Following the signing of a Memorandum of Understanding between ITU and the four standardisation
bodies of China, Japan and Korea (CJK) last year, see press release <a href="http://www.itu.int/net/pressoffice/press_releases/2011/22.aspx">here</a> Malcolm
Johnson, Director of the ITUs Telecommunication Standardization Bureau, led a delegation
from the ITU Secretariat to the eleventh CJK Meeting (CJK-11) 14-16 March at the Seagaia
Convention Centre in Miyazaki Prefecture, Japan. The Indian standards body <a href="http://www.gisfi.org/">GISFI</a> also
attended the meeting as an observer as it has requested to join the MoU.<br /><br />
The meeting addressed global ICT standardization questions of common interest to the
regions key standards bodies: <a href="http://www.arib.or.jp/english/index.html">ARIB</a>, <a href="http://www.ccsa.org.cn/english/">CCSA</a>, <a href="http://www.tta.or.kr/English/index.jsp">TTA</a> and <a href="http://www.ttc.or.jp/e/">TTC</a>.
</p>
        <p>
In his opening speech Johnson noted that CJK governments together account for 15 per
cent of the total financial contributions received by ITU from Member States, and
private entities from these nations account for 20 per cent of the contributions ITU-T
receives from the private sector. Moreover, CJK makes a significant number contribution
to ITU meetings: 38 percent more contributions in 2011 than in 2009.

CJK meetings seek to maintain and improve the commitment to mutual understanding and
cooperation, and recognise the imperative of coordinated international standards for
the sound progression of each of the countries ICT industries.  The meeting
identified the following topics as candidates for collaboration under the MoU: M2M
and Dynamic Spectrum Access; Future IMT; smart grid; cloud computing and security;
and the work on environment and climate change.

The Deputy Director of ITUs Radiocommunication Bureau, Fabio Leite, also participated
in the meeting stressing the importance of collaboration with ITUs Radiocommunication
Sector (ITU-R), in particular on M2M access networks where there is a clear need for
interoperability between radio-based systems.

Technology Watch</a> looks into the quickly growing field of mobile applications.
Mobile applications (apps) are add-on software for handheld devices, such as smartphones
and personal digital assistants (PDA). 
<br /><br />
Between 2008 and 2009, the market for smartphones is expected to grow by 23 per cent,
against an overall decline in the total mobile phone market caused by the economic
crisis. The availability of a wide choice of applications can be critical to the commercial
success of new mobile devices. Even as more smartphones are sold, the creation of
mobile applications to run on them is constrained by the fragmentation of the market
between different platforms.<br /><br />
Mobile Applications describes the mobile application market and identifies initiatives
that aim at standards for an open and interoperable mobile environment.<br /><br />
Mobile Applications is the first publication in a series of TechWatch Alerts. Alerts
are intended to provide a brief but concise overview (3-5 pages) of emerging technologies
and trends in the field of ICTs.

Work has progressed over a number of meetings, since the beginning of 2007, of the
Focus Group <a href="http://www.itu.int/ITU-T/studygroups/com12/fgfit/index.html">From/In/To
Car Communication</a> on draft Recommendation - P.Carhft - under development by ITU-T's <a href="http://www.itu.int/ITU-T/lighthouse/sg12.phtml">Study
Group 12</a>. The Focus Group concept allows for non-members, in this case the auto
industry to participate. While first concentrating on narrowband speech (3.4kHz),
the group working under new banner - FitCarCom - will move into better quality - wideband
(8kHz). 
<br /></p><p>
Participating companies include Alcatel-Lucent, Avaya, DaimlerChrysler, France Telecom,
Harman/Becker, Head Acoustics, Mitsubishi, Nortel and Volkswagen. The first meeting
of the group is expected to be March or April, 2008.

