ITU members have agreed new international standards (ITU-T Recommendations) outlining security considerations essential to cloud computing and, crucial to the long-term preservation and utility of IP-based resources, a ‘framework for the discovery of identity management information’ to enable interoperability across heterogenous information systems.

Recommendation ITU-T X.1600 “Security framework for cloud computing”, having reached first-stage approval (‘determined’) and now undergoing a final review, describes security threats in the cloud computing environment and, through a framework methodology, matches threats with the security capabilities advised to be specified in mitigating them. ITU-T X.1600 will act as a ‘handbook’ guiding the future standardization of identified threat-mitigation techniques; in addition providing an implementation reference for systems-level cloud security.

Recommendation ITU-T X.1255 “Framework for the discovery of identity management information”, approved and soon to be freely available on ITU’s website, details an open architecture framework in which identity management (IdM) information – identifying ‘digital objects’ and enabling information sharing among entities including subscribers, users, networks, network elements, software applications, services and devices – can be discovered, accessed and represented by heterogenous IdM systems representing IdM information in different ways, supported by a variety of trust frameworks and employing different metadata schemas.

ITU-T X.1255 lays out a framework that enables discovery of identity-related information and its provenance; identity-related information attributes, including but not limited to visual logos and human-readable site names; and attributes and functionality of applications. The framework, in addition, describes a data model and protocol to enable meta-level interoperability in the management of this information across heterogeneous IdM environments.

The Recommendation is a first step towards the Digital Object Architecture (DOA) advocated by the Corporation for National Research Initiatives (CNRI), which is intended to achieve the “universal information access” possible with uniquely identifiable digital objects structured so as to ensure their machine and platform independence.

The new Recommendations were agreed at a meeting of ITU-T Study Group 17 (Security) in Geneva, 26 August to 04 September, which also saw the establishment of three new work items, on:

  • high-speed Abstract Syntax Notation (ASN.1) Octet Encoding Rules (OER) needed by the financial services sector to gain milliseconds on the trading floor;
  • updating the Cryptographic Message Syntax (CMS) to eliminate all obsolete ASN.1 features in the interests of making the CMS usable with all ASN.1 standardized encoding rules; and,
  • new challenges for Public-Key Infrastructure (PKI) standardization presented by mobile networks, machine-to-machine (M2M) communication, cloud computing and smart grid.

ITU regrets to announce the death of Col. Richard ‘Dick’ C. Brackney (Ret.).

Dick was a well-known and respected authority on international cybersercurity and had contributed greatly to ITU’s work in the field over a period of more than ten years.

In August he sent a message to his colleagues: "Dear colleagues at MS and International Standards Community: I have enjoyed my work in the Standards community over the years. But, the time has come for it to end. I've learned over this summer that time is VERY precious and my time has ended. Thank you all for your support! ---Dick".

Dick had a wide and varied career including 35 years at the US National Security Agency. He served in combat during Desert Shield/Desert Storm and was the recipient of numerous service decorations including two National Defense Service Medals, and a Meritorious Service Medal.

He will be sadly missed by all including ITU staff, delegates of Study Groups 13 and 17 and the standards and cybersecurity communities at large.

A viewing/memorial service will take place on September 17th (Tuesday) at 7 p.m. EDT at the following location: Howell Funeral Home 10220 Guilford Road Jessup, Maryland 20794. ITU workshops in Durban, South Africa have underlined Africa’s commitment to countering spam and ensuring the eco-friendly management of e-waste, the subjects of new provisions of the revised International Telecommunication Regulations (ITRs).

The events were hosted by South Africa’s Department of Communications at the International Convention Centre in Durban. Two full-day ITU workshops – free of charge and open to all – discussed “Countering and Combating Spam”, 8 July 2013, and “Environmentally Sound Management of e-Waste”, 9 July 2013.

The workshops considered questions of particular relevance to African countries. Spam is said to account for 60-80 per cent of emails in Africa and the continent has become the world’s most prominent importer of used electronic goods.

The spam workshop opened with presentations on the nature and dimensions of the spam challenge, followed by interactive tracks on the roles of policy and standards in combating spam and the associated contributions of government and industry. Targeted sessions presented the outcomes of WTSA-12 and WCIT-12 as they related to spam, with another giving an overview of the standards developed by ITU-T Study Group 17 (Security) under its study of “Countering spam by technical means”.

The workshop’s outcomes, detailed here, propose that the African Telecommunications Union (ATU) partners with the African Union to develop a model law for spam (including SMS spam) and to craft a model programme for cooperation between governments and industry in combatting spam, with components such as mechanisms for inter-agency cooperation to detect and eliminate ‘botnets’. ATU was also invited to collaborate with the African Union, ITU and the Internet Society (ISOC) in creating a programme helping African ISPs to implement effective anti-spam tools and to educate end-users on the safe identification and handling of suspicious messages.

The e-waste workshop highlighted the complexity of the e-waste challenge, hearing the views of government, industry and consumer representatives in analyzing lessons learnt from Africa’s fast-growing volume of experience in managing e-waste. Presentations covered existing policy frameworks and standards relevant to eco-friendly e-waste management, spurring discussions on future e-waste actions in Africa with an emphasis on the establishment of requisite legal and regulatory environments.

The workshop’s outcomes, detailed here, set the tone for African countries to develop and implement e-waste policies, regulations and best practices, pursuant to Article 11 of the ITRs. ATU was encouraged to partner with the African Union, Regional Economic Committees, ITU and other relevant organizations to assist African countries in developing national e-waste regulation. It was in addition asked to work with the African Union to develop a model programme for cooperation between government and industry in managing e-waste through the implementation of international standards (ITU-T Recommendations). Outcomes also called for collaboration between ATU and ITU-T Study Group 5 (Environment and climate change) in exploring the possibility of an ITU project to assist in the establishment of processing and refining/recycling facilities in the region, and SG5 was invited to carry out a survey on the existing e-waste legislation of ITU Member States.

