Summary

Recommendation ITU-T K.20 specifies resistibility
requirements and test procedures for telecommunication equipment that is
installed in a telecommunication centre.

Overvoltages or overcurrents covered by this Recommendation
include surges due to lightning on or near the line plant, short‑term
induction from adjacent a.c. power lines or railway systems, earth potential
rise due to power faults, direct contacts between telecommunication lines and
power lines and electrostatic discharges. The sources for overvoltages in
internal lines, between equipment/racks, are mainly inductive coupling caused
by lightning currents being conducted in nearby lightning strokes or lightning
currents being conducted in nearby conductors.

Major changes compared with the 2008 version of this
Recommendation include:

.          updating the references;

.          information on what USB ports should be tested;

. information on when to add protection to untested
ports;

. adding test requirements for external coaxial
cable ports;

. adding test requirements for multiple conductor
internal unshielded cable ports.

Summary

General guidelines of information security management for telecommunications
organizations are presented in ITU-T Recommendation X.1051, which is based on
ISO/IEC Standards 27001 and 27002. In an information security management system
(ISMS) based on Recommendation X.1051, physical security is a key issue, as
shown for example in the following text presented in Recommendation X.1051:

"A site whose environment is least susceptible to damage from strong
electromagnetic field shall be selected for communication centers. If necessary, less than satisfactory site may be selected
provided appropriate measures are taken to protect telecommunications equipment
rooms with electromagnetic shields, etc."

"controls should be adopted to minimize the risk of potential
physical threats, e.g. theft, fire, explosives, smoke, water (or water supply
failure), dust, vibration, chemical effects, electrical supply interference,
communications interference, electromagnetic radiation, and vandalism;"

When the security is managed considering above mentioned sentences,
we should evaluate the threat and mitigate equipment or site. The threat is
related to "Vulnerability" and "Confidentiality" in ISMS.

This basic Recommendation outlines electromagnetic security risks of
telecommunication equipments and guides how to assess and prevent those risks,
in order to manage ISMS in accordance with Recommendation X.1051. Major
electromagnetic security risks taken up in this Recommendation are as follows:

Summary

With the liberalization in
telecommunications, unbundling becomes common-place in telecommunications
networks. The unbundling of the access network increases the number of
operators that may provide services within a common access network cable. In
this context, unbalance is not only related to the transmission performance of
the services, but also strongly related to EMC performance of the services. The
LCL of telecommunication lines or telecommunication ports is a measure
of the degree of unwanted transverse signal produced at the
terminals of the network due to the presence of a longitudinal signal on the connecting leads.

Considering the frequency range of
broadband services such as ISDN, ADSL, ADSL2, ADSL2plus, VDSL and VDSL2, this
Recommendation presents the method for measuring Longitudinal Conversion Loss for
the frequency range from 9kHz to 30MHz and presents the suggestion of the admissible
value for the unbundling condition.

Recommendation ITU-T K.72 gives the
methodology for evaluating the need for protection measures against lightning
of telecommunication lines using metallic conductors.

This method is based on the risk
assessment: protection measures are necessary when the risk is greater than
the tolerable risk. Maximum value of the tolerable risks is suggested.

This Recommendation considers the risk of
loss of service of the telecommunication network.

The risk is evaluated through the risk
components caused by lightning, which is the source of damage on
telecommunication line as a function of the striking point with respect to
the telecommunication line (lightning flashes direct to the line, near the
line, or directly to the structures connected at the ends of the line).

This Recommendation shall be used
together with Recommendation ITU-T K.47, which provides the risk
assessment and the protection measures against lightning flashes direct to
the telecommunication line and connected structures, and
Recommendation ITU-T K.46, which provides the risk assessment and
the protection measures against lightning flashes near the telecommunication
  line.

Summary

ITU-T Recommendation K.71 provides
information to network operators on when antennas may be installed in, or on, a
customer building without performing a building-specific risk assessment.

When a risk assessment is required, the
Recommendation provides guidance on the application of IEC 62305-2. It also
provides information on the responsibilities of the network operator and the building
owner.

This revised version of Recommendation K.71
has updated references and added definitions from IEC 60364-5-54 to minimise
confusion regarding protective conductors. The section on protecting against
contacts between the antenna and feeder cable has been amended. Appendix II has
been checked to ensure the generic risk assessments are in line with IEC
62305-2 ed. 2

In an
information security management system (ISMS), based on Recommendation
ITU-T X.1051 and ISO/IEC Standards 27001 and 27002, physical security is a key
issue.

When security is managed taking the above references into
consideration, we should evaluate the threats and mitigate their impact against
equipment or sites. Threats are related to confidentiality in ISMS.

This recommendation describes threats from information
leakage due to unintentional electromagnetic emanations, and the two approaches
of mitigation i.e reduction of emission from equipment and the level of site
shielding are described. Information leakage test methods for conducted and
radiated emission are presented.