        <p>
Imagine a future in which cars will be able to foresee and avoid collisions, navigate
the quickest route to their destination, making use of up-to-the-minute traffic reports,
identify the nearest available parking slot and minimize their carbon emissions. Indeed,
imagine a future where cars can largely drive themselves, leaving their passengers
to use the free time to watch the sports game on live TV.
</p>
        <p>
All of these possibilities already exist within the laboratories of car manufacturers
and some are already available commercially. But they rely on communications links
that must be increasingly high-capacity and long range to deal with the full range
of requirements of future transport users. The generic technology they use is called <a href="http://www.itu.int/pub/R-HDB-49-2006/en">Intelligent
Transport Systems</a> (ITS). The requirement for future standards in the ITS field
is to be able to provide multiple services, over multiple different platforms, that
will work in different countries (as vehicles can easily cross borders), while maintaining
a simple-to-use interface that requires minimum intervention from the driver.
</p>
        <p>
This, then, is the rationale behind an ongoing effort, launched by the <a href="http://www.iso.org/iso/home.htm">International
Organisation for Standardization</a> (ISO) in 2003, under the auspices of Working
Group 16 of <a href="http://www.tiaonline.org/standards/secretariats_tags/iso_tc204/">ISO
Technical Committee 204</a>, and promoted by the more recently created industry association
- <a href="http://www.calm.hu/">The CALM Forum</a> - to develop a new family of ITS
standards with the overall branding of Continuous Air-interface, Long and Medium range
(CALM).
</p>
        <p>
A new ITU-T Briefing Report on CALM has been released as part of the Technology Watch
function, which evaluates its potential as a new area for ITU standardization work
(for instance, integrated with Next-Generation Networks) and its likely implications
for developing countries. The report notes the work currently going on in ITU on ITS,
including the forthcoming <a href="http://www.itu.int/ITU-T/worksem/ict-auto/200803/index.html">Fully
Networked Car III</a> workshop, to be held on 3-5 March 2008 in Geneva. It is planned
that this will be the first of a series of new Briefing Reports looking at emerging
new technologies.

and some are already available commercially. But they rely on communications links
that must be increasingly high-capacity and long range to deal with the full range
of requirements of future transport users. The generic technology they use is called &lt;a href="http://www.itu.int/pub/R-HDB-49-2006/en"&gt;Intelligent
Transport Systems&lt;/a&gt; (ITS). The requirement for future standards in the ITS field
is to be able to provide multiple services, over multiple different platforms, that
will work in different countries (as vehicles can easily cross borders), while maintaining
a simple-to-use interface that requires minimum intervention from the driver.
&lt;/p&gt;
&lt;p&gt;
This, then, is the rationale behind an ongoing effort, launched by the &lt;a href="http://www.iso.org/iso/home.htm"&gt;International
Organisation for Standardization&lt;/a&gt; (ISO) in 2003, under the auspices of Working
Group 16 of &lt;a href="http://www.tiaonline.org/standards/secretariats_tags/iso_tc204/"&gt;ISO
Technical Committee 204&lt;/a&gt;, and promoted by the more recently created industry association
- &lt;a href="http://www.calm.hu/"&gt;The CALM Forum&lt;/a&gt; - to develop a new family of ITS
standards with the overall branding of Continuous Air-interface, Long and Medium range
(CALM).
&lt;/p&gt;
&lt;p&gt;
A new ITU-T Briefing Report on CALM has been released as part of the Technology Watch
function, which evaluates its potential as a new area for ITU standardization work
(for instance, integrated with Next-Generation Networks) and its likely implications
for developing countries. The report notes the work currently going on in ITU on ITS,
including the forthcoming &lt;a href="http://www.itu.int/ITU-T/worksem/ict-auto/200803/index.html"&gt;Fully
Networked Car III&lt;/a&gt; workshop, to be held on 3-5 March 2008 in Geneva. It is planned
that this will be the first of a series of new Briefing Reports looking at emerging
new technologies.