An upcoming Joint ATU-ITU Seminar on the outcomes of the World Telecommunication Standardization Assembly (WTSA-12) and the World Conference on International Telecommunications ( WCIT-12) will offer Africa’s ICT executives and policy makers an insight into the meaning and significance of these conference’s outcomes with a view to ensuring their effective implementation. The event will be preceded by two workshops geared towards key directives issued by WTSA-12 and WCIT-12, that of countering spam and ensuring the eco-friendly management of e-waste. The two full-day workshops are free of charge and open to all interested parties, including non-members of ITU.

The three events will be hosted by South Africa’s Department of Communications at the International Convention Centre in Durban, South Africa:

The 2012 meeting of ITU-T’s main decision-making body, WTSA, adopted the first-ever Resolutions on e-health, software-defined networking and e-waste. ITU-T also saw its mandate re-emphasized and strengthened in crucial areas such as accessibility, climate change, and conformity and interoperability, along with encouragement for the greater participation of academia.

WCIT-12’s revision of the International Telecommunication Regulations (ITRs) was especially relevant to ITU-T, with the new treaty requiring Member States to encourage the application of relevant ITU-T Recommendations in areas including Quality of Service (QoS), numbering, international calling line identification, international roaming, emergency communications, countering spam, energy-efficiency, e-waste and accessibility. WCIT-12 also called on ITU-T to study the regulatory, technical and economic issues which need to be addressed in the transition from dedicated phone and data networks to converged IP-based networks.

The workshop on “Countering and Combating Spam” responds to Article 7 of the new ITRs on “unsolicited bulk electronic communications” which encourages Member States to cooperate in taking necessary measures to prevent the propagation of spam and minimize its impact on international telecommunication services.

The workshop on the “Environmentally Sound Management of e-Waste” responds to Article 8 of the new ITRs which encourages Member States to adopt energy-efficiency and e-waste best practices, taking into account relevant ITU-T Recommendations. WTSA-12 offered another boost to ITU’s mandate in this arena by agreeing a new Resolution on e-waste; giving further impetus to ITU’s standardization work on the subject and requesting ITU’s standardization and development sectors, ITU-T and ITU-D, to assist Member States in instituting policy frameworks that limit e-waste’s negative environmental effects. It also instructs ITU-T Study Group 5 to develop Recommendations, methodologies and other publications relating to handling and controlling e-waste as well as methods of treating it.

Meeting at ITU headquarters in Geneva, 21-22 March 2013, the TSB Director’s Ad Hoc Group on IPR (IPR AHG) has continued making headway in its bid to ensure protection of the integrity of the standards-development process by clarifying aspects of ITU’s Patent Policy and related Guidelines– the Union’s main tool to manage the challenges associated with the incorporation of patents in standards (ITU-T Recommendations).

The licensing of standards-essential patents (SEPs) on reasonable and non-discriminatory (RAND) terms is a cornerstone of the standards-development process. The incorporation of SEPs on a RAND basis incentivizes the inclusion of cutting-edge patented technology in technical standards, while also ensuring that the holder of a SEP cannot abuse the dominant market position it gains from widespread adoption of a voluntary technical standard.

The IPR AHG has been active for over fiften years, providing a forum for experts to exchange views on IPR matters and offer advice on the best approach to the patent-standard relationship.

In recent months, certain stakeholders as well as competition authorities have raised concerns regarding the increase in standards-related patent litigation as well as the possible use of SEPs to exclude competitors from a market. American and European regulators have in addition expressed concerns with the possible use of SEPs to pressure standards implementers into accepting higher royalties in bi-lateral licensing negotiations – also referred to as patent hold-ups – an act which undermines the aims of RAND to the disadvantage of standards implementers, hurting the consumers ultimately shouldering these higher costs.

Against this backdrop, ITU held a high-profile Patent Roundtable in October 2012 which assembled all the key private-sector and regulatory players to unravel the source of SEP-related litigation and to plot the course to an appropriate remedy.

Acting on the conclusions of this Roundtable, the IPR AHG is currently undertaking an accelerated series of meetings, targeting two specific questions:

the conditions under which companies that have made RAND commitments should or should not be allowed to seek injunctions; and the clarification of the meaning of the word "reasonable" in the RAND context.

The next meeting of the IPR AHG will take place at ITU headquarters in Geneva, 25-26 April 2013.

ITU members have agreed new standards (ITU-T Recommendations) on cloud computing, ‘smart’ ubiquitous networks and security requirements for the interconnection of emergency telecoms services.

The standards were agreed at a recent meeting of ITU-T Study Group 13 – Future Networks including cloud computing, mobile and next-generation networks. The meeting also agreed the publication of three new technical papers:

  • Migration scenarios from legacy networks to NGN in developing countries
  • How to increase QoS/QoE of IP-based Platform
  • Mobility Management in ITU-T: Its Current development and Next Steps Heading Towards Future Networks

The SG13 meeting finalized the approval of Recommendation ITU-T Y.2705, Minimum Security Requirements for Interconnection of Emergency Telecommunications Service (ETS), and reached first-stage approval (consent) of the first ITU standards on cloud computing:

  • Recommendation ITU-T Y.3501, Cloud computing framework and high-level requirements
  • Recommendation ITU-T Y.3510, Cloud Computing Infrastructure Requirements
  • Recommendation ITU-T Y.3520, Cloud computing framework for end to end resource management

Other noteworthy standards reaching first-stage approval include two new recommendations on smart ubiquitous networks, a central force in the evolution towards more human-centric ICTs:

  • Recommendation ITU-T Y.3041, Smart Ubiquitous Networks – Overview
  • Recommendation ITU-T Y.3042, Smart Ubiquitous Networks – Smart Traffic Control and Resource Management Functions

Following the adoption of a Resolution on Software Defined Networking (SDN) at last November’s World Telecommunication Standardization Assembly (WTSA-12) in Dubai, much discussion was also dedicated to planning the course of ITU’s standardization work on this important work area. In addition, ITU-T Study Group 17 participants were invited to discuss the division of work between the two groups as it relates to standards for security in cloud computing.

