Demonstrate
a high level of technical knowledge.

Be motivated and
have a strong commitment to the policies and programs of ITU.

Possess good
analytical skills and a keen interest in and an understanding of
policy issues especially in the area of ICT, telecommunications and
radio communications, business administration.

Be able to work
well in a multicultural team.

Have working
experience at national and/or international level, in a field
relevant to the ITU’s work.

Have excellent knowledge of one of the six official
languages of the Union (Arabic, Chinese, English, French, Russian,
Spanish), and very good knowledge of a second official language.
Knowledge of a third official language would be an advantage. (Under
the provisions of Resolution No. 626 of the Council, a relaxation of
the language requirements may be authorized in the case of
candidates from developing countries: when candidates from such
countries possess a thorough knowledge of one of the official
languages of the Union, their applications may be taken into
consideration.)

Recruitment Principles

We do not

Selection of staff
is normally made on a competitive basis.
The paramount
consideration in the appointment, transfer or promotion of staff and in
the determination of the conditions of service shall be the necessity of
securing for the Union the highest standards of efficiency, competence
and integrity.
Due regard shall
be paid to the importance of recruiting staff on as wide a geographical
basis as possible and preference shall be given, other qualifications
being equal, to candidates from regions of the world which are not
represented or are insufficiently represented, taking into account the
desirable balance between female and male staff.
Geographical
distribution shall not apply to posts in the General Service category.
Qualifications being equivalent, the desirable balance between male and
female staff will be taken into account when selecting candidates.
In
accordance with Resolution 48 (Rev. Guadalajara, 2010) adopted by the
Plenipotentiary Conference:

In choosing between candidates who meet the
qualification requirements for a post, preference shall be given to
candidates from regions of the world which are insufficiently
represented in the staffing of the Union.

Recruitment can take place at one grade lower when no
candidate fulfils all the qualification requirements.
In
accordance with Resolution 1187 approved by the Council 2001, Member
States and Sector Members are encouraged to suggest appropriately
qualified women candidates for posts in the Professional and higher
categories.
