        <p>
The recent meeting of the Telecommunication Standardization Advisory Group (<a href="http://www.itu.int/en/ITU-T/tsag/2013-2016/Pages/default.aspx">TSAG</a>)
has seen the launch of a new Focus Group to hasten standards development in the key
area of Smart Water Management. 
</p>
        <p>
The formation of the <a href="http://www.itu.int/en/ITU-T/focusgroups/swm/Pages/default.aspx">Focus
Group on Smart Water Management (FG-SWM)</a> responds to the <a href="http://www.itu.int/ITU-T/newslog/ITU+Called+On+To+Enable+Smart+Water+Management.aspx#.UbB4UGQ-LTw">Luxor
Call to Action</a> emanating from a <a href="http://www.itu.int/en/ITU-T/Workshops-and-Seminars/ict-swm/201304/Pages/default.aspx">workshop</a> held
in Luxor, Egypt, 14-15 April 2013. 
</p>
        <p>
The event highlighted the necessity of a multi-stakeholder approach to the development
of smart water-management systems; one that incorporates the views of irrigation,
agriculture, environment and communications ministries as well as those of the ICT
industry and relevant intergovernmental and non-governmental organizations. 
</p>
        <p>
FG-SWM is expected to carry out the following specific tasks:
</p>
        <ul>
          <li>
Collect and document information on national, regional and international smart water
management initiatives; reporting on current activities and technical specifications. 
</li>
          <li>
Specify the roles to be played by ICTs in smart water management. 
</li>
          <li>
Develop a list mapping key stakeholders involved in the area of ICTs and smart water
management. 
</li>
          <li>
Develop Key Performance Indicators (KPIs) to assess the impact achieved through the
use of ICTs in water-management systems. 
</li>
          <li>
Develop a set of methodologies for estimating the impact of ICTs on water conservation. 
</li>
          <li>
Identify water-management ICT applications and services with the potential to ensure
interoperability and the benefits of economies of scale. 
</li>
          <li>
Draft technical reports that address standardization gaps and identify new standardization
work items to be taken up by its parent group, <a href="http://www.itu.int/en/ITU-T/about/groups/Pages/sg05.aspx">ITU-T
Study Group 5 (Environment and climate change)</a>. 
</li>
        </ul>

The new Focus Group will work in close collaboration with the <a href="http://www.itu.int/en/ITU-T/focusgroups/ssc/Pages/default.aspx">Focus
Group on Smart Sustainable Cities (FG-SSC)</a> established in February 2013 (read

The <a href="http://www.itu.int/en/ITU-T/focusgroups/distraction/Pages/default.aspx">ITU-T
Focus Group on Driver Distraction</a> has presented its final deliverables in the
form of five technical reports to form the basis for ITU-Ts accelerating standardization
work in the driver distraction arena. 
</p>
        <p>
Established in February 2011, the Focus Group has been instrumental in raising awareness
around ITU-T activity on driver distraction and the scale of this workload, as well
as in providing clear direction to ITU-Ts driver-distraction work plan. The group
has also been successful in opening lines of communication with key organizations
and drawing new expertise into the ITU-T standardization process.

The Focus Groups five technical reports describe user interface requirements for
automotive applications; system capabilities for improving the safety of driver interaction
with applications and services; and approaches being used to enable external applications
to communicate with a vehicle. The reports are freely available <a href="http://www.itu.int/en/ITU-T/focusgroups/distraction/Pages/default.aspx">here</a>.

The conclusions put forward by the reports are being taken up by the two groups leading
ITU-Ts standardization work on driver distraction, <a href="http://www.itu.int/en/ITU-T/about/groups/Pages/sg12.aspx">Study
Group 12</a> (Performance, QoS and QoE) and <a href="http://www.itu.int/en/ITU-T/about/groups/Pages/sg16.aspx">Study
Group 16</a> (Multimedia coding, systems and applications). New related work items
calling for external coordination and collaboration may also be addressed by the <a href="http://www.itu.int/en/ITU-T/extcoop/cits/Pages/default.aspx">Collaboration
on ITS Communication Standards</a>.

ITUs engagement with driver distraction originated with <a href="http://www.itu.int/md/S10-CL-C-0087/en">Resolution
1318 - ITU's role in ICTs and improving Road Safety</a> adopted in April 2010 by ITUs
governing body, <a href="http://www.itu.int/council/">ITU Council</a>. The Resolution
was made in response to the fact that, as stated in Resolution 1318, driver distraction
and road-user behavior, which includes among many examples texting, text messaging,
interfacing with in-vehicle navigation or communication systems, are among the leading
contributors to road traffic fatalities and injuries.

An <a href="http://www.itu.int/en/ITU-T/techwatch/Pages/driverdistraction.aspx">ITU-T
Technology Watch report entitled "Decreasing Driver Distraction"</a> was published
in August 2010, playing a role in kick-starting the work of the Focus Group. The report
is a succinct overview of the relationship between ICTs and driver distraction and
also discusses the core issues at play when viewed from a standardization perspective.

Looking ahead, this years <a href="http://www.itu.int/en/wtisd/Pages/default.aspx">World
Telecommunication and Information Society Day</a> on 17 May is themed, <a href="http://www.itu.int/en/wtisd/Pages/2013theme.aspx">ICTs
and improving road safety</a>. A highlight of the event will be ITUs presenting
the annual <em>World Telecommunication and Information Society Award</em> to eminent
personalities in recognition of their leadership and dedication to the field.

In addition, an upcoming workshop hosted by ITU and <a href="http://www.unece.org/">UNECE</a> at
ITU headquarters in Geneva, 27 June 2013, will address <a href="http://www.itu.int/en/ITU-T/Workshops-and-Seminars/its-em/201306/Pages/default.aspx">Intelligent
transport systems in emerging markets  drivers for safe and sustainable growth</a>.
This workshop includes a session dedicated to driver distraction which will host Scott
Pennock (BlackBerry), former Chairman of the now terminated Focus Group, to present
the outcomes outlined by the groups technical reports and to discuss the likely course
of corresponding ITU-T standardization work.