The 50 Resolutions and one Opinion approved by the World Telecommunication Standardization Assembly (WTSA12) are now online together with the modified ITU-T A-Series Recommendations that guide the work of ITU-T.
WTSA-12 which took place from 20 to 29 November 2012 in Dubai, United Arab Emirates, defined the next study period for ITU-T.

Please note that the Editorial Committee will meet 9-10 January 2013 in Geneva for its final meeting, so there may still be editorial changes to the texts. WTSA-12 also appointed the leadership of the ten ITU-T study groups, the Telecommunication Standardization Advisory Group (TSAG), regional groups and the Standardization Committee for Vocabulary and the Review Committee (see http://www.itu.int/en/ITU-T/wtsa12/Pages/wtsa12-results-chairmen.aspx).

A two-day tutorial in Gyeonggi, Korea, 30-31 October, will arm ICT experts in the region with the skills necessary to perform the roles of Rapporteur or Editor in the standardization work of ITU-T.
 
The event is sponsored by the Korean government and ITU-T and will be hosted by the Korea ITU Committee. The tutorial will be delivered by Gary Fishman, former Chair of the ITU-T Telecommunication Standardization Advisory Group (TSAG). Watch a video interview with him here.

Rapporteurs are responsible for coordinating standardization work undertaken within a particular “Question” of an ITU-T Study Group. A “Question” refers to a specific area of study and a Rapporteur will oversee work on multiple standards within that subject area, while at the same time liaising with other Questions and Study Groups to ensure that suites of complementary standards are produced in a coordinated manner. An Editor coordinates the construction of particular standard (ITU-T Recommendation); incorporating and consolidating contributions to a standard, and liaising with other Editors, Questions and Study Groups as appropriate.
 
The upcoming tutorial is part of ITU-T’s ongoing efforts to increase the efficiency and harmonization of the work performed by ITU-T Study Groups. The tutorialwill address, inter alia:

  • Leadership within working groups;
  • Role, authority and responsibility of Rapporteurs and Editors;
  • ITU basic texts as they relate to Rapporteurs and Editors;
  • Approval procedures for Recommendations, annexes, handbooks, etc.

In a bid to find a globally agreed solution to concerns that patent hold-ups may reduce innovation and competition, ITU hosted a roundtable on 11 October.

Standards essential patents (SEPs) relate to technology essential for the implementation of a standard in which it is
incorporated, and require the patent holder to make a commitment to license the patent under RAND (Reasonable And Non-Discriminatory) terms.

The high-level roundtable was attended by representatives of Apple, Nokia, Ericsson, Microsoft, Samsung, Research in
Motion, Motorola Mobility and several other key industry players, as well as regulators, patent offices, government
representatives, and experts in intellectual property law. 

Many of the participants attended a meeting of the TSB Director’s Ad Hoc Group during the following two days. This meeting
agreed a roadmap to address the main concerns in particular: the conditions under which companies that have made RAND
commitments should be allowed to seek injunctions; and clarification of the meaning of the word "reasonable" in RAND.

The next meetings of the group will be 24-25 January 2013.

In order to help overcome a short-term backlog of editorial work, ITU Telecommunication Standardization Bureau (TSB) is inviting applications to work remotely as a Technical Editing Assistant on a temporary consultancy basis.

Applicants should ideally have experience in editing ITU texts through previous involvement with ITU-T Study Groups. The work would involve editing the publications of ITU’s Standardization Sector (ITU-T) particularly ITU-T Recommendations; verifying technical consistency and validity, and taking measures to improve the quality in line with ITU-T guidelines and in consultation with relevant experts when appropriate. Remuneration is offered at 4000 CHF a month on the basis of a minimum 400 pages a month depending on the complexity of the text.
 
Applicants should have at least eight years of experience in technical or editorial work, including at least two years editing technical texts in English.

Briefing sessions for ITU members on proposals submitted to WCIT-12 and WTSA-12 will be held at ITU Headquarters in Geneva, on 8 and 9 October 2012. The sessions will be chaired by Mohamed Al-Ghanim, Director General of the Telecommunications Regulatory Authority, United Arab Emirates. The WCIT-12 session will take place the full day on Tuesday 8 October and the morning of 9 October and the WTSA-12 session will follow that afternoon.

These meetings will provide participants with the opportunity to explain their proposals, exchange views and have a better understanding of each other’s proposals and positions. The Secretariat will provide two documents, one for WCIT and one for WTSA, showing the consolidated proposals submitted by 1 October 2012.

ITU is inviting applications for the post of Study Group Advisor, Telecommunication Standardization Bureau (TSB), at ITU headquarters in Geneva, Switzerland.

The successful candidate will provide secretariat support to an ITU-T Study Group; assisting the management team and working groups by, inter alia, studying all contributions and consulting with the submitting bodies,preparing draft texts (recommendations, reports, questions, etc.) and providing input on the technical accuracy and comprehensiveness of all such texts.

Applicants should have at least seven years of experience in the field of ICTs/telecommunications, including at least three at the international level. A Doctorate in a related field can be considered as a substitute for three years of working experience.

Expertise on service definition, numbering, naming, addressing requirements and resource assignment including criteria and procedures for reservation and assignment would be an advantage. In addition knowledge of tariff and accounting matters (including costing methodologies) for international telecommunication services and related telecommunication economic, accounting and policy issues would be an advantage.

The Telecommunication Standardization Bureau (TSB) provides essential logistical support to ITU-T’s 10 Study Groups including electronic working facilities and meeting management. An attractive package of salary (132,499 -171,699 USD without dependents;

A new group has been established to investigate academia’s approach to ICT standardization, with a view to increasing the weight assigned to the subject in academic curricula. It will also aim to identify ITU-T action to aid its academic membership in this endeavour. Comments are welcome on the Draft Terms of Reference for the TSB Director's Ad Hoc Group on Standards Education, available here. Proposed revisions should be sent to tsbtsag@itu.int by Wednesday 15 August.

The Ad Hoc Group will include representatives of ITU-T, academia and other standards development organizations (SDOs) interested in collaborating to advance standards education worldwide. Participation is open to all interested parties, including non-members of ITU, free of charge.

