Summary: There has been growing usage of ICT Equipment in people's daily lives, (e.g. smartphones and other mobile devices) in recent years, but there has also been side effect and increased problems related to the sale, circulation and use of counterfeit ICT equipment in the market, as well as the adverse consequences for users, governments and the private sector, including decrease security for users, result in service quality problems and lead to revenue losses to all stakeholders. In response to that, some countries have adopted measures and deployed solutions to prevent the spread of counterfeit, ICT equipment, but various governments around the world are still facing challenges in combating counterfeit ICT devices, mainly because of the lack of knowledge or required expertise to deploy solution(s), tailored for their country. Even countries that have taken measures against counterfeit ICT equipment are still facing some challenges. There have been some initiatives taken at regional levels however, there are no documentations summarizing these initiatives including the difficulties faced at the regional levels. For instance, there is the need for consumer sensitization on the possible social economic impact when combating counterfeit and tampered ICT devices. Therefore, this technical report aims to collect information regarding the challenges faced by ITU Members, some best practices and solutions for combating counterfeit/tampered ICT Devices, and present as a guideline to assist countries implementing a solution, based on the framework defined on ITU-T Q.FW_CCF, that would be more tailored to their need