ITU-Ts latest Technology Watch report covers Seouls emergence as a smart city
applying information and communication technologies (ICTs) as basic infrastructure
to improve service delivery, citizen happiness, and economic and environmental sustainability.

The report will feed into the work of the recently established ITU-T Focus Group on
Smart Sustainable Cities (news on the formation of the Focus Group <a href="http://www.itu.int/ITU-T/newslog/ITU+Establishes+Focus+Group+On+Smart+Sustainable+Cities.aspx#.UT8N_6Lql8E">here</a>).
With the new activities ITU aims to better facilitate collaboration among national
regulators, mayors networks, citizens, standards bodies, equipment manufacturers,
civil society and other smart-city stakeholders. 
</p>
        <p>
Authored by the Seoul Metropolitan Government, with support from ITUs Telecommunication
Standardization Bureau (TSB), Seoul  a case study offers an overview of the conceptual
underpinnings of Seouls smart-technology agenda as well as descriptions of a number
of the smart services available to citizens. 
</p>
        <p>
Seoul, the Republic of Koreas capital city, is just one of many cities across the
world to embrace ICTs as tools to boost economic and environmental efficiency, enhance
government transparency and improve social welfare. 
</p>
        <p>
Rapid urbanization and high-density populations are powerful engines of innovation
but also give rise to social, economic and environmental challenges as cities infrastructures
develop comparatively slower than influxes of city inhabitants. 
</p>
        <p>
Cities today account for more than 70% of global greenhouse gas emissions and 60-80%
of global energy consumption and it is estimated that, by 2050, 70% of the worlds
population will be urban. Smarter, cleaner, more efficient cities are thus imperative
to sustainable growth strategies and will also be crucial to boosting cities competitiveness
and attractiveness as players in our global economy. 
</p>

ITU-Ts latest Technology Watch report covers Seouls emergence as a smart city
applying information and communication technologies (ICTs) as basic infrastructure
to improve service delivery, citizen happiness, and economic and environmental sustainability.

The report will feed into the work of the recently established ITU-T Focus Group on
Smart Sustainable Cities (news on the formation of the Focus Group &lt;a href="http://www.itu.int/ITU-T/newslog/ITU+Establishes+Focus+Group+On+Smart+Sustainable+Cities.aspx#.UT8N_6Lql8E"&gt;here&lt;/a&gt;).
With the new activities ITU aims to better facilitate collaboration among national
regulators, mayors networks, citizens, standards bodies, equipment manufacturers,
civil society and other smart-city stakeholders.

Authored by the Seoul Metropolitan Government, with support from ITUs Telecommunication
Standardization Bureau (TSB), Seoul  a case study offers an overview of the conceptual
underpinnings of Seouls smart-technology agenda as well as descriptions of a number
of the smart services available to citizens. 
&lt;/p&gt;
&lt;p&gt;
Seoul, the Republic of Koreas capital city, is just one of many cities across the
world to embrace ICTs as tools to boost economic and environmental efficiency, enhance
government transparency and improve social welfare. 
&lt;/p&gt;
&lt;p&gt;
Rapid urbanization and high-density populations are powerful engines of innovation
but also give rise to social, economic and environmental challenges as cities infrastructures
develop comparatively slower than influxes of city inhabitants. 
&lt;/p&gt;
&lt;p&gt;
Cities today account for more than 70% of global greenhouse gas emissions and 60-80%
of global energy consumption and it is estimated that, by 2050, 70% of the worlds
population will be urban. Smarter, cleaner, more efficient cities are thus imperative
to sustainable growth strategies and will also be crucial to boosting cities competitiveness
and attractiveness as players in our global economy.

ITU-T has established a new Focus Group on Smart Sustainable Cities to assess the
standardization requirements of cities aiming to boost their social, economic and
environmental sustainability through the integration of information and communication
technologies (ICTs) in their infrastructures and operations.

          <a href="http://www.itu.int/en/ITU-T/studygroups/2013-2016/05/Pages/default.aspx">ITU-T
Study Group 5</a>  Environment and climate change  agreed the formation of the new
Focus Group at its meeting in Geneva, 29 January to 7 February 2013.

The creation of the Focus Group on Smart Sustainable Cities answers a <a href="http://www.itu.int/dms_pub/itu-t/oth/4B/04/T4B040000180001PDFE.pdf">Call
to Action on Smart Sustainable Cities</a> proposed in September 2012 at ITUs <a href="http://www.itu.int/ITU-T/climatechange/gsw/201209/index.html">2<sup>nd</sup> Green
Standards Week</a> in Paris. Smart Sustainable Cities is also the theme of ITUs <a href="http://www.itu.int/en/ITU-T/climatechange/greenict/2013/Pages/default.aspx">3<sup>rd</sup> Green
ICT Application Challenge</a>.

Cities are powerful engines of economic growth, fuelled by intensive interpersonal
communication and high concentrations of specialized skills. Urbanizations advantages
are however mirrored by significant sustainability challenges, with cities today accounting
for over 70 per cent of global greenhouse gas (GHG) emissions and 60-80 per cent of
global energy consumption. 
</p>
        <p>
Given that an estimated 70 per cent of the worlds population will live in cities
by 2050, sustainable urbanization has become a key policy point to administrations
across the world. Here ICTs have a crucial role to play by increasing environmental
efficiency across industry sectors and enabling such innovations as intelligent transport
systems (ITS) and "smart" water, energy and waste management.

The Focus Group will act as an open platform for smart-city stakeholders  such as
municipalities; academic and research institutes; non-governmental organizations (NGOs);
and ICT organizations, industry forums and consortia  to exchange knowledge in the
interests of identifying the standardized frameworks needed to support the integration
of ICT services in smart cities.

