The Committee shall endeavour to reach conclusions unanimously.
In the absence of the support of the majority in the Committee, its
Chairman may in exceptional circumstances take decisions, on the
Chairman’s own responsibility, when judging that the decision of the
matters in question is urgent and cannot await the next session of the
Council. In such circumstances the Chairman shall report promptly in
writing on such matters to the Member States of the Council, setting forth
the reasons for such action together with any other written views
submitted by other members of the Committee. If in such circumstances the
matters are not urgent, but nevertheless important, they shall be submitted
for consideration by the next session of the Council.
