Biographies
Pedro Oliva Brunet, Senior Telecommunication Expert, Office of Regulations and Standards, Ministry of Computer Science and Communications, Cuba

Pedro Oliva es Graduado en la Universidad de la Habana como Ingeniero en Telecomunicaciones desde 1970, ha pasado cursos internacionales de especialización en temas de telecomunicaciones organizados por la UIT y otros impartidos por las Administraciones de Francia y Japón, tiene más de 50 años de experiencia en la operación y desarrollo de las telecomunicaciones de Cuba, en actividades relacionadas con la operación, el desarrollo y la regulación de redes y servicios. En la Asamblea Mundial de Normalización del 2008 fue designado Vicepresidente del Grupo de Estudios de la Comisión de Estudio 3 para América Latina y el Caribe, y ha representado a su Administración como delegado, Jefe de Delegación, o Conferencista en múltiples reuniones de Comisiones de Estudio, Talleres, y Asambleas, Fórums y Simposios Mundiales organizados por la UIT.
Dr. Mauro Flórez Calderón, President CITIC - Ecuador

Eng. Mauro Flórez Calderón, Ph.D., MSc, Eng. has participated in projects of national and international scale as: Interconnection networks in multi-user and multi-operator environment, in Colombia for the Ministry of Communications and Colciencias; and the pilot project to test WiMax technology before being acquired funded by Empresa de Telecomunicaciones de Bogota (ETB) as operator of the service, the equipment suppliers were Airspan and the Investigation Research Group GITUN. He led the design of inspection protocols for telecommunications companies from Colombia supervised by the Superintendencia de Servicios Públicos Domiciliarios that is the Department for Telecommunications - SSPD in the areas of Networking, Traffic, Security, Pricing, Customer service, prepaid service and Call Center. Flórez participated as an inspector in the areas of interconnection and traffic. Currently directs the Project on Strategies and Policies of convergence and Satelital Research Program. Has been consultant for the project on number portability for the National Telecommunication Secretary of Ecuador, and consultant for the telecommunications project of Power Lines for Riobamba Electric Company SA. Nowadays Directs project ICTs and Climate Change.

Ph.D in Telecommunications Engineering, Ph.D (c) in Political Science and International Relations, Master in Sciences in Political Science, Media Specialist, Electronic Engineer, with a Master degree in Business Studies, Negotiation Techniques and Conflict Resolution, author and co-author of several books and articles, Teaching researcher at the National University of Colombia, expert of the Telecommunications Regulatory Commission of Colombia, Founder and President CITIC Consultant.
Héctor Carril, Vice-Chairman ITU-T SG5 and Chairman ITU-T SG5 Regional Group for Latin America and Caribbean

Héctor Mario Carril, Ingeniero en telecomunicaciones egresado de la Universidad Nacional de La Plata, Argentina. Héctor Carril es Vicepresidente de la Comisión de Estudio 5, Medio Ambiente y Cambio Climático de la UIT-T, y presidente del Grupo Regional para América Latina y el Caribe de dicha Comisión; Presidente alterno del Comité de Telecomunicaciones (CCPI) de la Comisión Interamericana de Telecomunicaciones de la OEA y Relator sobre Aspectos Técnicos y Regulatorios Relativos a los efectos de las Emisiones Electromagnéticas no Ionizantes del Comité de Radiocomunicaciones de la CITEL. Asesor de la Secretaría de Comunicaciones de Argentina.
Luis Enrique Conde del Oso, Cuban Telecommunications Company SA., (ETECSA), Cuba

Luis Enrique, graduated in the year 1982 as Engineer in Telecommunications. With 28 years of experience in the Telecommunications, he began as Professor of Superior Level in the Military Technical Institute where he acted as Assisting Professor of Superior Level in the Class of Radiotecnia. Starting from the year 1986 began to work in the Company of Telecommunications of City Havana which in the year 1993 are integrated to ETECSA where he acted as specialist of Network Planning and at the moment he is Boss of Group of the Department of Strategic Plans in the Vice-presidency of Technology and Development, having an active holding in the introduction of New Services of Added value, Design of the Intelligent Network, Design of the strategies of traffic of the Network of Telecommunications toward the New Generation Network as well as in the implementation of the Network Metro Ethernet in ETECSA.

It has directed topics of investigations, such as the introduction of the Power Line Communications with the realization of 4 Pilots of this technology in Cuba, and other related with the Introduction of the Service of IPTV in Cuba in which carried out 2 important pilots that included designs of services and development of a Platform of IPTV.

