This revision clarifies BER measurements for FEC enabled systems; clarifies the mode partition noise penalty equation in clause 9.2.1.1; incorporates information on the statistics of the attenuation of installed links; adds guidance on best practices for Raman amplified systems to clause 14; makes other miscellaneous corrections.
