Arabic Digital Content Competition : Terms And Reference

1. By entering the Arab Digital Content Competition (the "Competition"), you hereby warrant that all information submitted by you is true, current and complete. The International Telecommunication Union (hereinafter, the "ITU" or the "Organizer") reserves the right to verify the eligibility of all applicants.

2. By entering the Competition, you accept the present terms and conditions.

3. No purchase of payment of any kind is required to enter or win this Competition.

4. The Competition is open to individuals from Members States of the ITU (see http://www.itu.int/online/mm/scripts/mm.list?_search=ITUstates&_languageid=1 ). Individuals must be older than 18 and younger than 27 at the time of entry. The organizer does not provide the equipment or technical/communication infrastructure necessary to create and submit an entry to the Competition.

5. Applicants must not be an employee (or member of an employee's nuclear family or household) of ITU or the sponsors and partners of this competition nor holding an offer for future employment with ITU or the sponsors and partners of this competition.

6. Applicants may submit more than one entry, provided that entries submitted by the same applicant are not substantially similar.

7. Registration: Participants must register on-line before submitting their application. On-line registration is available on the Challenge website. The registration will be in Arabic only.

When registering, the following information needs to be provided:

i. Participant information (name, country, postal address, email address, phone number and a brief biography);

ii. Application or software title;

iii. a description of the application, including a detailed concept Paper (maximum of 3,000 words) describing how the submitted application would contribute to Arab Digital Content and how it would improve the quality of life of people in the Arab region. The submission should also seek to score as many points as possible vis-à-vis the set selection criteria

Following the registration, a registration ID and a work ID, a description form as well as information on the FTP area will be sent via email by ITU to the registered participant. The registration ID, the work ID and description form will be used by the participant for the submission of the application, in accordance with article 8.

8. Submission details: All submissions must be submitted in Arabic in electronic format to ITU through its FTP area. Information on the FTP will be individually sent by email to each registered participant.

Only submissions to this FTP area will be accepted.

Each participants must submit only one archive file (ZIP or RAR), the filename containing the ID of their registration.

This archive must contain:

i. The source code of the software application,

ii. A document explaining the full technical specifications to build the executable of the software,

iii. An executable file of the software

iv. a short video in .WMV format lasting a maximum of five minutes that demonstrates how the application runs.

ITU will acknowledge receipt of the submission by email.

9. The submission period begins on 28 October 2013 and ends on 31st January 2014 at 24.00 GMT. Applications received later than February 1 st 00:00 AM will not be considered. Once submissions are made they cannot be altered even if the deadline for submissions has not been reached during the time of requested alteration. However, submissions can be withdrawn by sending an email to the focal point identified in the confirmation email that the applicant will receive after making his or her submission as long as the deadline for submissions has not passed.

10. All entries, regardless of categories, must not: a. violate the intellectual property rights of third parties; b. be illegal under applicable national laws and international law; and c. depict or incite hatred, defame, abuse, harass, stalk, threaten a specific person or social group, incite violence or conflict or otherwise violate the legal rights of third parties (including those of privacy and publicity).

11. Applicants may work with a team but only the Applicant will be eligible for participation in the Competition and consideration for being invited to the WTDC 2014 and receiving a Prize. All Prizes are personal and non-transferrable.

12. Three (3) Winners will be selected by a Selection Committee chaired and appointed by the Organizer, based on the qualitative criteria , which constitute an integral part of the present terms. These criteria consist of five categories for qualitative evaluation: innovativeness, business potential, social impact, and likelihood of success. Decisions of the Selection Committee are final and without appeal.

13. Winners of the Competition will be announced on the 28th of February 2014. The Organizer will notify the Winners via email on the 28 th of Febuary 2014. Accordingly, an invitation will be extended to the Winners to attend the WTDC that will take place from 31 March to 11 April 2014 to participate in the prize award ceremony (the "Award Ceremony"). The Organizer will provide each Winner with one roundtrip economy class air ticket (airline and itinerary to be selected by ITU) and provide a subsistence allowance for two days (based on the UN rates for the respective country) to the winners for the purpose of attending the Award Ceremony. Upon notification that a winner is invited to the Award Ceremony, acceptance must be confirmed by email within 72 hours. If confirmation is not received the Organizer reserves the right to withdraw its invitation, by notifying that Winneraccordingly. Winners who do not attend the Award Ceremony will be disqualified from consideration for the Prizes.

14. Winners must hold a valid passport on the date of travel and must possess all required travel and/or other legal documents and acquire, at their cost, all necessary clearances, authorizations and insurance for traveling to and from the country hosting the Event. Winners of the Competition will be requested to supply a copy of their passport for Prize arrangements.

15. Prizes: First place shall receive a Prize Award of 5000 USD, second place shall receive a Prize Award of 3000USD, and third place shall receive a Prize Award of 2000 USD; each Prize will be awarded to one of the three (3) Winners. All Prizes will be provided by one or more sponsor(s). The Winners are responsible and for any and all applicable taxes and fees associated with the receipt and/or use of the Prizes.

16. All applicants will retain the intellectual property rights on the contents of their submissions. However, by entering the Competition, each applicant hereby grants the Organizer a limited, non-exclusive, global, two-year royalty-free right and license to use, reproduce, communicate, demonstrate make available for public display and distribute the content of his/her submission for the Organizer's marketing, promotional, informational and educational or awareness purposes, via printed or digital or online media, including the Organizer's website. The applicant hereby represents that he/she has the legal right to grant such license to the Organizer.

17. Participation in the Competition constitutes the finalists' explicit consent to Organizer to use their name, likeness and/or photograph for marketing, promotional and awareness purposes in any media, worldwide, at no cost for the Organizer.

18. By entering the Competition, applicants agree to release and hold harmless the Organizer and sponsor(s) of the Competition from and against any and all claims, expenses, and liability, including but not limited to negligence and damages of any kind to persons and property, infringement of trademark, copyright or other intellectual property rights arising out of or relating to their participation in the Competition and their contents of their submissions.

19. The Organizer reserves the right in its sole discretion to disqualify any entry which does not comply with the present Terms and Conditions.

20. The Organizer is not responsible for lost, late, corrupted, mutilated or misdirected entries, or entries not received in time for judging.

21. Applicants in the competition are not allowed to use the ITU logo, WTDC logo or other branding elements in their submissions.

22. The Organizer shall have the right, in its sole discretion, to abbreviate, modify, suspend, cancel or terminate the Competition without any futureobligation by posting a corresponding announcement on the website of the competition.

23. Nothing herein shall be considered to be a limitation or a waiver of the privileges and immunities of the ITU, which are specifically reserved.