The meeting also agreed first-stage approval (consent) of the latest addition to ITU-Ts
L.1400 series of <a href="http://www.itu.int/en/ITU-T/climatechange/Pages/standards.aspx">standardized
methodologies to assess the environmental impact of ICTs</a>. The consent adds ICT
projects to the list of ICT deployment scenarios covered by ITU-Ts environmental
impact assessment methodologies. The new methodology (ITU-T L.1430) provides a framework
to measure reductions in GHG emissions and energy consumption resulting from implementations
of ICT projects including smart buildings, smart transport, and telepresence or videoconferencing
services.

ITU headquarters in Geneva has hosted a showcase of ITU-standardized multimedia solutions
targeting a better quality of life through innovations in high-definition content
delivery, interactive entertainment, e-health services, and the accessibility of audiovisual
media to persons with disabilities. 
&lt;/p&gt;
&lt;p&gt;
The demonstrations were given by prominent market players and research institutes
for the benefit of delegates attending meetings of ITU-T Study 16 (Multimedia) and
Study Group 9 (Broadband cable and TV); the expert groups responsible for IPTV and
Smart Cable TV standardization, respectively. 
&lt;/p&gt;
&lt;p&gt;
IPTV demonstrations included &lt;a href="http://www.astem-co.co.jp/"&gt;ASTEM&lt;/a&gt;s (Japan)
remotely-provided subtitling and captioning solution for IPTV services; a mobile IPTV
service from South Africa's &lt;a href="http://www.csir.co.za/"&gt;Council for Scientific
and Industrial Research&lt;/a&gt;; and selected applications from ITUs &lt;a href="http://www.itu.int/en/ITU-T/challenges/pages/iptv.aspx"&gt;2nd
IPTV Application Challenge: "A better quality of life"&lt;/a&gt;. 
&lt;/p&gt;
&lt;p&gt;
The 2nd IPTV Application Challenge booth showcased an IPTV e-health application using &lt;a href="http://www.continuaalliance.org/"&gt;Continua
Health Alliance&lt;/a&gt;-compliant e-health devices integrated with ITU-T IPTV services,
developed by the &lt;a href="http://www.i2r.a-star.edu.sg/"&gt;Institute for Infocomm Research&lt;/a&gt;&lt;strong&gt; &lt;/strong&gt;(Singapore)
and the NTT Service Integration Lab (Japan). The booth also featured an accessibility-oriented
application from &lt;a href="http://www.chula.ac.th/cuen/"&gt;Chulalongkorn University&lt;/a&gt; (Thailand)
designed to teach its user how to communicate using sign language. 
&lt;/p&gt;
&lt;p&gt;
Core ITU standards underlying the IPTV showcase included Recommendation &lt;a href="http://itu.int/ITU-T/H.721"&gt;ITU-T
H.721&lt;/a&gt;s IPTV terminal for Video on Demand (VoD) and Linear TV, and &lt;a href="http://itu.int/ITU-T/H.762"&gt;ITU-T
H.762&lt;/a&gt;s Lightweight Interactive Multimedia Environment (LIME) for IPTV services.
The IPTV equipment was provided by &lt;a href="http://www.oki.com/"&gt;OKI&lt;/a&gt; and &lt;a href="http://www.sei-networks.com/index_E.html"&gt;Sumitomo
Electric Networks&lt;/a&gt;. 
&lt;/p&gt;
&lt;p&gt;
On the Smart Cable TV front, &lt;a href="http://www.kddi.com/english/"&gt;KDDI&lt;/a&gt; demonstrated
an implementation of Recommendation &lt;a href="http://www.itu.int/ITU-T/recommendations/rec.aspx?rec=11648"&gt;ITU-T
J.296&lt;/a&gt;s integrated broadcast cable set-top boxes. The demo highlighted advanced
smart cable features to undergo future standardization  a project currently being
discussed by ITU-Ts Focus Group on Smart Cable TV (&lt;a href="http://www.itu.int/en/ITU-T/focusgroups/smartcable/Pages/default.aspx"&gt;FG
SmartCable&lt;/a&gt;) which has approved an intensive action plan aimed at finalizing its
deliverables by October 2013. The group has scheduled three physical meetings for
2013: in April, Cambridge (UK); June, Atlanta (USA); and September, Tokyo (Japan). 
&lt;/p&gt;
&lt;p&gt;
In addition, an &lt;a href="http://www.etri.re.kr/eng/"&gt;ETRI&lt;/a&gt; demo gave experts a
view of the enhanced quality of images compressed using a hardware implementation
of the newly consented ITU-T H.265 | ISO/IEC 23008-2 high efficiency video coding
(HEVC). HEVC is the successor to the Primetime Emmy award winning ITU-T H.264 video
compression codec. The new standard ITU-T H.265 will need only half the bit rate of
its predecessor and this doubling of compression efficiency will be essential to the
provision of high-quality video in mobile applications and ultra-high definition TV
(UHDTV). 
&lt;/p&gt;
&lt;p&gt;
ITU-T &lt;a href="http://www.itu.int/en/ITU-T/studygroups/2013-2016/16/Pages/default.aspx"&gt;Study
Group 16&lt;/a&gt; and &lt;a href="http://www.itu.int/en/ITU-T/studygroups/2013-2016/09/Pages/default.aspx"&gt;Study
Group 9&lt;/a&gt; are producing the standards required to drive widespread global adoption

by 2011s Great East Japan Earthquake, visiting affected telecommunication installations
and R&amp;D sites specialized in the study of network resilience and recovery.

Organized by <a href="http://www.itu.int/en/ITU-T/Pages/default.aspx">ITU-T</a> and
hosted by Japans Ministry of Internal affairs and Communications (<a href="http://www.soumu.go.jp/english/index.html">MIC</a>)
and National Institute of Information and Communications Technology (<a href="http://www.nict.go.jp/en/index.html">NICT</a>),
the fourth meeting of FG-DR&amp;NRR will take place in Tokyo, Japan, 5-8 February
2013.