It has participated in a total of 28 courses, of technical training of telecommunications and graduate degree with companies like Alcatel and Ericsson and Huawei, besides possessing a Certification like Expert in the system PLC. It possesses a total of 31 publications in National and International Technical Magazines and participating in 11 International Events as Presenter, like Informática 2003, Informática 2005, Informática 2007and Informática 2009, with a grateful work of technological Innovation with 23 works rewarded in Cuba. He defended in 2010 their Theses of Master in Sciences on the Topic of the Validation of the Profile of Quality of the NGN in the Polytechnic Superior Institute José Antonio Echeverría (ISPJAE).
Eduardo Leyva Corzo, Office of Regulations and Standards, Ministry of Computer Science and Communications, Cuba

He is specialist Superior of High Level of Ministry Informatics and Communications. He possesses more than 40 dedicated years of experience the Computer science's development and the Telecommunications of their country. He has participated in important projects related with national and international new services of informatics and telecommunications. He has collaborated during more than 30 years with International Organizations related with this sphere of activities.
Richard Hill, Secretary, CWG-WCIT12, ITU-TSB

Richard is currently Counsellor for Study Groups 2 and 3 at the International Telecommunications Union, that is technical secretary for the ITU groups dealing with operational aspects of service provision, networks and performance, including numbering issues (for example, assignment of international country codes) and charging and accounting matters.

Prior to joining ITU, Richard was Department Head, IT Infrastructure Delivery and Support, at Orange Communications (a GSM operator), responsible for delivering and maintaining the real-time, fail-safe computing infrastructure for the company to support over 300 online agents and related applications such as billing. Richard was responsible for IT Operations, IT Help Desk (support for 1500 PCs), IT Security, Network, Unix, NT, Oracle DB, Tuxedo, Telephony, and Internet and Intranet services.

He previously was the IT Manager at the University of Geneva, responsible for the network, central systems, over 6000 work-stations and PCs, user support, administrative applications, library infrastructure, and audio-visual services.

Prior to that, he worked at Hewlett-Packard's European Headquarters in Geneva, Switzerland. At HP, he had been responsible for world-wide mobile communication strategies and plans; for delivering GSM services throughout Europe; for specifying, procuring, and deploying voice and electronic mail services in Europe; for developing and implementing HP's EDI program in Europe; for operating the IT center supporting operations in the Middle East and Africa; and for providing economic and sales forecasts to HP top management.

From September 1991 to June 1993, Richard was the Western European Rapporteur for EDIFACT, responsible for the organization of the EDI standardization efforts in Europe and for liaisons with other regions working on EDIFACT. He is past chair of EDIFICE, the European Electronics Industry Forum for EDI, and was editor of X.435, the Pedi protocol for EDI and X.400.

Prior to joining HP, he worked as a Research Statistician for the A.C. Nielsen company in Europe, a large marketing research company, and as a systems designer and consultant for a small software company specializing Boston, Mass. that specialized in applications for managing financial portfolios. Prior to that, Richard was Systems Programmer and later Applications Development Manager for econometrics systems developed at M.I.T. and N.B.E.R. (TROLL project). Richard has taught numerous courses and seminars as part of his work and at universities in the US and Europe.

Richard is a member of the American Arbitration Association, American Association for the Advancement of Science, Association for Computing Machinery, Society for Computers and Law, and the Swiss Arbitration Association.

Richard holds a Ph.D. in Statistics from Harvard University and a B.S. in Mathematics from M.I.T. Prior to his studies in the U.S.A., he obtained the Maturita' from the Liceo Scientifico A. Righi in Rome, Italy.

He has published papers on mediation, arbitration, and computer-related intellectual property issues and the standard reference book to X.435.
Richard Labelle, ITU Consultant, Canada

Mr. Labelle has 29 years experience promoting the use of ICTs for development and has traveled to over 57 developing countries. He recently completed a scoping study on ICTs and climate change entitled “ICTs for e-Environment” for ITU and worked for the UNFCCC as the manager of the iSeeT@theClimateChangeKiosk at COP15. He is developing a training program on ICTs for abating climate change and promoting green growth for the UN United Nations Asian and Pacific Training Centre for Information and Communication Technology for Development (APCICT) in Korea and is completing two reports for ITU-D on the role of mobile technologies for abating climate change and the abatement potential of ICTs in the built environment.
Marcos A Perez Garcia, Cuban Telecommunications Company SA, (Etecsa), Cuba

Educational Background

Mr Marcos Perez is graduated in Electrical Engineer in Havana University and received the degree of Master of Science in the Faculty of Technology, Victoria University of Manchester, England.

