Introduction
As requested by the Ukrainian National Commission for Communications Regulation, ITU-T SG19 and the
Ukrainian National Commission for Communications Regulation organised a workshop in Kiev, Ukraine
on 12 - 14 September 2005 on Mobile Communication Networks and NGN; primarily for European countries and
countries of the region.
This workshop had several tutorial sessions on Mobile/NGN technology and ITU (ITU-T and ITU-R) standardization,
and examined the current status and future evolution with regards to rollout, policy, technology and applications.
It also shared with the countries in this region some case studies and a panel discussion to identify the needs and
action plan for the region.
Globally and in many countries, there are now more mobile users than fixed users. This increasing “fixed” to “mobile”
shift requires an essential re-examination of the relationship between “fixed” and “mobile” networks, with “mobility”
playing a key role in the development of Next Generation Networks (NGN).
Therefore, the intention of this Workshop was to highlight the ongoing work in ITU and elsewhere concerning Mobile
Telecommunications Networks, in particular the work on IMT-2000, Fixed Mobile Convergence and guidelines on the
transition of existing mobile networks to IMT-2000 / NGN.
The presentations were from ITU, key Standards Organisations (SDOs), relevant forums/associations and ITU sector
members.
Objectives
- Review the current status of IMT-2000 both in terms of standardisation and roll out
- Bring more awareness of the technical and policy issues concerning Mobile Communications Networks,
Fixed Mobile Convergence and NGN
- Identify ITU directions and further work topics for proceeding forward to meet the needs of mobility
and network convergence
