TSAG Correspondence Groups

TSAG Correspondence Group on Working Methods

Background
ITU-T is currently structured in a number of Study Groups, which have the scope of a particular technical area. Increasingly there is a need to address technical topics which are in the scope of more than one existing Study Group and may also involve other SDOs or Fora. This has been handled up to now by the creation of a Focus Group or by the use of a Joint Co-ordination Activities Group.

It was noted that the existing procedures for Focus Groups may not cover explicitly the case of cross-study group subjects and that tools introduced in the practical management of newly agreed subjects might need complementary working procedures.

At this point of the study period it is therefore important that TSAG examine the existing ITU-T working methods to determine if they are suited to these cross study group topics with a view to enabling the ITU-T to more effectively take the lead or participate in any endeavor in which ITU-T is concerned.

It has also been noted that some technical topics require both short-term and long-term Study Group interactions with SDOs, fora, and consortia to achieve a Study Group’s mission and enhancement of existing approaches to such relationships may be needed.

A correspondence group has been proposed to progress the work.
Terms of Reference
The general purpose of the correspondence group is to analyze the existing working methods and if needed propose new or modified working methods that may be used by ITU-T where there is a need to speedily address important technical topics that are in the scope of more than one of the existing ITU T Study Group.

The Correspondence Group should:
  • take due consideration of and analyze the existing procedures already specified in Resolution 1 and the A series Recommendations as well as in WTSA Resolutions 22 and 45;
  • analyze past experiences with the working methods used for Focus Groups as described in Recommendation A.7, paying due attention to each of the options provided for regarding the means of launching, the time period and also the lifespan of the Focus Group;
  • consider the mechanisms for the use of co-ordination groups or other groups as specified in resolves 1e) and 1g) of Resolution 22;
  • consider the current working methods for Joint Co-ordination Activities (JCA) as used by SG13 for NGN and by TSAG for Home Networks, as a practical experience gained in the past in the handling of new topics, or any future experience;
  • examine if the cross study group issue could be resolved by making use of resolves 1c) of Resolution 22 or by modifying the scope of one or more study groups so that the bulk of the work on a technical topic could be concentrated in a single study group.
  • review the main aspects to be addressed in the consideration of the working methods which should be, but not limited to: establishment, leadership and management, participation and deliverables;
  • specifically propose a draft revision of Rec A.7, in accordance with the discussions held at the February 2007 TSAG meeting and with due consideration of all related contributions received,
  • consider possible approaches to improve the management of the short and long term relationships with SDOs, fora, and consortia.
  • as needed, propose to the next meeting of TSAG any revision of Resolution 1 and relevant A series Recommendations, including the possibility of creating new Recommendation(s).