The meeting is preceded by an ITU workshop on <a href="http://www.itu.int/en/ITU-T/Workshops-and-Seminars/e-Health/201302/Pages/default.aspx">e-Health
services in low-resource settings: Requirements and ITU role</a>, 4-5 February 2013,
at the same venue. FG-DR&amp;NRR participants are encouraged to attend this workshop,
and particularly the afternoon sessions on the 5th where e-health applications related
to disaster relief will be on show.

          <a href="http://www.itu.int/en/ITU-T/focusgroups/Pages/default.aspx">ITU-T Focus Groups</a> are
tasked with initiating work on new standardization challenges as input to the <a href="http://www.itu.int/en/ITU-T/studygroups/2013-2016/Pages/default.aspx">ITU-T
Study Groups</a>. Focus groups have a great deal of flexibility to decide their structure
and working methods and participation is free of charge and open to non-members of
ITU.

FG-DR&amp;NRR was established in January 2012 at a meeting of the Telecommunication
Standardization Advisory Group (<a href="http://www.itu.int/en/ITU-T/studygroups/2013-2016/tsag/Pages/default.aspx">TSAG</a>).
The group coordinates ITU-Ts current work in the disaster relief field, and is expanding
this work into two important new areas: (1) disaster relief for individuals (to notify
relatives, friends or employers of a victims situation) and (2) disaster relief guidance
(to show victims the routes to evacuation shelters, home, etc.).

ITU Council has endorsed ICTs and improving road safety as the theme for 2013s
World Telecommunication and Information Society Day acknowledging that information
and communication technology (ICT) standards have the potential to significantly reduce
driver distraction and road accidents.<br />
 <br />
World Telecommunication and Information Society Day (<a href="http://www.itu.int/en/wtisd/Pages/default.aspx">WTISD</a>)
aims to help raise awareness of the possibilities that the use of the Internet and
other information and communication technologies (ICT) can bring to societies and
economies, as well as of ways to bridge the digital divide. It takes place on 17 May
every year, which is the anniversary of the signing of the first International Telegraph
Convention and the creation of the International Telecommunication Union.

        <p>
Given the critical need to filter the provision of information in such a way that
it does not distract drivers, ITU-Ts Focus Group on Driver Distraction (FG Driver
Distraction) has been bringing together experts from government agencies; standards
development organisations; academic and research institutes; and the automotive, telecommunications
and consumer electronics sectors since the beginning of 2011.<br />
 <br />
Open to participation by all interested parties, including non-members of ITU, the
group is essentially undertaking the groundwork required to launch ITU-T standardization
activity in the field of driver distraction.<br />
 <br />
Malcolm Johnson, Director of ITUs Telecommunication Standardization Bureau: Intelligent
transport systems will enable vehicles to communicate to optimize the flow of traffic,
decrease greenhouse gas emissions, increase safety, and significantly improve the
driving experience. With the advent of the Internet of Things there is the potential
of a fully-networked car that can save millions of lives.<br />
 <br />
ITU standards will fight driver distraction in two complementary ways:<br />
 <br />
Standards will define a communications interface to the vehicle allowing drivers to
interact with external devices and applications through the vehicles user interface.
In this scenario, all driver interaction with ICTs is channelled through a centralized
point of control able to manage the degree of distraction experienced by the driver.<br />
 <br />
ITU's international standards will also aid application developers, network providers,
device manufacturers and Driver Vehicle Interface (DVI) designers in building systems
that minimize the distraction and cognitive workload demanded by in-vehicle ICTs.
Such standards will provide guidance on ergonomic design principles and requirements
for safe interaction with applications, and will define the functional requirements
of systems managing distraction and cognitive workload.<br />

The first meeting of ITU-Ts new Focus Group on M2M service layer (FG M2M), 17-18
April, attracted a large number of experts from the healthcare and ICT fields to discuss
the M2M standardization requirements of vertical healthcare markets.<br />
 <br />
The open meeting was well-attended in Geneva and via remote participation, receiving
57 delegates from 17 countries; representing members and non-members of ITU, and composed
of four government representatives, twenty-six from the private sector and nine from
academic and research institutions. Among the delegates were seven representatives
of healthcare organizations including World Health Organization (WHO) and Continua
Health Alliance.<br />
 <br />
The Focus Groups structure and working methods were central topics in this foundational
meeting, as was its work plan laying out the groups objectives and deliverables.
The FG will focus on M2M in the healthcare context and was divided into three Working
Groups; the first looking at M2M <em>use cases and service models</em>, and the second
at determining the <em>requirements and architectural framework of the M2M service
layer</em>. The third deals with M2M <em>Application Programming Interfaces (APIs)</em> and
protocols and will begin its work when sufficient progress has been made by the first
two Working Groups.<br />

the M2M standardization requirements of vertical healthcare markets.&lt;br&gt;
&amp;nbsp;&lt;br&gt;
The open meeting was well-attended in Geneva and via remote participation, receiving
57 delegates from 17 countries; representing members and non-members of ITU, and composed
of four government representatives, twenty-six from the private sector and nine from
academic and research institutions. Among the delegates were seven representatives
of healthcare organizations including World Health Organization (WHO) and Continua
Health Alliance.&lt;br&gt;
&amp;nbsp;&lt;br&gt;
The Focus Groups structure and working methods were central topics in this foundational
meeting, as was its work plan laying out the groups objectives and deliverables.
The FG will focus on M2M in the healthcare context and was divided into three Working
Groups; the first looking at M2M &lt;em&gt;use cases and service models&lt;/em&gt;, and the second
at determining the &lt;em&gt;requirements and architectural framework of the M2M service
layer&lt;/em&gt;. The third deals with M2M &lt;em&gt;Application Programming Interfaces (APIs)&lt;/em&gt; and
protocols and will begin its work when sufficient progress has been made by the first
two Working Groups.&lt;br&gt;
&amp;nbsp;&lt;br&gt;
Also of note was the appointment of the groups Chairman and Vice-Chairmen:&lt;br&gt;

in November, in the USA (TBC).