This workshop will contribute to the NGN vision of supporting future multimedia services

is car-to-car communications.&lt;o:p&gt;&lt;/o:p&gt;

Project Management Tool&lt;/a&gt;, was developed with the support of a voluntary contribution
from Siemens.&lt;o:p&gt;&lt;/o:p&gt;

&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Since the work towards standards
for NGN is taking place across a number of different ITU-T&amp;nbsp;study groups and other
standards development organizations (SDOs) the ability to coordinate and view all
NGN work in one place will be invaluable to the swift and efficient publication of
NGN specifications.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Essentially a&amp;nbsp;repository
of information from ITU and other SDOs, the system was asked for by members of the
various Study Groups working on NGN. Key will&amp;nbsp;be the ability&amp;nbsp;to keep track
of the latest&amp;nbsp;versions of Recommendations and provide detailed information for

video calls on 3G devices has been published by ITU-T. 
&lt;br&gt;
&lt;br&gt;
The new standard, Annex K of Recommendation H.324, also known as media oriented negotiation
acceleration (MONA) addresses the problem of long set up times for video calls that
many perceive as stalling consumer acceptance. H.324 is used in 3G networks to exchange
real-time and bi-directional video traffic&lt;br&gt;
&lt;br&gt;
Without the new technique a typical video session required each end to send up to
ten messages to the other terminal, each time waiting for a message to be received
and acknowledged before sending the next one. And, if a message was not received,
the sending device had to wait and finally time out before retransmitting. This could
introduce delays of up to eight seconds according to experts. 
&lt;br&gt;
&lt;br&gt;
MONA follows in the footsteps of another ITU-T standard  reported &lt;a href="Video+Call+Setup+Time+Shortened.aspx" title="http://www.itu.int/ITU-T/newslog/Video+Call+Setup+Time+Shortened.aspx"&gt;here&lt;/a&gt; 
WNSRP (described in Annex A/H.324), which was a first step towards addressing the
problem. WNSRP cut delays down to three seconds, while the techniques deployed in
MONA will reduce that to one second or less.&lt;o:p&gt;&lt;/o:p&gt;

with mobile telecommunication and fixed mobile convergence together with the lead
Study Group on NGN has published a standard that describes what is needed to give
users the ability to access the same set of services irrespective of change in location.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt; 
&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Mobility is a crucial part of
the service capabilities within the next generation network (NGN) concept. The ITU-T
Recommendation notes:  with the massive growth in the number of users and the continuing
deployment of heterogeneous systems the demand to provide seamless services to the
NGN users gets stronger . 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;The Recommendation - Q.1706 -
describes the requirements for providing mobility management, that is the set of
functions used to provide mobility. These functions include authentication, authorization,
location updating, paging and download of user information. The aim of this work is
to build on the current mechanisms in cellular telephone systems and the internet
and to move toward homogeneity in handling mobility across the converging telecommunication
and computing environments.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;The next step for &lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;&lt;a href="../lighthouse/sg19.phtml"&gt;SG
19&lt;/a&gt;&lt;/span&gt;&lt;span style="font-size: 8pt; font-family: Verdana;"&gt; will be a Recommendation
describing the framework for achieving mobility management based on these requirements.
SG management suggests that this work is progressing well and will probably be achieved
in time for the next round of approvals targeted to be initiated at a meeting in April
2007.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;SG 19 also consented a Recommendation
that charts further detail in the evolution within the IMT-2000 Family member using
an ANSI-41 core network with cdma2000 access network. Recommendation Q.1742.5 references

but they also raise some fundamental questions. What are the right business models
in linking the automotive and telecoms sectors?&amp;nbsp;How do we face the technical
and engineering challenges? How do we make sure that the right standards are adopted
to deal with the complexity of so many electronic components and to allow this market
to develop its full potential? It is the goal of these activities, the formation of
the Focus Group and the workshop, to provide some answers to these questions.&lt;o:p&gt;&lt;/o:p&gt;

&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;&lt;span style=""&gt;&lt;/span&gt;With the
proposed move to packet switched networks, carriers, mobile operators and system integrators
all have a need to support time-division multiplexing (TDM) over packet networks.
TDM, experts say, today forms all of the transmission network and a good part of the
access network.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="MsoNormal" style=""&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;The role of this Rec - G.8261

standards initiative) event. Good progress was reported in several key areas particularly
in the important area of functional architecture and requirements for resource and
admission control functions (RACF) in NGNs. The Recommendation covering RACF is said
to be stable and is expected to be consented at the July GSI event.

of the outputs of the Focus Group on NGN will be consented at this July meeting. Among
them will be a Recommendation dealing with performance, management and measurement,
another key area in NGN. See the work programmes for the various Study Groups involved

Group 3&lt;/a&gt; saw an agreement that may lead to lower international mobile telephony
charges.