In this context, “standards education” relates not to technology-focused topics, but rather to education on the importance of standards to the ICT sector, and by extension, to the operation of businesses and economies at large. ICT today underpins almost all commercial activity and it is essential that we familiarize students with ICT standards development processes, standard strategy planning, and business case studies demonstrating the importance of international standards to industry.

A tentative work plan for the group includes; performing a “gap analysis” regarding ICT standardization courses currently offered by universities; gathering information on standards education programs from relevant external groups; developing course or curricula “templates” to be used by academia in constructing standards-education offerings; and identifying strategies to facilitate the adoption of credit-eligible courses in undergraduate and graduate programmes.

The group’s first meeting will take place during the Joint ITU-GISFI-DS-CTIF Standards Education Workshop, 8-9 October 2012, Aalborg University, Denmark.

ITU is organizing a roundtable on the effectiveness of RAND-based (reasonable and non-discriminatory) patent policies, 10 October 2012.

The ITU Patent Roundtable is being held in light of the recent worldwide increase in patent litigation, and possible lack of adherence to standards bodies’ existing IPR (Intellectual Property Rights) policies.

The event, which will be run using a World Café methodology, will provide a neutral venue for industry, standards bodies and regulators to exchange ideas that will guide future discussions on whether current patent policies and existing industry practices adequately respond to the needs of the various stakeholders. It will bring together standards bodies, industry players and government representatives from around the world aiming to find solutions to the key issues today affecting the ICT industry’s engagement with patents and standards.

ITU has established a new Joint Coordination Activity on Child Online Protection (JCA-COP) to coordinate the COP work across ITU’s sectors and Study Groups as well as cooperate with outside stakeholders engaged in COP. ITU-T Study Group 17 is the parent group to JCA-COP, and will leverage its well-developed network of ICT security stakeholders to harmonize these different elements to ensure a unified approach to the creation of global COP standards.
 
JCA-COP is chaired by Ashley Heineman of the National Telecommunications and Information Administration (NTIA), USA.
 
In keeping with its Terms of Reference, JCA-COP will coordinate the COP work already underway within ITU-T (particularly that of SGs 2, 9, 13, 15, 16 and 17), and will liaise with ITU-R, ITU-D and ITU’s Council Working Group on COP.
 
JCA-COP seeks to study and understand the composition of the COP ecosystem as it relates to the most relevant stakeholders, and technical, legal or regulatory questions. It will act as the first point of contact for any organization interested in ITU-T’s work on COP, and will also actively pursue means of collaborating with external bodies working in the field.
 
JCA-COP’s internal coordination mandate is thus accompanied by an external research and outreach capacity; to be carried out in a globally-inclusive manner. Cooperation and collaboration with external bodies is always crucial to ITU-T’s standardization work, and it will ensure that ITU’s forthcoming COP standards are agreed, and consequently implemented, on an international basis.

ITU is inviting applications for the post of Study Group Engineer, Telecommunication Standardization Bureau (TSB), at ITU headquarters in Geneva, Switzerland.
The successful candidate should have at least five years of experience in the field of telecommunication technologies and services, including at least two at the international level.  Expertise on service definition, numbering, naming, addressing requirements and resource assignment including criteria and procedures for reservation and assignment would be an advantage. In addition knowledge of tariff and accounting matters (including costing methodologies) for international telecommunication services and study of related telecommunication economic, accounting and policy issues would be an advantage.

The Telecommunication Standardization Bureau (TSB) provides essential logistical support to ITU-T’s 10 Study Groups including electronic working facilities and meeting management. An attractive package of salary (approximately 115,509.- USD - 154,159.- USD without dependants or 123,747.- USD - 165,818.- USD with dependants  [Net of Tax]) plus international allowances and benefits is offered (subject to eligibility).

The latest ITU-T Technology Watch report discusses the privacy concerns associated with cloud computing, the role privacy-enhancing technologies (PETs) could play in alleviating them and the standardization activities currently engaged with the topic.
 
Cloud computing represents a major change in the way information is managed, especially as it relates to personal data. Cloud is expected to positively impact users’ IT budgets and costs of ownership, but could also threaten the relevance of traditional security, trust and privacy mechanisms.
 
The rollout of cloud services has introduced a number of questions related to information privacy and security:

  • Who are the stakeholders in the cloud computing market?
  • What are their roles and responsibilities?
  • Where is the data stored?
  • How is the data replicated?
  • Which legal frameworks are applied to data processing in a cloud environment?
  • How will service providers meet expected levels of security and privacy?

The adoption of privacy-enhancing technologies will depend on the existence of uniform ways to handle personal data, which must be agreed at the international level. Developing technical standards in this regard is a means to achieve international consensus on such issues, and compliance with these standards will aid in demonstrating countries’ and businesses’ adherence to the associated legal and regulatory frameworks.

ITU-T’s Focus Group on Cloud Computing has completed its preliminary study into cloud computing’s standardization ecosystem and has released its FG Cloud Technical Report (Parts 1 to 7)  . The reports signal the conclusion of the Focus Group’s study period and its findings come to form input for the cloud computing work taking place across the ITU-T under the leadership of Study Group 13 (Future Networks), overseen by the Joint Coordination Activity on Cloud Computing.
 
Clear industry demand for the technology and the promise of new revenues to ICT players has led to great market optimism, with one forecast predicting that global cloud IP traffic will account for more than one-third of total data center traffic by 2015. Cisco Global Cloud Index: Forecast and Methodology, 2010–2015.
 
International standards will be key to ensuring a competitive market for cloud service provision, one where services are affordable and the clouds offered by different vendors interoperate. FG Cloud’s Technical Reports provide a detailed overview of cloud computing standardization and benefits from telecommunication and ICT perspectives. Two new cloud services categories are identified, communication and network as a service (CaaS and NaaS). In addition, cloud ecosystems and a first ICT cloud reference architecture are defined. These outputs will form a strong reference base for the ITU-T Study Groups engaged with cloud standards development.