ITUs new Focus Group on the Machine-to-Machine service layer (FG M2M) will meet for

of M2M-focused organizations, both within and outside ITUs membership. See FG M2Ms

The M2M market is expected to grow rapidly over the coming years and, as part of the
more broadly-defined Internet of Things (see ITUs <a href="http://www.itu.int/en/ITU-T/jca/iot/Pages/default.aspx">JCA-IoT</a>),
will encompass a wide variety of industry sectors. Some forecasts predict that 50
billion devices will be connected to the Internet by 2020.
</p>
        <p>
Considering the wide range of M2Ms possible applications  enabling services across
vertical markets including healthcare, logistics, transport, utilities and countless
others  this prediction may hold true; but certainly not without the interoperability
enabled by global ICT standards. A common M2M service layer, agreed at the international
level by stakeholders in the M2M and relevant vertical markets, will provide a cost-efficient
platform able to be easily deployed in hardware and software, in a multi-vendor environment,
across industry sectors.

        <p>
FG M2M will identify a minimum set of requirements common to vertical markets, and
thereby create the knowledge-base needed to begin the development of open, international
ITU standards. In analyzing the requirements of vertical markets, the group will initially

The January meeting of the <a href="http://www.itu.int/net/ITU-T/info/tsag.aspx">Telecommunication
Standardization Advisory Group (TSAG)</a> has established a new Focus Group on Bridging
the Gap: From Innovation to Standards (ItS). Standardization converts innovations
into internationally-accessible tools to aid the growth of new markets and bridge
the digital divide. The Focus Group will seek to reduce the lag between innovation
and standardization; an action to ensure key innovations spread as fast as possible
in the global ICT market.<br /></p>
        <p>
Of particular importance to the group will be the identification of ICT innovation
in the developing world, and the task of ensuring such innovation achieves international
recognition through its inclusion in the standards produced by ITU-T.<br /></p>
        <p>
The group will carry out the following specific actions:
</p>
        <ul>
          <li>
In cooperation with ITU-D, document case studies of successful examples of ICT innovations,
including those that have emerged in developing countries, and identify relevant standardization
gaps.  Particular focus should be on the socio-economic impact of ICT innovation
emerging in developing countries;<br /></li>
          <li>
Analyze the innovations that may be standardized and identify best practices facilitating
the implementation of such innovations in other parts of the world;<br /></li>
          <li>
Identify case studies which developing countries can adopt to enhance their ICT innovation
and standardization capabilities and associated socio-economic welfare;<br /></li>
          <li>
Identify the difficulties faced by developing countries in bringing their ICT innovation
to ITU-T.<br /></li>
          <li>
Suggest future ITU-T study items and related actions;<br /></li>
          <li>
Examine how other Standards Development Organizations, forums and consortia address
ICT innovation and its integration into standardization activities;<br /></li>
          <li>
Promote its activity at the World Telecommunication Standardization Assembly (WTSA)
meeting in November 2012.<br /></li>

including those that have emerged in developing countries, and identify relevant standardization
gaps.&amp;nbsp; Particular focus should be on the socio-economic impact of ICT innovation
emerging in developing countries;&lt;br&gt;
&lt;li&gt;
Analyze the innovations that may be standardized and identify best practices facilitating
the implementation of such innovations in other parts of the world;&lt;br&gt;
&lt;li&gt;
Identify case studies which developing countries can adopt to enhance their ICT innovation
and standardization capabilities and associated socio-economic welfare;&lt;br&gt;
&lt;li&gt;
Identify the difficulties faced by developing countries in bringing their ICT innovation
to ITU-T.&lt;br&gt;
&lt;li&gt;
Suggest future ITU-T study items and related actions;&lt;br&gt;
&lt;li&gt;
Examine how other Standards Development Organizations, forums and consortia address
ICT innovation and its integration into standardization activities;&lt;br&gt;
&lt;li&gt;
Promote its activity at the World Telecommunication Standardization Assembly (WTSA)
meeting in November 2012.&lt;br&gt;

for all, but in particular, persons with disabilities. It will encourage the concept
of universal design, the development of services taking into account the needs of
all users, in line with the UN Convention on the Rights of Persons with Disabilities.
Interoperability of devices and features that boost accessibility will also be an
area of discussion.

One expected deliverable of the group will be guidelines on the implementation of
the UN Convention on the rights of persons with disabilities. Focus Group participants
will collect issues and problems related to implementation of the Convention as well
as real-world problems from persons with disabilities and persons with age-related

case studies and other means, and prepare guidelines for the inclusion of access services

Group on Cloud Computing</a> met last week with increased industry support for standards
to support worldwide interoperability. Cloud security was also a key topic on the
agenda of the group and especially relevant given that subscribing to a cloud model
involves complete outsourcing of services and data. The meeting  identified these
two topics, intercloud relationships and security, as important study items for ITU-T
to take forward.<br />

The Focus Group met at the same time as Google vice president, Vint Cerf addressed
US National Institute of Standards and Technology's third cloud computing workshop
in Gaithersburg, US telling them that cloud interoperability and security remain serious
concerns (see <a href="http://gcn.com/articles/2011/03/17/nist-april-cloud-forum.aspx">here</a>).