&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;The move follows a successful
initiative in the 1990s to lower the  then  high cost of international fixed line
telephone calls. 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;
&lt;o:p&gt;&lt;/o:p&gt;
SG 3 research has found that in some cases mobile termination charges can be five
to ten times more than fixed termination charge. Termination charges happen when calls
are terminated in a network other than that from which they have originated. 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;And since as many as 75 per cent
of all calls now involve the mobile network in some way SG 3 has decided to investigate
how to lower these costs and make mobile telephony more affordable. 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;The Study Group will send a questionnaire
to members and following analysis of the responses it will develop targets aimed at
bringing down the cost of mobile call termination.

&lt;/p&gt;
&lt;p class="MsoNormal"&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;The same initiative for fixed-line
telephony is thought to have significantly reduced costs to consumers. Although some
lowering of call costs can be shown to have been due to competition and market conditions,
call costs were also seen to drop in areas where there was no competition, indicating
that the ITU initiative had worked.

&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;In other news from SG 3s last
meeting it was announced that an alternative has been agreed to the 140 year old practice
of allowing the calling partys service provider to invoice the call terminator for
call termination services. The practice has led to many disputes and there have been
calls to review the situation.

of a Recommendation that experts say is an important step towards solving the problem
of lengthy call setups in 3G video telephony. Seen as a key issue to address, the
resolution of this issue may help accelerate the market for 3G.&amp;nbsp;&lt;br&gt;
&lt;br&gt;
According to SG 16 sources the standard has been successfully tested in products and
many mobile operators and handset manufacturers have started implementation.&lt;br&gt;
&lt;br&gt;
The revised ITU-T Recommendation H.324 speeds the initiation of 3G video sessions
through the streamlining of the call set-up signalling that is necessary to establish
the connection between two handsets and between a handset and a media server.&lt;br&gt;
&lt;br&gt;
Previously setting up a typical video session required each end to send up to ten
messages to the other terminal, each time waiting for a message to be received and
acknowledged before sending the next one. And, if a message was not received, the
sending device had to wait and finally time out before retransmitting. The delay introduced
in this process led to long video call set-up times.&lt;br&gt;
&lt;br&gt;
The new method eliminates the message queuing and time out issues. Now, all signalling
is sent as a single batch to be processed by the receiving device. Missed messages,
due for example to network errors, are immediately detected by the receiving device
and retransmission requests are spontaneously generated. This leads to much quicker
call setup times, bringing video connectivity close to the same level of service as
traditional telephony.&lt;br&gt;

Key for many operators is that implementation will not require manufacturers to recall
phones, also meaning that services may work on existing devices. Other advantages
of the new approach include the fact that it is protocol and network independent,
enabling connectivity with any other device, even if it is IP-based (e.g. IP video
streaming server or a PC-based video terminal) and meaning that it does not interact
with underlying network protocols or codecs, enabling devices using the standard to

The event is to be held in

and examine what the future holds.

&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;There are now more mobile users
than fixed users globally. In many countries, the ratio of mobile to fixed users is
heavily in favour of mobile. This demographic shift requires an essential re-examination
of the relationship between fixed and mobile networks. Mobility plays a key role
in the development of next generation networks (NGN). 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;It is anticipated that case studies
illustrating examples of convergence from around the world will help to identify the
needs and action plans for the region that this event is being held in.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;Presentations should highlight
ongoing work in ITU and elsewhere on mobile telecommunications networks, in particular
the work on IMT-2000, fixed mobile convergence and guidelines on the transition of
existing mobile networks to IMT-2000 / NGN.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p&gt;
&lt;span style="font-size: 8pt; font-family: Verdana;"&gt;The deadline to submit abstracts
(maximum 400 words) and biographies (maximum 200 words) is 31 July 2005. Submissions

Together with matching radio interface specifications handled through <a href="http://www.itu.int/ITU-R/">ITU-R</a> Working
Party 8F in the ITU-R M.1457 series of Recommendations, these standards support applications
ranging from narrow-band voice to wide-band voice, data and multimedia communications
with full terminal mobility. Completion of the approval process is anticipated in
the first quarter of 2005.
