Preparation of Report to Council
Preparation of GoS report to the ITU Council and documents for the  third meeting of the Group (9 - 11 April 2003)

As part of its mandate, the Group of Specialists to review the management of the Union shall report to the 2003 session of the ITU Council. The Group finalized this report at its third meeting, held in Geneva from 9 to 11 April 2003.

At its second meeting, the Group had agreed that Document 11 from its second meeting (a consolidated workplan and recommendations by the Group's members on the basis of interviews and research, prepared by Mr Gomes of Portugal) would form the basis of the Group's report to the ITU Council  (5-16 May 2003). Further inputs received for consolidation into the draft report to Council were received from the ITU-T Advisory Group, TSAG, Mr Yamada (Japan) and Mr Tazi-Riffi (Morocco). The Group at its third meeting also interviewed the ITU External Auditors from the Swiss Federal Audit Office and the Chief of the Finance Department.

At its second meeting, the Group had also agreed that the draft ITU budget 2004-2005 would similarly be commented on by all Group members and the consolidated recommendations included in the draft report to Council. However, the draft budget was not received in time for the Group to analyse it and include its comments in its final report to the Council. The report to the Council contains twenty-one recommendations, and describes the background and reasons behind them.