Industry experts forming the Focus Group have completed a survey of standards organizations
focusing  on cloud and begun the process of identifying gaps that can be filled
and where that work can be done. The meeting also saw the appointment of a new Vice-chairman:
Olivier Colas, Microsoft.<br />

Technical Specifications from the Focus Group are expected by end 2011. The group
has identified 15 active organisations in Cloud Computing and established official
liaisons with other SDOs including ISO, DMTF, CSA, NIST. The Focus Group has identified
several work items to be developed within ITU-T including;  the cloud ecosystem;
security; cloud architecture; cloud networking; inter-cloud relationships; eco-friendly

in Geneva, March 4 with participants calling for better cross-sector standards collaboration
in order to facilitate the rollout of Intelligent Transport Systems (ITS). 
&lt;br&gt;
&lt;br&gt;
Malcolm Johnson, Director of ITUs Telecommunication Standardization Bureau: There
is a will from manufacturers to implement these technologies but thus far no real
breakthrough in terms of standards needed to roll this out on a global scale. Global
car manufacturers dont want to create different versions of this technology for every
different market. They dont want regional or national standards, they want global
standards and ITU and its World Standards Cooperation (WSC) partners ISO and IEC are
willing and able to provide these for this global partnership.&lt;br&gt;
&lt;br&gt;
New services and applications may be the selling points that will win car makers an
advantage in the depressed market. Today's communication capabilities give cars the
potential to foresee and avoid collisions, navigate the quickest route to their destination,
make use of up-to-the-minute traffic reports, identify the nearest available parking
slot, alert the emergency services, monitor air pollution, minimize carbon emissions,
and provide multimedia communications, said Johnson. 
&lt;br&gt;
&lt;br&gt;
The involvement&amp;nbsp; of ITU, ISO and IEC is seen as critical to ease bottlenecks
resulting  in part  from poor communication between overlapping sectors; automotive,
ITS players,&amp;nbsp; telecoms suppliers and operators. One conclusion of an Executive
Session was that competition between standards bodies was unwelcome.&lt;br&gt;
&lt;br&gt;
A large amount of resources has been invested in research and development, but harmonization
of the many standards that exist at a proprietary or regional level is missing. This
lack of global standards is considered to be an impediment&amp;nbsp; to a large scale
deployment of ITS services and applications. While most agree that the technologies
are at an advanced stage of development, participants agreed that clearer views are
needed on what standardization work is being done and where; user, regulator and supplier
liability and privacy concerns; business and payment models; interoperability requirements
and who owns them.&lt;br&gt;
&lt;br&gt;
This  the fifth - Fully Networked Car workshop organized by the World Standards Cooperation
(WSC), a partnership between ISO, IEC and ITU, was held on 3-4 March at the Geneva
International Motor Show 2010 and focused on the latest developments in ITS technology
including network requirements for electric cars. It represented a unique&amp;nbsp; opportunity
to strengthen the dialogue between the ITS (Intelligent Transport Systems) key players,
in particular with the motor industry.&lt;br&gt;
&lt;br&gt;
Held during the 2nd Press Day and the first public day of the motor show, the event
 attracting over 120 participants in 2010 - represents a matchless opportunity for
experts and executives from the car industry, ICT community, governments, research
and development institutes, academia to share their vision and strategies.&lt;br&gt;
&lt;br&gt;
Speakers at a special Executive Session at the Fully Networked Car event included
Christoph Huss, Vice President of BMW and President of the International Federation
of Automotive Engineering Societies (FISITA), who gave the keynote address; Juhani

In his opening remarks, Rob Steele, ISO Secretary-General, on behalf of WSC, said:
"There is the need for standardization of essential technologies to provide the solid
base for further innovation and the economies of scale for commercialization of technologies...
Most interestingly of all, is the urgent need to consider the interoperability of
all of this technology not only in the car, but in the wider infrastructure that is
needed to support this revolution".&lt;br&gt;
&lt;br&gt;
Information obtained from electronic devices as part of an in-vehicle network is critical
to ITS (Intelligent Transportation Systems) services and applications, including emergency
telecommunications. Currently, the way of extracting the vehicle information differs
by manufacture, model and chassis type. Standards are being researched in the support
of a Vehicle Gateway that will allow all consumer devices to work in harmony in all
vehicles and with all infrastructures. Work on this in ITU is focused on a Question
within &lt;a href="http://www.itu.int/ITU-T/studygroups/com16/index.asp"&gt;ITU-Ts Study
Group 16&lt;/a&gt;. Contributions from ITUs membership are being sought on a Vehicle Gateway
platform for telecommunication/ITS services/applications.&lt;br&gt;
&lt;br&gt;
Since ITS applications will have to rely mainly on existing infrastructure, NGN (&lt;a href="http://www.itu.int/ITU-T/ngn/"&gt;Next
Generation Networks&lt;/a&gt;) will play a key role for their deployment. This is currently
considered in the framework of fix-mobile-convergence in &lt;a href="http://www.itu.int/ITU-T/studygroups/com13/index.asp"&gt;ITU-T
Study Group 13&lt;/a&gt;, ITU-Ts lead group lead on future networks. One of the sessions
of the workshop recommended that a joint ISO / ITU-T group on in-vehicle architecture
and protocols take the work forward.&lt;br&gt;
&lt;br&gt;
Participants in one technical session at the workshop concluded that quality and naturalness
of all speech services need to be increased to reduce driver distraction and seamless
interaction. Agreement was reached that work on a standards-based framework for dialogue
between user and device is needed, with the ITU-T Focus Group on Car Communications
(&lt;a href="http://www.itu.int/ITU-T/studygroups/com12/fgcarcom/"&gt;ITU-T FG CarCOM&lt;/a&gt;)
identified as the appropriate place for this work. 
&lt;br&gt;
&lt;br&gt;
An electric future 
&lt;br&gt;
&lt;br&gt;
Today, with the increasing deployment of electric vehicles, ICTs have a significant
role to play in areas such as the careful management of battery status, warranty concerns
and driver behaviour. Given the potential of these new technologies for both the automotive
and the ICTs industries, it is essential for the different parties to understand the
requirements for fully networked cars and agree on the solutions to be provided by
the network platforms. In many cases existing telecoms infrastructure can be used. 
&lt;br&gt;
&lt;br&gt;
As electric vehicles begin to find their way to our driveways and garages, knowing
what is involved in charging their batteries becomes crucial. The development of smart
power grids will also be vital to support the adoption of electric cars which according
to some proposals can also act as storage capacity for electricity. The scale of this
challenge was highlighted in one of the presentations to the workshop, citing work
under way in the United States.&lt;br&gt;
&lt;br&gt;
In the US, the electric grid is owned and operated by over 3100 utilities, using equipment
and systems provided by thousands of suppliers, delivering power to hundreds of millions
of users and billions of end devices. The transformation of this infrastructure into
an energy Internet is a huge undertaking requiring an unprecedented level of cooperation
and coordination across the private and public sectors as well as across industry
sectors. A robust, interoperable framework of technical standards is the key to making
this possible. 
&lt;br&gt;
&lt;br&gt;
ITU is responding to this challenge by the formation of a new &lt;a href="http://www.itu.int/ITU-T/focusgroups/smart/"&gt;ITU-T
Focus Group&lt;/a&gt; that will help develop the necessary global standards to hasten this
move to &lt;a href="http://www.itu.int/ITU-T/focusgroups/smart/"&gt;Smart Grids&lt;/a&gt;. The
newly formed group will look at the networking between use of current control, metering,
charging and electricity distribution systems.

