Centres of Excellence (CoE)

Overview

ITU Centres of Excellence are institutions sharing expertise, resources and capacity-building know-how in telecommunications and ICTs training/education, distributed around the world. Designed to offer continuous education to ICT managers in the public and private spheres through face-to-face or distance learning programmes, the Centres serve as regional focal points for professional development, research, and knowledge sharing, as well as providing specialist training services to external clients.
Support from multilateral and regional organizations, educational institutes and government donors assists ITU in establishing and supporting these Centres. CoE networks have been established in a number of regions including Africa, Africa Spanish/Lusophone countries, the Americas, Arab States, Asia-Pacific, Caribbean, Commonwealth of Independent States (CIS) and Europe. Under the umbrella of ITU Academy, these regional networks are now being joined together into a single global network sharing training curricula, resources and expertise.

To strengthen capacity building to deliver advanced and specialized telecommunication and ICT training.
 

Scope

Designed to offer continuous education to ICT managers in the public and private spheres through face-to-face or distance learning programmes, the Centres serve as regional focal points for professional development, research, and knowledge sharing, as well as providing specialist training services to external clients. Africa Network

The ITU Academy Centres of Excellence (CoE) in Africa represent a sustainable network of selected training and educational institutions (hereafter “nodes”) that provide training opportunities in topics related to telecommunications and/or information and communication technologies (ICTs). The overall purpose is to promote human capacity building of governmental authorities, regulators, and senior managers of operators and service providers. To date, the CoE network in Africa has undergone two development phases, one spanning from 1994 to 1997 and the second ongoing phase from 1998 to 2012. Starting in 2012 a new and innovative model for delivering training through the CoE Network in Africa is foreseen.

Africa LSP Network

The ITU Academy Centres of Excellence (CoE) in Lusophone and Spanish (LSP) Speaking Countries in Africa aim to establish a sustainable network of selected training and educational institutions (hereafter “nodes”) that provide training opportunities in topics related to telecommunications and/or information and communication technologies (ICTs). The overall purpose is to promote human capacity building of governmental authorities, regulators, and senior managers of operators and service providers. This Centres of Excellence Network was launched in September 2008. Its establishment is the result of the generous financial contributions made by the governments of Spain and Portugal totaling approximately US$ 1. 3 million. The CoEs in AFR LSP will operate for three years ending in December 2011.

Americas Network

The ITU Academy Centres of Excellence (CoE) in Americas aim to establish a dedicated mechanism to address the institutional and human capacity needs of people living in the region. The overall purpose is to promote human capacity building of governmental authorities, regulators, and senior managers of operators and service providers.

 

Arab States Network

The Centre of Excellence (CoE) project in the Arab region has been operating since February 2002 in line with the objectives of the global CoE network. The main role of the Centre of Excellence (CoE) Network in the Arab States is to strengthen the capacity in the region in order to develop high-level know-how and expertise in telecommunication policy, regulatory issues, corporate management and advanced telecommunication technology.

CIS Network

The Centre of Excellence (CoE) project in CIS Countries aim to establish a dedicated mechanism to address the institutional and human capacity needs of people living in the region also to strengthen the capacity in the region in order to develop high-level know-how and expertise in telecommunication policy, regulatory issues, corporate management and advanced telecommunication technology.

The ITU Academy Centres of Excellence (CoE) in Europe represent a sustainable network of selected training and educational institutions (hereafter “nodes”) that provide training opportunities in topics related to telecommunications and/or information and communication technologies (ICTs).