January’s meeting of the Telecommunication Standardization Advisory Group (TSAG) has established a Joint Coordination Activity on cloud computing (JCA-Cloud). The work of the ITU-T Focus Group on Cloud Computing (FG Cloud) will now be progressed through a number of ITU Study Groups with the JCA acting as a mechanism to coordinate the many dimensions of the study of cloud computing.

FG Cloud was formed following a request by leading CTOs to investigate the standardization landscape in the cloud computing market and pursue standards to lead to further commoditization and interoperability of clouds. The end goal is a cloud computing ecosystem where interoperability facilitates secure information exchange across platforms. With its work now complete, FG Cloud, in operation since May 2010, has mapped this landscape, established official liaisons with other standards developers and, as one of its deliverables, produced a technical report providing the first comprehensive view of the end-to-end architecture of a cloud computing system.

The burgeoning cloud computing market has evolved into service-oriented business models that offer physical and virtual resources on a pay-as-you-go basis – offering an alternative to in-house data centers and stringent license agreements.

The primary objectives of JCA-Cloud will be to allocate FG Cloud’s deliverables to study groups with associated domains of competence, and to ensure that the ITU-T standardization work on cloud computing progresses in a well-coordinated manner across all the relevant study groups. TSAG decided that ITU-T Study Group 13 be designated the lead study group on cloud computing.

Alongside this internal coordination role, JCA-Cloud will also take up an external collaboration role. It will analyze the cloud computing work taking place in regional and national standards development organizations (SDOs), consortia and fora, and will act as a point of contact for external bodies seeking to coordinate or collate their cloud computing standardization work with that of ITU-T. In carrying out this external collaboration role, representatives from national and regional organizations, consortia and fora may be invited to join JCA-Cloud.

ITU has approved a new protocol to relay biometric information, connecting medical practitioners with the real-time medical data of patients in remote locations. Study Group 17’s Recommendation ITU-T X.1080.1 is the first in a suite of e-health and telemedicine recommendations and supports interactions between a patient’s local medical facility and a remote medical centre.

e-Health technologies have great potential to bridge the service provision inequalities between developed and developing nations, as well as between urban and rural communities. ITU-T X.1080.1 takes into account work in other standards bodies and recognizes and identifies data formats and interactions using Abstract Notation One (ASN.1) object identifiers (OIDs and OID-IRIs). It also provides security features in the form of Cryptographic Message Syntax (CMS), which enables both integrity and encryption.

ITU-T X.1080.1 is designed to provide wide-area communication supporting all health-related activities, where the communication can be usefully undertaken as structured messages. From this base, the X.1080 series will develop into a set of recommendations addressing physical, chemical, biological, culturological and psychological diagnoses, interventions and prescriptions. It aims to remove the need for a co-location of medical practitioners and patients, and will support both multi-party (for audit and training purposes) and one-to-one interaction.

The remaining five parts of the X.1080 series, dealing with the identification of physiological quantities and units, are being constructed in close collaboration with ISO/TC 12, and IEC/TC 25.

A new Standards Q&A Forum will promote more interactive discussion between the experts creating ICT standards and those applying them. The pilot project has been launched to enable the submission of queries on all aspects of ITU-T Recommendations, in particular from developing countries.
 
Alongside the transfer of knowledge to developing nations, industry members in the developed world gain an opportunity to tap into new markets; making their products and services known to rapidly growing markets in developing nations.
 
The open, moderated forum will focus on the standardization work of ITU and offers participants a unique opportunity to engage with the experts that develop the standards underpinning ICT. An FAQ section introduces strangers to standardization and the ITU-T, covering all manner of questions from, “Why do we need international standards?,” to, “How does the ITU-T decide what needs standardization?” The forum is then organized into the major themes or questions being dealt with by ITU-T study groups.

The second event of ITU’s Global Standards Initiative on the Internet of Things (IoT-GSI) will take place 22-26 August 2011 in Geneva. The parallel meeting of ITU-T Study Group 17 (Security) provides a perfect venue to advance work on IoT-security, given the presence of subject-matter experts.
IoT is the realization of the idea that anything can be connected at anytime from any place. The concept of connecting any kind of object to the Internet may be one of the biggest standardization challenges yet (see previous story).

The development of global IoT standards is the objective of the ITU experts participating in the IoT-GSI. To promote international dialog, as well as harmonization and coordination in the complex worldwide standardization landscape, the ITU has organized a special session on “international IoT standardization”, which is scheduled on 23 August at 9:30h. Rob Steele, ISO Secretary General, will introduce the ISO views, while other interventions from IEC, the ITU-T and the European Commission will complete the panel:

      • ISO – Rob Steele (Secretary General, ISO)
      • IEC – Gabriel Barta (Head of Technical Coordination, IEC)
      • ITU – Bilel Jamoussi (Chief Study Groups Department, ITU-T/TSB)
      • EC – Florent Frederix (Head of Sector, Information Society and Media, EC)

ITU membership is very keen to progress work on IoT standards. This event attracted three times more technical contributions than the inaugural event in May. A draft ITU-T Recommendation “IoT-Overview” is under development and is planned for approval in February 2012, while a very active discussion on how to properly define the IoT is ongoing in a dedicated email reflector established by Study Group 13; its findings too will be discussed at the IoT-GSI event. Finally a work-plan for IoT will be also discussed.

The success of the Internet of Things depends on the development of smoothly interoperable global standards. Hence the special session on “international IoT standardization” is scheduled in the framework of the joint coordination activity on IoT (JCA-IoT), a group of experts aiming at coordinating the standardization in this area since 2006. The JCA-IoT is also to meet in the same week on 22-23 August 2011. This meeting foresees the participation of representatives of various organizations including ETSI, TIA, the GSC M2M standardization task force (MSTF), the Open Geospatial Consortium (OGC), the Global IcT Standardization Forum for India (GISFI), GS1 and various sub-committees of ISO/IEC JTC 1.