      <title>New groups to push work on Cloud and Smart Grid</title>

      <description>&lt;p&gt;
ITU members are being asked to comment on the formation of two new groups examining
standards for smart grid and cloud computing.&lt;br&gt;
&lt;br&gt;
The proposed Focus Group on Smart Grid and Focus Group on Cloud Computing are expected
to identify standardization requirements that will then be taken forward by relevant
ITU-T Study Groups. 
&lt;br&gt;
&lt;br&gt;
ITU was asked by key CTOs to accelerate work in the area of smart grid and cloud at
a &lt;a href="http://www.itu.int/ITU-T/tsb-director/cto/"&gt;meeting of high level industry
executives&lt;/a&gt; in Geneva, October 2009. 
&lt;br&gt;
&lt;br&gt;
Smart grid may use technologies based on current telecommunication technologies for
control, metering, charging etc. It is this link and the standards needs here that
is expected to be explored. In addition the idea that smart grid principles could
apply to the telecommunication system itself could be a topic for discussion. 
&lt;br&gt;
&lt;br&gt;
A recently published ITU-T Technology Watch Report titled &lt;a href="http://www.itu.int/dms_pub/itu-t/oth/23/01/T23010000090001PDFE.pdf"&gt;Distributed
Computing: Utilities, Grids and Clouds&lt;/a&gt; describes the advent of clouds and grids,
the applications they enable, and their potential impact on future standardization.&lt;br&gt;
&lt;br&gt;
The Focus Group is expected to investigate the relevant requirements for standardization
on cloud computing and suggest future study paths for ITU-T. Specifically it may identify
potential impacts in standards development in other fields such as NGN, transport
layer technologies, ICTs and climate change and media coding.

&lt;br&gt;
Comments on the draft terms of reference are invited before Wednesday 14 April 2010.

&lt;span lang="EN-GB"&gt;Standardized methodologies for calculating the impact of information
and communication technologies (ICT) in terms of greenhouse gas (GHG) emissions have
been&amp;nbsp;proposed by an ITU Focus Group meeting in Hiroshima, Japan.&lt;b&gt;
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/b&gt;&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiNormal"&gt;
&lt;span lang="EN-GB"&gt;The ITU-T Focus Group on ICTs and Climate Change, a global group
comprising of some of the worlds leading ICT players, has developed a method for
calculating two elements: 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiIndent2" style="margin-left: 35.45pt; text-indent: -14.15pt;"&gt;
&lt;span lang="EN-GB"&gt;&lt;span style=""&gt;1.&lt;span style="font: 7pt 'Times New Roman';"&gt;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span dir="ltr"&gt;&lt;/span&gt;&lt;span lang="EN-GB"&gt;Energy
usage and carbon impact arising from ICT lifecycles 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiIndent2" style="margin-left: 35.45pt; text-indent: -14.15pt;"&gt;
&lt;span lang="EN-GB"&gt;&lt;span style=""&gt;2.&lt;span style="font: 7pt 'Times New Roman';"&gt;&amp;nbsp;&amp;nbsp; &lt;/span&gt;&lt;/span&gt;&lt;/span&gt;&lt;span dir="ltr"&gt;&lt;/span&gt;&lt;span lang="EN-GB"&gt;Decrease
in GHG emissions that can be achieved with ICTs, such as substituting ICT services
and devices for intensive fossil-fuelled activities for travel and transport and by
replacing atoms with bits (buying an MP3 file instead of a CD), also known as dematerialization. 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiNormal"&gt;
&lt;span lang="EN-GB"&gt;The meeting agreed on a set of four deliverables that also give
guidance on terms and definitions, including units of measurement to be used. The
deliverables draw on best practices from many organizations around the world and will
be published as the proceedings of the Focus Group. The next step will be to formally
issue the Focus Group outcomes as ITU-T Recommendations, or standards.&amp;nbsp; 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiNormal"&gt;
&lt;span lang="EN-GB"&gt;This work has an important bearing on current and future global
agreements under which countries undertake commitments to reduce their overall GHG
emissions, said Malcolm Johnson, Director of ITUs Telecommunication Standardization
Bureau. Common approaches to calculating the impact of ICTs are vital to ensure coherent
and effective solutions. 
&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiNormal"&gt;
&lt;span lang="EN-GB"&gt;Clearly, ICTs have the potential to drastically reduce GHGs. A
contribution to the Focus Group meeting showed that direct e-mail has the effect of
a 98.5 per cent carbon dioxide emission reduction compared with paper. The group also
noted a trend towards always-on devices that are a drain on power supplies. Recommended
steps toward more efficient energy use of ICT devices are part of the output of the
group.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiNormal"&gt;
&lt;span lang="EN-GB"&gt;Even conservative estimates show a significant contribution to
addressing climate change can be made through the application of ICTs, said Johnson.
But, we cannot be content to sit and tell one another that ICTs can mitigate climate
change. We must demonstrate our case with hard facts and figures. This methodology
will give added credibility and coherence to the estimates of the positive impact
of ICT. A common methodology will help establish the business case to go green and
can ultimately be beneficial to informed consumer choices and climate-friendly business
procurement.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiNormal"&gt;
&lt;span lang="EN-GB"&gt;Dave Faulkner, BT and Chairman of the Focus Group said, The Focus
Group has highlighted ways to minimize the ICT sector's carbon footprint. But, more
importantly, the group has highlighted key ways to reduce GHG emissions in other sectors
by the clever use of telecommunication and ICTs. We expect these measures will be
taken up by telecommunications operators and vendors around the world.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiNormal"&gt;
&lt;span lang="EN-GB"&gt;Jason Marcheck, a Principal Analyst with Current Analysis: Without
a standardized methodology for measuring the carbon footprint of ICTs it is impossible
to fully comprehend data provided by well-meaning companies. This initiative helps
to provide a framework that companies can follow to give reliable data that can be
compared on an international scale. It shows the importance that the ICT industry
attaches to this topic, and represents a necessary step forward in standardizing the
way that the industry approaches environmental sustainability.&lt;o:p&gt;&lt;/o:p&gt;
&lt;/span&gt;
&lt;/p&gt;
&lt;p class="ppiNormal"&gt;
&lt;span lang="EN-GB"&gt;Takashi Hanazawa, Senior Vice President, NTT: The development
and implementation of a standardized methodology is something that all industry players
have been waiting for. As an ITU member, NTT has supported this work from the beginning.
Todays announcement sends a strong message, underlining this industrys commitment
to reducing its carbon footprint. We applaud ITUs efforts and join with ITU management
in sending a message of environmental consciousness and belief in sustainable growth
for the future.&lt;o:p&gt;&lt;/o:p&gt;