Professional Experience

Mr. Perez had been involved in the development of: digital PABX for the Cuban Electronic Industry and with the Unify Development of Digital Switching within the Economic Mutual Assistance Council in the former eastern European socialist block. Later on behalf of his country he was in charge in Nikola Tesla Zagreb Croatia and ALCATEL Vienna Austria of the technical aspects for the technology transfer of digital switching. Later moved to Mexico where was in charge for projects dealing with Paging Systems and Personal Communication (PCS). Was also leader of a GPS radio localization project.

Since 1997 works for the Cuban Telecommunication Enterprise (ETECSA) where he is in charge of the development of the National Numbering Plan and the Routing Plan. His duties also contemplate Network Planning. On behalf of ETECSA he worked in Telecom Italy for the development of the national GSM system. Currently is leading the ENUM project for the Cuban telecom network.

Since WTSA 2004 is an active participant in ITU-T activities and in the WTSA 2008 was elected to the position of Vice-Chairman of the SG 2. In 2010 was also appointed as the SG2 representative in the JCA-ICT&CC.

He was a lecturer on telecommunication in Havana University. Has participated in International Standard Telecommunication Meeting in Mexico, Poland, Brazil and Switzerland. Had written books and papers on telecom and signal processing issues.
Wilfredo López Rodríguez, Director, Office of Regulations and Standards, Ministry of Computer Science and Communications, Cuba

Nació el 9 de febrero de 1951 en Ciudad de la Habana, Cuba. Es casado y tiene 3 hijos.

Realizó los estudios preuniversitarios en el Instituto Especial "Raúl Cepero Bonilla".

En 1972 ingresa en la Universidad Técnica de La Habana "José Antonio Echeverría"; graduándose en 1977 de Ingeniero Eléctrico en la Especialidad de Control Automático.

En 1977 trabaja como Profesor de la Universidad en el Departamento de Controles Automático, hasta el año 1983,
Impartió diferentes asignaturas de su especialidad,
Ha sido Tutor de trabajos de grado y miembro de tribunal de defensa.

Recibe la Categoría de Profesor Adjunto en 1986.

En 1986 trabaja en el Consejo de Ministro atendiendo diferentes áreas de desarrollo económico del País hasta el año 2004 en que es nombrado Director de Regulaciones y Normas del Ministerio de Informática y Comunicaciones y miembro de su Consejo de Dirección.

Ha participado en la elaboración de numerosas normas regulatorias en el sector de las Telecomunicaciones

Ha cursado estudios de postgrado en Contabilidad y Finanzas y Diplomado en Técnicas de Dirección, así como diferentes cursos cortos en diversas temáticas, con buenos resultados.

Ha participado en diferentes eventos y misiones en el exterior representando al País y al Ministerio de informática y Comunicaciones.
Eng. Zoila Inés Ramos Rodríguez, Director CITIC - Ecuador

Eng. Zoila Inés Ramos Rodríguez, Ph. D(c), Esp. has directed large-scale projects nationally and internationally as interconnection networks in multi-user and multi-operator environment in Colombia for the Ministry of Communications and Colciencias. Was directed the pilot project to test WiMax technology before being acquired by Empresa de Telecomunicaciones de Bogota ETB operator of the service; the equipment supplier were Airspan and Research Group GITUN. Eng. Zoila Ramos directed the inspection on the telecommunications companies in Colombia monitored by the Superintendencia de Servicios Públicos Domiciliarios. Was delegate as an inspector for the Department of Telecommunications - SSPD in the areas of Networking, Traffic, Security and Taxation to telecommunications companies monitored by the SSPD.

Currently manages projects for Power Lines Telecommunications - PLT. “Inclusion of Telecommunication and ICT in Strengthening National Identity and the Decline of the Digital Gap (FINE)”.

Ph.D (c) in Telecommunication Engineering, Radio-communication Specialist, Specialist in Law of Telecommunications, Electronics Engineer, with a degree in Management, a student of law in Ecuador. Author and coauthor of several books and articles, Teacher Researcher of National University of Colombia, supported by the Expert Committee on Telecommunications Regulatory Colombia (CRT), CITIC Founder and Principal Consultant.
Paolo Rosa, Head of Workshops and Promotion Division, (ITU/TSB)

Mr Rosa received his degree in physics in 1974 in Rome, Italy, and joined the R&D branch of the Italian Ministry of Communication working on optical fibers transmission networks, in national and international standards and leading quality control inspection teams for international telecommunication projects.

He was head of national delegations for standardization and research studies performed in IEC, ITU, ETSI, CECC, COST and represented the Italian Ministry of Communications in various international institutions including the European Commission task force for the G7 pilot projects on the Information Society.

