GUINENA Sherif

SherifGuinena.pngSherif Guinena, is Advisor to the Executive President of the National Telecom Regulatory Authority of Egypt (NTRA) for technical and regulatory affairs. Guinena is the Chairman of ITU-T Study Group 2, Operational aspects of service provision and telecommunications management, and was Vice Chairman for this Study Group since 2004. Guinena joined NTRA in 2002 as head of the technical affairs department, and appointed in 2003 as Executive Vice President for NTRA, and advisor to the NTRA executive president since 2006. He was responsible for developing the telecom market in Egypt, encouraging the introduction of new technologies and services, designing auctions and drafting licenses for new services. 

Guinena represented Egypt in several ITU high level meetings as Head of Delegation or Deputy Head of Delegation such as WTDC 2002, 2010, PP 2002, 2010, WTSA 2004, 2008, 2012, WCIT 2012, ITU Council, ATU Council and many other national, regional and international meetings and conferences. He was the coordinator for the Arab Common Proposal to WTSA 2012 and for the African Common Proposals to WCIT 2012. 

On the Regional level, Guinena was one of the key players in the evolution of the Arab Regulators Network (AREGNET) in 2004, and the ARECIA (African Regulators Association of the COMESA Countries) in 2005, and was a consultant for the African Telecommunications Union (ATU) for preparing the “Telecom/ICT policies and regulations harmonization in Africa”. Currently he is the Chairman of the Arab Standardization Team (ASTeam), established in 2011 by the League of Arab States (LAS) as the standardization body for the Arab Region. Before joining NTRA, Guinena worked as an R&D engineer at the Technical Research Department of Egypt for more than 32 years. Guinena holds a Ph.D. degree in Electronics and Communication Engineering form Alexandria University, Egypt and is a certified Consultant by the Engineers Syndicate of Egypt. He has lectured as an Associate Professor at the “Higher Technological Institute” at the 10th of Ramadan City, Egypt for more than ten years.