we have not had an international forum for discussing common measures to calculate
the positive and negative aspect of ICTs. We were honoured to host the final meeting
of the Focus Group and would like to thank all delegates for their efforts. We will
continue to contribute to ITU activity on ICT and Climate Change and environmental

      <title>Group to track global future network R&amp;D </title>

      <description>A new ITU group has been set up to collect and identify visions of future networks, based on new technologies. &lt;br&gt;
&lt;br&gt;
The move to set up the Focus Group on Future Networks (FG-FN) follows a request from
members to push forward study in this area and strong interest expressed by the academic
community during the ITU-T Kaleidoscope event in May 2008.&lt;br&gt;
&lt;br&gt;
The term Future Networks has come to encompass such projects as &lt;a href="http://www.irtf.org/"&gt;IRTF&lt;/a&gt; (International), &lt;a href="http://www.geni.net/"&gt;GENI&lt;/a&gt;/FIND
(US), &lt;a href="http://cordis.europa.eu/fp7/ict/fire/"&gt;FP7/FIRE&lt;/a&gt; (EU), &lt;a href="http://www.cstnet.net.cn/english/cngi/cngi.htm"&gt;CNGI&lt;/a&gt; (China), &lt;a href="http://akari-project.nict.go.jp/"&gt;AKARI/NwGN&lt;/a&gt; (Japan),&lt;a href="http://fif.kr/"&gt; FIF&lt;/a&gt; (Korea)
as well as standardization works in ISO/IEC JTC1/SC6.&lt;br&gt;
&lt;br&gt;
Experts say that taking into consideration the importance of global connectivity and
interoperability between devices, networks, services and applications, global harmonization
between these different activities is extremely important and necessary to build up
globally interoperable future ICT infrastructures.&lt;br&gt;
&lt;br&gt;
Given ITU-Ts role as a global ICT standards organization, it is in the best position
to support the development of global and harmonized frameworks (e.g. requirements,
functional architectures and protocols) collaborating with all relevant entities and
activities. 
&lt;br&gt;
&lt;br&gt;
The provisional dates and venue for the first meeting of the group are 6-10 July,
Geneva.

A meeting of the worlds leading ICT standards bodies has urged members to support
the <a href="http://www.itu.int/ITU-T/focusgroups/climate/index.html">ITU-T Focus
Group on ICTs and Climate Change</a>. The ITU group formed earlier in July is working
on the development of methodologies for the analysis, evaluation and quantification
of greenhouse gas emissions from the ICT sector and the reductions that may be achieved
through the use of ICTs in other sectors, and is open to any interested organisation.

        <p>
A Resolution named ICT and the Environment from the Thirteenth Global Standards Collaboration
(GSC-13) meeting asks that participating standards organizations (PSOs) share their
views and experiences on this topic with ITU. The Resolution gives high priority to
standards development related to ICT and climate change and encourages PSOs to closely
collaborate on the topic. The Resolution promotes the following areas:

        <p>
- awareness of changing environment and impacts of ICTs 
<br />
- energy-saving definitions, reference models, gap analysis, measurement methods,
quantification methods, and requirements in a harmonized way<br />
- development of ICT standardization that have a positive impact on the environment<br />
- electronic working methods and its tools<br />
- use of ICTs (e.g. USN, RFIDs etc.) for monitoring and measuring climate change.

        <p>
Malcolm Johnson, Director of the ITU's Standardization Bureau said, "This Resolution
promotes a spirit of collaboration and mutual support in order that this globally
important issue is tackled with the utmost efficiency. ITU gives all the world's standardization
bodies the opportunity to work together to apply the power of ICTs to this greatest
of all challenges".

for Telecommunications Industry Solutions (ATIS) in Boston, Massachusetts. One hundred
participants attended. They included representatives from the Association of Radio
Industries and Businesses (ARIB) of Japan, the China Communications Standards Association
(CCSA) of China, the European Telecommunications Standards Institute (ETSI), the ICT
Standards Advisory Council of Canada (ISACC), the International Telecommunication
Union (ITU), the Alliance for Telecommunications Industry Solutions (ATIS) and Telecommunications
Industry Association (TIA) from the U.S., the Telecommunications Technology Association
(TTA) of Korea and the Telecommunications Technology Committee (TTC) of Japan.

GSC-13 is the latest in a series of such events that commenced in Fredericksburg,
Virginia, in 1990. The events provide a strategic opportunity for dialogue among senior