ITU has adopted a suite of global technical standards that provide a common framework for  exchanging information on cybersecurity. The suite is known as CYBEX and provides for enhancing protection for all kinds of ICT systems, equipment, and software.

CYBEX focuses on the structured exchange of cybersecurity information and provides coherent common specifications allowing different operators, systems, and security communities to communicate vital cybersecurity information to each other, enhance protection, and identify and understand attacks . CYBEX is an important element in ITU’s array of standards improving confidence and security in the use of ICTs.

The first three standards of this suite of standards (known as ITU-T X.1500 Recommendations) consist of: (1) an overview of the model for trusted exchange of cybersecurity information; (2) the exchange of vulnerability information; and (3) "weighing" of vulnerabilities.  

ITU’s security study group (ITU-T Study Group 17) has started new work entitled continuous security monitoring using CYBEX techniques. The work will focus on the use of CYBEX standards by enterprises and network operators to enhance their individual and collective cybersecurity and reduce their risks. Experts say the complexity of existing network infrastructures, equipment, software, and services renders enterprises constantly vulnerable and subject to compromise. The work may also be applicable to cloud computing, virtualization and Smart Grid electrical power management environments.

Standardization experts are being asked to examine security-related guidelines/standards on child online protection issues.

The recent Telecommunication Standardization Advisory Group (TSAG) meeting invited experts in ITU’s security standardization group (Study Group 17) to examine issues including:

  1. The development of interoperable standards and related recommendations to protect children online. The aim would be to develop a widely shared approach which could be promoted across the whole industry.
  2. Evaluating what options and possibilities exist for real global coordinated and consistent action to protect children online. Attention should be given to the elaboration of those capabilities (e.g. watch and warning and incident management) that would facilitate the gathering of threats and information sharing among different players.
  3. Identifying the commonalities that span the different industry sectors  (broadcasters, Internet, mobile) with the purpose of developing Codes of Conduct, or code of practices to help ITU Member States collaborate more effectively with the private sector/industry.
  4. Establish cooperative arrangements between government and the private sector/industry for sharing information and developing specific capabilities aimed at mitigating the risks and extending the potential of ICT usage by children.

ITU’s Child Online Protection (COP) initiative was launched in November 2008 as a multi-stakeholder effort to bring together partners from all sectors of the global community to ensure a safe online experience for children everywhere.

SG17 is expected to play a major role in technical aspects on COP, given that security, cybersecurity and identity management are already now being recognized as key fields of potential interest. Several SG17 work items (in ITU parlance Questions) are relevant, and experts from membership are encouraged to contribute.

A new ITU-T Technology Watch Report envisions the future of eHealth. eHealth systems use information and communication technologies (ICTs) for the delivery of healthcare services and information hold great promise for improving global access to healthcare services and health information, particularly in the developing world. Delivering on this promise requires more universal eHealth interoperability standards, overcoming technical infrastructure barriers, and addressing privacy, security, and other legal requirements. These and other issues are addressed by experts of ITU-T Study Groups 16, 17 and in other standardization bodies.

In December 2010, ITU Secretary-General Dr Hamadoun Touré joined the World Health Organisation Commission on women’s and children’s health, in which he serves as co-Vice Chair, alongside WHO Director-General Dr Margaret Chan. Dr Touré contributes his expertise in the field of ICTs as tools to advance and improve healthcare.

The report, by Dr Laura DeNardis of Yale University, presents a snapshot of the current eHealth standardization landscape, describes some obstacles that must be overcome, and identifies the emerging standardization opportunities and activities within the ITU that will contribute to the global deployment of efficient and secure eHealth systems.

A meeting of ITU-T’s Security Study Group (Study Group 17) at the end of 2010 saw several new standards (ITU-T Recommendations) approved and progress in several important areas. Immediately prior to the main Study Group meeting a workshop, Addressing security challenges on a global scale, open to members and non-members alike attracted 115 participants from 29 countries. Also open to external experts an Identity Summit succeeded as a new tool to add value to technical discussions in SG17.

Some of the new ITU-T Recommendations facilitate the interconnection of security and management systems and to exchange cyber security information, such as of security events and of security attack incidents. The standards specify how this information can be shared across organizations for enhanced security preparedness and broader and better risk mitigation against vulnerabilities, to allow vulnerability databases and other capabilities to be linked together, and to facilitate the comparison of security tools and service.

In detail, Recommendation ITU-T X.1209 identifies real-life scenarios where cybersecurity information can be exchanged across organizations. The standard specifies the principal technical and organizational capabilities necessary for systems in terms of cyber security information exchange. Related new work includes draft Recommendation  ITU-T X.1500 which surveys the various candidate techniques for cyber information exchange, and draft Recommendation ITU-T X.1520 which identifies the high-level requirements for enumerating common vulnerabilities.

Also during December meeting two new Recommendations were approved (X.1243 and X.1245) that counter spam and other unsolicited communications though an interactive gateway system. In addition the use and application of the extended validation certificates as put forward in new draft Recommendation ITU-T X.1261 will provide enhanced and superior security to users on the Internet with a trustworthy confirmation of the identity of the entity that controls the website or other services that the users are accessing.

Two new draft Recommendations have been matured (X.1311 and X.1312) that address the security aspects of “ubiquitous sensors in networks” – an emerging area of smart internetworked sensors and devices that are expected to increasingly permeate daily life. The new Recommendations identify the specific and typical security threats and specify appropriate security requirements. Draft Recommendation ITU-T X.1312 follows one promising approach where various security functions and security mechanisms are aggregated within a common middleware component of those sensors. Radio frequency identification (RFID) enabled devices are an early incarnation of such ubiquitous sensors where new Recommendation ITU-T X.1275 gives guidelines to vendors and service providers of RFID enabled devices how to protect the privacy of the users his/her specific personally identifiable information (PII).

Study Group 17 also saw new and ongoing security and identity management standardization work in the area of cloud computing and virtual service platforms where challenging security problems remain to be solved and standardized. Another new interesting area of standardization work seeks to define an information security management reference model for small and medium telecommunication organizations.

