Vijay Mauree, Programme Coordinator, TSB, ITU
Vijay received his first degree in
Computer Science with Electronic Engineering from University College
London, UK in 1992 and obtained his Masters degree in Information
Technology from Imperial College, Science and Technology, UK in 1993. In
2000, He obtained his MBA from Cranfield School of Management in UK.
In June 2010 he joined the ITU-T Policy and Technology Watch Division in
Geneva where he is responsible for the implementation of projects under
Bridging the Standardization Gap programme and undertaking research on
emerging ICT standardization activities for production of Technology
Watch reports. He has already published two such report on ICT as an
enabler for Smart Water Management and the Optical World.
Before joining ITU, Vijay was working for the National Computer Board in
Mauritius where he was in charge of the Planning, Research and
Development Division and had worked on the implementation of two
National ICT Strategic Plans as well as on the development of a national
information security strategy.

Viorel Munteanu, Head of Electronic Communications Policy Directorate, Ministry of ICT, Republic of Moldova
Mr. Viorel MUNTEANU was nominated Director of Communication policy
division within Ministry of ICT of the Republic of Moldova in April
2010. Previously, he was in charge of the Office in the field of
electronic communications within Communication department of the
Ministry of Information Development of the Republic of Moldova.
Basically, Mr. Munteanu is responsible for policy and strategy
development in the ICT area. Mr. Viorel Munteanu was born on 17 October
1971 in Chisinau, Republic of Moldova. He has two Master’s degree from
Academy for Public Administration of the Republic of Moldova (foreign
relations), and Korea Advance Institute of Science and Technology of the
Republic of Korea ( IT- Business). Mr. Munteanu was Deputy head of the
Republic of Moldova delegation at ITU Plenipotentiary Conference
(Antalya 2006) and Head of the Republic of Moldova delegation at World
Radio Seminar (Geneva 2010). |
Riccardo Passerini, Head Telecommunication Technology and Network Development Division, BDT, ITU
At present he is working in International Telecommunication Union (ITU)
– Geneva, as Senior Telecommunication Engineer (Networks and Services)
in the Development Sector (BDT), Technologies and Network Development
Unit (TND).
He has been dealing with Telecommunication Networks since 1984 in
Superior Institute of Telecommunications and Information Technologies
(Italy) as chief of Networks and Services Department. There, he has been
responsible for defining National Specifications, managing Type Approval
Process (Homologation) of Equipment and Systems, co-ordinating
International and National Committee activities like ITU and ETSI
meeting.
He has been also involved in activities related to the regulatory
aspects, like numbering and interconnection, of the liberalization
process of Telecommunications in the European Countries.
He joined ITU at the beginning of 2001 as part of permanent staff, after
having been collaborating with ITU since 1991 as Expert on
Telecommunication Networks and Services, being responsible of Technical
Specifications definition and Network Planning for ITU projects in a
number of different Countries.
Mr. Passerini graduated in Electronic and Telecommunication Engineering
from University “La Sapienza ”Roma” with Magna cum Laude in 1981. |
William Saryan, NIIR, Russia
William K. Saryan, Doctor of Technical Sciences, State Prize of Russia
winner, has 2 prizes of the Russian Government in science and
technology. Author of more than 200 scientific papers and 47 inventions
and patents.
He have studied at Moscow Electrotechnical Institute of Communications
(today Moscow Technical University of Communications and Informatics)
and the Department of Engineering Physics of MSU.
He worked in NIIR from 1965 to 1991.
From 1992 to 2004 - Vice-president of "TV-Inform".
Since 2004 he has been working in NIIR as deputy chief engineer.
Dr. W. K. Saryan is Head of System Projects in the field of digital
broadcasting ARPAT, participates in the work of SG13 ITU-T.
Dr. W. K.Saryan is a professor at the Moscow Institute of Physics and
Technology (State University) and the Moscow Technical University of
Communications and Informatics. He gives lectures on the theory of
man-machine interaction and computer systems in the info-communications
environment, directs the work of undergraduates and postgraduates.
Area of scientific interest of Dr. Saryan V.K. includes the theory of
information management networks, the theory of ICT services, development
of the model of the limitations of the development of information and
communication technologies, development of an customized management in
emergency situations, etc. |
Konstantin Savin, Deputy Director, Technopark ZNIIS, Russia
Born on 01 July 1984 in Moscow (Russia). Konstantin Savin was graduated
from the Moscow Technical University of Communications and Informatics
(MTUCI) in 2006.
From 2005 to present time he is employed with ZNIIS. Konstantin begun as
an engineer and has a growth to nowadays Technopark Director Deputy. His
present responsibilities are development of NGN and IMS testing
methodologies, providing NGN protocols testing and corresponding
expertise, development of national standards on NGN protocols
implementation, management of national and international testing
projects (Plugtests SIGTRAN 2006, testing under joint ITU-ZNIIS project
ITTC, consulting for Plugtesrts IMS 3rd event in part of testing
methodology improvement).
From 2010 to present time he takes part in work of different
international standardization bodies (ITU-T, ETSI). As an Editor of
ITU-T Q.8/11 he was one of authors of several ITU-T Recs. regarding
testing (Q.3901, Q.3904, Q.3906.1). Also Konstantin participated in the
ETSI STF394 on Extension of IMS NNI (Release 8) interoperability test
descriptions in the part of RCS services. |
Sergii Ustinov, Senior Lecturer, Odessa National Academy of Telecommunications, Ukraine
Sergii Ustinov is working in Odessa National Academy of
Telecommunications named after O.S.Popov dealing with TV systems
standardization in Ukraine. Sergii is a co-author of more than 30
Ukrainian standards in TV sphere, conception and program of digital TV
implementation in Ukraine. |
John Visser, Consultant, Canada
John Visser earned a Bachelor of Applied Science in Electrical
Engineering from the University of British Columbia in Vancouver, Canada
in 1973. After gaining practical experience in diverse areas within
military communications as an officer in the Canadian Armed Forces, John
joined Bell-Northern Research, then the R&D arm of Nortel Networks, in
1978. Since then, he has been involved in many key network standards,
systems engineering, planning, product design, and product line
management support activities. He has an extensive background in SS7,
ISDN, Intelligent Networks and mobile networks, and has held a series of
positions of increasing responsibility, both internally and within
standards bodies, in these areas over his career with Nortel Networks.
Together with prior activities in ANSI T1, TIA, and other areas in
ITU-T, and the 3G Partnership Projects, John is very active in
International Mobile Telecommunications (IMT 2000) standardization work
in ITU-T. In October 2000, John was appointed Chairman of the ITU-T
Special Study Group (SSG) on "IMT 2000 and Beyond". In October 2004, he
was appointed Chairman of the successor to ITU-T Special Study Group SG
19 “Mobile Telecommunication Networks”. The SSG/SG 19 has been
successfully globalizing the 3GPP and 3GPP2 specifications as adopted by
their partner organizations, and progressing the vision and requirements
for the core network infrastructure of next generation mobile systems.
The latter includes inter-system mobility management, and the
convergence of fixed and mobile networks.
At WTSA-2008, John was appointed Chairman of TSAG. As a result of the
financial difficulties of Nortel Networks, John became an independent
consultant in February 2009 and had to resign the TSAG Chairmanship in
January 2010.
John is a member of the Advisory Board of the Advanced Software
Engineering Research and Training (ASERT) Laboratories at the University
of Ottawa and Carleton University. He is also a regular guest lecturer
at Carleton University and a frequent speaker at conferences and
seminars. John is a Registered Professional Engineer in the province of
Ontario and a member of IEEE. |
