كتيب قطاع الاتصالات الراديوية عبارة عن نص يقدم بياناً بالمعارف الراهنة أو بالموقف الحالي للدراسات أو بممارسة تشغيلية أو تقنية جيدة في بعض جوانب الاتصالات الراديوية ويُوجه التقرير إلى مهندسي الاتصالات الراديوية أو مخططي الأنظمة أو مسؤولي التشغيل القائمين على تخطيط أو تصميم أو استعمال الخدمات أو الأنظمة الراديوية، مع إيلاء اهتمام خاص لاحتياجات البلدان النامية. وينبغي أن يكون الكتيب قائماً بذاته ولا يحتاج إلى دراية بنصوص أو إجراءات الاتصالات الراديوية الأخرى في الاتحاد، بيد أنه لا ينبغي له أن يكرر نطاق أو مضمون المنشورات التي يسهل الحصول عليها من خارج الاتحاد.