Geneva, 26 July 2010 - Industry sent out a strong message of support for ITU standards for Internet Protocol TV (IPTV) at an event held at ITU headquarters last week. Gathered in Geneva for the first of a new series of ‘ITU Interop’ events, IPTV manufacturers took part in a set of tests to demonstrate seamless global interoperability between their various IPTV devices, which have been manufactured to comply with ITU-developed standards, known as Recommendations.

ITU has been busy pioneering a raft of new standards for the technology, which is set to transform global viewing habits in coming years. Experts agreed that stable global standards will be key to take-up of IPTV, avoiding costly and confusing ‘format wars’ and reduced choice for consumers.

IPTV will deliver all the advantages of traditional ‘linear’ TV in terms of service quality, combined with the many advantages the Internet offers in terms of choice and interactivity. It should not be confused with web streaming, because images are not delivered over the Internet, but rather to homes through a ‘managed network’. That means TV programmes do not have to vie with other traffic on an increasingly busy World Wide Web, which could negatively impact the viewing experience.

Malcolm Johnson, Director of ITU’s Telecommunication Standardization Bureau: “Proprietary solutions may offer fast deployment in the short term, but in the medium and longer term buyers will be subject to vendor lock-in, with the risk of costly upgrades and reduced content and hardware choice. Industry consortia-based 'standards' are mostly region-specific with little or no implementation. This event proves that ITU global standards are ready to go, and in fact are already being implemented.”

Many companies are now selling TV and set-top box products based on ITU-T’s IPTV Terminal Standard ITU-T H.721, with products already available in countries including Brazil, China, Japan, Republic of Korea, France, and elsewhere. In China and Japan, services based on ITU IPTV standards are deployed and boast several million subscribers. A test service is being conducted in Singapore, and there is interest in setting up test beds in India and Canada.

Speaking at the event, ITU Secretary-General Dr Hamadoun Touré said: “ITU IPTV standards are the result of detailed international discussions which have included many developing countries. These talks take into account various aspects of technologies, including IPRs, maturity, stability and market adoption, leading to standards that provide for high quality and low cost. Since ITU IPTV standards are based on mature technologies, decided by consensus, interoperability is easier to achieve among different vendors.”

David Wood, European Broadcasting Union (EBU), Head of New Technology: “IPTV has been around for some time but it hasn’t been the success that people hoped. The principal reason is that there have been a lot of IPTVs − which means you don’t have the benefits of a large market and the benefits of open markets and competition. What we have now is a common standard which everyone can build equipment to, and this should really make IPTV much more successful in the future.”

Further IPTV ITU Interop events are planned for Singapore, 23-24 and 27 September, and Pune, India 14-17 December 2010.

ITU’s first interoperability event on IPTV will be held at ITU headquarters, Geneva, 20 to 23 July 2010. Testing will take place 20 and 21 July, with vendors showcasing interoperability to potential customers 22 and 23 July.  The event will demonstrate the state of maturity and industry adoption of ITU-T standards for IPTV, for example: H.701 (error-recovery), H.721 (IPTV terminal), H.740 (audience measurement), H.750 (metadata), H.761 (ginga-NCL), H.762 (lightweight interactive multimedia), H.770 (service discovery). Many companies - manufacturers of set top boxes, content servers and other equipment - have expressed interest in testing and showcasing their products, including from Belgium, Brazil, China, France, Japan, Singapore, South Korea and the United States. IPTV is a major business opportunity for telcos, content providers and existing broadcasters. ITU-T’s IPTV standards are being incorporated in product offerings from vendors and service providers around the world. The standards cover a wide range of topics including interactive services, content location, terminal specifications, metadata and QoS.  Companies from Brazil, China, Japan, Korea, France, and elsewhere have implemented ITU-T's IPTV standards and sell in the open market as TV and set top box products. In China and Japan, ITU-T IPTV is already deployed with several million subscribers. A test service is being conducted in Singapore, and there is interest in having test beds in India and Canada.

ITU-T interoperability events on IPTV seek to address issues of conformance and interoperability.  ITU’s IPTV standards – developed under ITU’s IPTV Global Standards Initiative (IPTV-GSI)  - take into account various aspects of technologies, including IPR, maturity, stability and market adoption. Since ITU-T IPTV is based on mature technologies, decided by consensus, interoperability is easy among different vendors. ITU-T standards include many new features modeled on web technologies, and thus provide the rich interactivity and usability which has become a characteristic of today's ICT service.  

Future IPTV Interop Events are planned for Singapore in September and India in December.  Future Interop events may include: Home Networking; VDSL2 and GPON (Gigabit-capable Passive Optical Network).

April’s meeting of ITU-T’s cybersecurity group (SG 17) saw a presentation on progress on the six months of work on the Cybersecurity Information Exchange Framework (CYBEX).

CYBEX imports more than twenty best of breed standards for platforms developed over the past several years by government agencies and industry to enhance cybersecurity.  These platforms capture and exchange information about the security "state" of systems and devices, about vulnerabilities, about incidents such as cyber attacks, and related knowledge "heuristics." The Framework pulls these platforms together in a coherent way to provide for 1) “locking down” on-line systems to minimize vulnerabilities, 2) capturing incident information for analysis when network harmful incidents occur, and 3) facilitating evidence for enforcement action if necessary.

The presentation noted a close collaborative relationship with the Forum of Incident Response and Security Teams (FIRST) - a global organization for coordination and cooperation among Computer Emergency Response Teams.

ITU-T’s Study Group 17 will hold a workshop Addressing security challenges on a global scale in Geneva, 6 (afternoon)-7 December 2010.  The event will focus on how ITU and other standards developing organizations (SDOs) address the main challenges of information and communication security.

A call for abstracts with a deadline for 15 June 2010 has been issued with suggested topics including:
•    Emerging applications of PKI
•    Collaboration for ICT security standardization
•    Developing countries challenges
•    Cloud computing: Threat or opportunity
•    The cloud in the telecom space
•    Identity in the cloud
•    Smart grid security
•    Assurance, making cybersecurity measurable
•    Identity management (IdM)
•    CIRTs, sharing of information
•    Security awareness
•    IPv6 Security
•    Telebiometrics standardization
•    Meeting regulatory obligations
The workshop is also expected to provide a good opportunity to overview new areas of security studies including Smart Grid and Cloud Computing.