Paolo was appointed as expert and senior advisor by the Italian Foreign Office, the UNDP and ITU for telecommunication projects in various developing countries worldwide.

In 1997 he joined the ITU-T secretariat in Geneva as Counselor responsible for Study Groups 6 (Outside plant), and SG 15 (Optical and other transport networks) and representing ITU in various events. Since November 2004 he is the Head of the Workshops and Promotion Division of the ITU Standardization Sector, organizing events and promoting new ITU-T activities for resolutions concerning developing countries, conformance and interoperability, universities.

He is author of several papers published in international technical magazines and speaker and lecturer in universities, international conferences, seminars and workshops.
Andrea Saks
Convener, Joint Coordination Activity on Accessibility and Human Factors (JCA-AHF), ITU

Andrea Saks is a known advocate for ICTs for persons with disabilities.

Her father, Andrew Saks, together with James C. Marsters and Robert Weitbrecht were pioneers of deaf telecommunications using surplus teletypewriters and modems – the precursors of textphones and today’s real-time text messaging. She grew in a family of two deaf parents and assisted them from an early age as their interface with the hearing world: getting doctors’ appointments, arranging guests’ visits, etc.

She took that role to the next level when she relocated from the US to the UK in 1972 to promote the use of textphones internationally. She was able to successfully lobby the British Government Post Office (the then-regulator of telecommunications) to allow the first transatlantic textphone conversation (1975) and to grant a license for connection of text telephones on the regular telephone network.

Her first involvement with ITU standardization activity started in 1991 and has ever since increased in scope. Self-funded, she currently attends many ITU-T study group and focus group meetings promoting the inclusion of accessibility functionality in systems being standardized by ITU, such as multimedia conferencing, cable, IPTV and NGN. After the recent creation of ITU-D Q20/1 on accessibility matters by WTDC-06, she also started attending that group and now performs as a bridge between the two sectors on the issue.

She has been a key person in the creation of all accessibility events in ITU, and currently is the convener of the recently formed joint coordination activity on accessibility and human factors, as well as the coordinator of the Internet Governance Forum’s Dynamic Coalition on Accessibility and Disability.
Sergio Scarabino, Head, ITU Area Office, Chile

Es Licenciado en Relaciones Internacionales recibido en la Universidad de Belgrano, Argentina; y Especialista en Gestión de las Telecomunicaciones, titulado conjuntamente por el Instituto Tecnológico de Buenos Aires y la Universidad de San Andrés.

Previo a su ingreso a la UIT, trabajó para la Administración Argentina en el Ministerio de Relaciones Exteriores, Comercio Internacional y Culto (1993-1996) y en la Comisión Nacional de Comunicaciones (1997-2008) en la que llegó a desempeñarse como Gerente de Relaciones Internacionales.

A lo largo de su carrera profesional representó a la República Argentina en negociaciones en materia de telecomunicaciones tanto a nivel bilateral como en ámbitos multilaterales (UIT, OMC, CITEL, ITSO, IMSO, MERCOSUR)

Ocupó el cargo de Presidente Alterno del Comité Consultivo Permanente I de la CITEL y presidió asimismo el Grupo de Trabajo de ese organismo que preparó y defendió las propuestas regionales en la Conferencia Mundial de Radiocomunicaciones del año 2007.

Desde el mes de enero de 2009 está a cargo de la Oficina de Área de la UIT en Santiago de Chile.

Executive Director, International Center for Disability Resources on the Internet (ICDRI)

Cynthia Waddell is the Executive Director and Law, Policy and Technology Subject Matter Expert for the International Center for Disability Resources on the Internet (ICDRI). She also leads ICDRI’s Accessibility Oversight Consulting Services for clients in government, academia and the business community to further ICDRI’s mission to remove electronic and information technology barriers and promote equal opportunity for all.

A former Americans with Disabilities Act Compliance Officer for the City of San Jose, she is the author of the first accessible web design standard in the United States in 1995 that led to recognition as a best practice by the federal government and participated in the legislation and implementation of the US Electronic and Information Technology Accessibility Standards (Section 508).

Cynthia Waddell serves as an accessibility expert for the U.S. Department of State International Telecommunications Advisory Committee and acted as the built environment and accessible technology expert for the United Nations Ad Hoc Committee during the drafting of the Convention on the Rights of Persons with Disabilities (UNCRPD).

She is co-author of the 2010 Monograph on the Accessibility Provisions of the UNCRPD for the UN UNCRPD Secretariat; co-author and co-editor of the ITU & G3ict eAccessibility Toolkit for Policy Makers for assisting countries in their implementation of the UNCRPD; and author of ITU best practices papers.
