddhartha, Directorate of Coordination (DCPW), Ministry of Home Affairs, India

Ramesh K. Siddhartha had been working as Director, in Telecom Engineering Centre (TEC ) of Department of Telecommunication (DoT), the sole telecom standardization body of Government of India , in different capacities of increasing responsibilities, managing entire technology product lifecycle from specifying generic requirements to assessment, evaluation, testing, validation, field trials, and implementation at the national level.

As part of his responsibilities included different technology areas such as Satellite communications, Network Planning, Broadband Wireless, Data Networks, NGN etc. He has worked on Conformance & Interoperability issues in an all IP Next Generation Network, as a focus areas of his work, representing Indian Administration in ITU-T. He has co-authored several contribution papers on Physical Architecture of NGN for Interoperability in ITU-T and has worked as an Editor in ITU-T SG 13 and earlier in ITU-T SG 5. He has co-authored a definition of Multi-Vendor Interoperability as a proposal in ITU-T SG13.

Mr. Siddhartha holds a B.E. in Computer Engineering from University of Delhi and has completed his MS in Cyber Security and Law. Recently he has joined, as an Additional Director in Directorate of Coordination Police Wireless, in Ministry of Home Affairs, Govt. of India. At present, his assigned responsibilities include framing Specifications and Standards for the Public Safety Networks in India.

strimech.jpgSami Trimech, Director of International Cooperation and Marketing, CERT Tunisia

Sami Trimech is a Telecommunication Engineer; he joined the Tunisian Consultancy Public Institution -CERT -Research and Studies Telecommunication Centre- in 1997. Between 2004 and 2005, he joined the Executive Secretariat of World Summit on Information Society as program officer.

Mr Trimech focused his international activities on questions related to ITU development in developing countries. He was the ITU-D Rapporteur of the question 15/1 related to technology transfer and informatization, Vice rapporteur of the Question 17/1 related to Satellite regulation in the developing countries, he is a member of the Advisory Committee of the ITU Centre Of Excellence for Arab Region.

In addition to his actual functions, as International Cooperation Director, Mr Trimech is working on the setting up of CERT new laboratories related to EMC and Type approval activities. ​
gvaldivia.jpgJose Guillermo Valdivia, Director of Control and Supervision, TELCOR, Nicaragua

Jose Guillermo graduated in the year 1987 as Telecommunications Engineer., he began to work as transmission technical at TELCOR and now he has 24 years of experience in the Telecommunications field. Since this time he is involving in many telecommunications projects such as transmission, switching, regulation, besides he has been teaching at the university for several years. In all his activities he always has worked with the line and recommendations of the ITU.

EXPERIENCE AND ACHIEVEMENTS
  • Elected Director of Control and Supervision at TELCOR Nicaragua, 2008
  • Extensive knowledge gained over 22 years of experiences in the telecommunications field
  • During 2008-2009 I have been at the forefront of effort for the implementation of the number portability in Nicaragua
  • At this time I lead the commission in charge of studies for the selection of the digital television standard
  • I have participated in the elaboration of the new Telecommunications Act
  • I have worked on the revision and drafting of regulations to strengthen the legal framework of TELCOR
  • I have worked on projects to improve the efficiency of the national telecommunications networks and these to bring to the far away regions
  • I direct the commission to study the recommendations of the ITU and its applications
  • I have been involved in work to promote broadband services and the information society
  • During 2010 we have worked on the creation of a one-stop on line for the importation of telecommunications equipment and make this process more efficient and faster
  • We are currently working on the regulation of non-ionizing radiation and the establishment of the allowable limits
