Opening session: Introduction and Workshop Scope

Paul Najarian is the Director of Program Integration at the Intelligent Transportation Society of America (ITS America). He is the focal point on ITS telecommunications and standards matters. In addition, he directs the ITS Public Safety programs, and supports various telematics issues.

Paul Najarian develops the ITS America position on regulatory proceedings before the U.S. Federal Communications Commission (FCC), the National Telecommunications and Information Administration (NTIA), and the International Telecommunications Union (ITU), and other organizations involved in ITS telecommunications and public safety standards development, or regulatory initiatives.

Mr. Najarian currently chairs the ITU-T Telecommunication Standardization Bureau’s (TSB’s) Advisory Panel for Standards Cooperation on Telecommunications related to Motor Vehicles (APSC – Telemov). The APSC was created in November 2003 as “an open forum to bring together the leading international standardization organizations, as well as industry consortia as partners engaged in advancing ITS vehicular and telematics standards.” The APSC is an open forum or a “collaboration platform” where various international and regional organizations, including industry consortia, could discuss and sort out “who is doing what” in the area of telecommunications and telematics-related standards for motor vehicles. 

Since 1995, Mr. Najarian has served as the international Rapporteur on Intelligent Transport Systems (ITS) to the ITU-Radiocommunication Bureau (ITU-R) Working Party-8A (WP-8A) for Land Mobile Services. His role is to prepare and submit proposed materials in support of international ITS spectrum allocation and global public safety issues, as well as recommendations and resolutions to be addressed at future World Radiocommunication Conferences (WRCs).

Since June 2003, Mr. Najarian has been serving as the international Secretariat for International Standards Organization (ISO) Technical Committee (TC) 204. ISO/TC 204 covers all aspects of global ITS standards across a variety of ITS applications and services. With respect to ISO/TC204, Mr. Najarian has served as the U.S. Administrator, focusing on the U.S contributions and input. He continues to serve as U.S. administrator, since 1996.

He is also Past President of the Land Mobile Communications Council (LMCC) – a council of 22 trade associations representing land mobile, private wireless and public safety end users and manufacturers.

Prior to joining ITS America in 1996, Mr. Najarian was a project manager and electrical engineer with ANSER (Analytical Services, Inc.). He has more than eleven years of experience dealing with strategic communications systems for the U.S. Dept. of Defense, and export control regulations where he provided advice to US satellite and payload manufacturers regarding technical assistance and manufacturing licensing agreements with foreign companies. 

Mr. Najarian holds a Masters Degree in Electrical Engineering from the University of Virginia, and a MBA from the George Washington University
