EXPERIENCE AND ACHIEVEMENTS

Elected Director of the ITU Telecommunication Standardization Bureau at the ITU Plenipotentiary Conference 2006
Re-elected Director of the ITU Telecommunication Standardization Bureau at the ITU Plenipotentiary Conference 2010
During first term increased activity in relation to: cybersecurity; climate change; and accessibility to ICTs for persons with disabilities.
Greater involvement of developing countries in ITU’s standards activities.
Introduction of free downloading of ITU-T Recommendations.
Initiated a programme to address major developing country concerns over lack of interoperability and conformity to ITU standards.
Improved collaboration between ITU-T and other organizations.
Greater involvement of universities and research institutes with the initiation of the annual Kaleidoscope Academic conferences in 2008.
Prior to election to ITU acted as Head or Deputy Head of UK Delegations to all ITU world conferences, assemblies and advisory groups from 1992
Established the Commonwealth ITU Group in 2002 and chaired it until 2006
Has been responsible for many new initiatives in the management, structure and functioning of the ITU
Before 1992 worked in the European Commission DGXIII representing the European Commission in CEPT and ETSI
Introduction of paperless policy in Telecommunication Standardization Bureau
Encouraged increase use of electronic working methods across ITU-T Study Groups

EDUCATION: Master of Science Degree, Bachelor of Science degree (1^st class honours), University of Wales; Chartered Engineer; Member of Institution of Engineering and Technology

2007 – present: Director of Telecommunication Standardization Bureau

2003 – 2006: Joined UK Office of Communications (Ofcom) at inception in 2003. International Co-ordinator with lead responsibility for UK in ITU and CEPT

1992 - 2003: Director in UK’s Radiocommunications Agency with lead responsibility for UK in ITU and CEPT

1988 - 1992: European Commission, Telecommunication Regulations Division

PREVIOUSLY: Represented UK in many other international organisations including the International Maritime Organisation, Inmarsat and the European Space Agency
