Summary: Purpose: There are several strong reasons why this data base and its guidelines are needed: 1) The UNFCCC Paris Agreement aims at strengthening the global response to the threat of climate change by "keeping a global temperature rise this century well below 2 degrees Celsius above pre-industrial levels". All UN agencies are encouraged to take action in order to reach this objective. It is important to determine whether the ICT sector can positively contribute to achieve a 2°C post-carbon world, by taking into account: the GHG emissions of the ICT sector, the energy efficiency perspectives of the ICT sector and the potential reduction of emissions that these technologies trigger. 2) In the frame of the Connect 2020 Agenda, the ITU has set a target (referenced 3.3) related to GHG emissions: "Green House Gas emissions generated by the telecommunication/ICT sector to be decreased per device by 30% by 2020". In order to assess the GHG emissions generated by the telecommunication/ICT sector at worldwide level, it is necessary to be able to collect and maintain the related data. 3) GHG data consolidated at ICT sector level worldwide does not exist. 4) By creating a database ITU can foster and increase the use of its Recommendations by companies (in particular L.1420) Details: The creation of the database itself goes beyond the work of Q9 but the guidelines should consider for that work, that as a first step, data available in public reports published by ITU-T Members should be collected, such as: 1) Scope 1 GHG emissions of ITU-T Sector Members 2) Scope 2 GHG emissions of ITU-T Sector Members 3) Scope 3 GHG emissions of ITU-T sector members (voluntary) By default, the GHG considered in the Doha Amendment of the Kyoto Protocol should be covered. The creation of the guidelines should also consider that the collection of this kind of data should be complemented by a short questionnaire asking whether the Sector Member would like to provide alternative or complementary data as well as which standard has been followed to calculate the figures of GHG emissions, and a few other questions related to the quality of the data, such as which operational boundaries were defined. It should also be considered that it would be beneficial to collect information regarding positive effects for instance as follows: - Do you have initiatives related to the positive effects of ICT in terms of mitigation of GHG emissions? - Have you assessed quantitatively those positive effects? If yes, using which methodology? (this would help build the knowledge on practices among the sector, although the data on positive effects at this stage is not yet mature enough for aggregation)