SG 17 aims to hold a similar workshop on annual basis from now on.

The recent meeting of ITU-T’s, Study Group 17, saw record attendance with a much increased number of delegates from developing countries. The group’s work programme contains more than sixty work items on topics as diverse as identity management (IdM), IPTV security, object identifiers (OID), formal languages and cybersecurity.

Among the work areas that achieved significant progress at the April meeting were directory services, IdM, and IPTV security.

The heavily deployed directory assistance protocol Recommendation ITU-T E.115 was revised at this meeting. E.115 is used for directory assistance information exchange among service providers. E.115 also gives a description of the principles and procedures to be followed in interconnecting different national computerized directory assistance services.

A key standard (ITU-T Recommendation) on IdM was approved. The Baseline IdM Terms and Definitions is considered one of the basic texts for IdM and provides a solid basis for ensuring interoperability between various emerging IdM solutions.

Other work in the IdM field continues apace with new work items proposed on an open identity trust framework; discovery of identity management information; baseline capabilities and mechanisms of identity management for mobile applications and environment and an identity management roadmap.

Also in the field, EVCert, an important tool in the fight against spam is considered likely for first stage approval (consent/determination) at the next meeting of SG 17. EVCert is a product of the CA Browser Forum and is a digital certificate based specification combined with an array of processes and protocols for significantly enhanced organization/provider trust and related transport layer encryption. Approval as an ITU standard (ITU-T Recommendation) will push EVCert forward as the principal global specification for organization/provider trust. EVcert enables special features in web browsers or other compliant programs.

In IPTV security, work progressed in several areas including a key management framework for secure IPTV services; an algorithm selection scheme for service and content protection (SCP) descrambling and a service and content protection (SCP) interoperability scheme.
 
New work is considered in several new areas:
•    Work will start to develop a new standard outlining the basic rules necessary to build national revenue assurance protection systems. The proposal to start the work notes that last year fraud in telecommunication networks decreased revenue of telecommunication companies by 12-15 per cent.
   
•    A new work item on reducing spam in mobile networks focusing on SMS/MMS was proposed and agreed.
   
•    In the area of cloud computing work will progress in two new areas. Firstly the collection of security requirements and a proposed framework outlining the cloud based telecom environment. In addition security guidelines for cloud computing will be developed to help service providers deploy cloud computing.

ITU members are being asked to comment on the formation of two new groups examining standards for smart grid and cloud computing.

The proposed Focus Group on Smart Grid and Focus Group on Cloud Computing are expected to identify standardization requirements that will then be taken forward by relevant ITU-T Study Groups.

ITU was asked by key CTOs to accelerate work in the area of smart grid and cloud at a meeting of high level industry executives in Geneva, October 2009.

Smart grid may use technologies based on current telecommunication technologies for control, metering, charging etc. It is this link and the standards needs here that is expected to be explored. In addition the idea that smart grid principles could apply to the telecommunication system itself could be a topic for discussion.

A recently published ITU-T Technology Watch Report titled “Distributed Computing: Utilities, Grids and Clouds” describes the advent of clouds and grids, the applications they enable, and their potential impact on future standardization.

The Focus Group is expected to investigate the relevant requirements for standardization on cloud computing and suggest future study paths for ITU-T. Specifically it may identify potential impacts in standards development in other fields such as NGN, transport layer technologies, ICTs and climate change and media coding.

A new ITU-T Technology Watch Report titled Biometrics and Standards surveys biometric recognition as a key form of authentication made possible by powerful information and communication technologies (ICT).

Biometrics are used in forensics (e.g., for criminal investigations), government applications (more than 60 countries issue electronic passports containing biometric information) and commercial applications. The latter category includes deployments in the banking sector (secure access to ATMs, credit cards, e-Business), with other sectors gaining momentum. For instance, social-networking websites including Facebook and Picasa have integrated face recognition algorithms to make it easier to search and display all photos featuring one’s friends. Biometric systems embedded in cars of a vehicle fleet can help to identify the driver, adjust seat, rear mirrors, and steering wheel to meet individual preferences.

Technologies commonly used in biometrics include recognition of fingerprints, faces, vein patterns, irises, voices and keystroke patterns.

The Report discusses the advantages of biometric authenticators over their knowledge- and possession-based counterparts, describes different physiology- and behavior-related biometric traits and how they are used in biometric systems. A choice of biometric recognition applications is highlighted, and an overview of standardization work in the field of biometrics is given.

A September meeting of the ITU’s security standards group saw progress in key areas including identity management and a cybersecurity information exchange. The meeting - of ITU-T’s Study Group 17 saw record attendance signalling the importance attached to ITU’s cybersecurity work in the global ICT community.

A key achievement was the establishment of a Cybersecurity Information Exchange which enables a global communications infrastructure for cybersecurity. The framework imports best-of-breed standards from government agencies and industry. Experts say that it promotes better interoperobility including convergence on a common set of open standards.

Malcolm Johnson, Director of the Telecommunication Standardization Bureau (TSB), ITU: “It is essential that cybersecurity and telecoms infrastructure protection communities worldwide are able to exchange information on network digital forensics and vulnerabilities. The Framework will, for the first time, provide for this exchange globally.”

Without progressing on this Exchange, experts say there is a risk that no coherent common specifications will emerge, with different countries unable to communicate cybersecurity information to each other.

The Cybersecurity Information Exchange focuses on platforms that capture and exchange information about the security state of systems and devices, vulnerabilities, incidents such as cyber attacks, and related knowledge heuristics. It pulls these platforms together to facilitate their global interoperability and use. It does so in a framework that allows for continual evolution to accommodate the significant activities and specification evolution occurring in numerous cybersecurity forums.

Global organization of incident/emergency computer response teams – FIRST contributed its vulnerability enumeration standard to the framework. An agreement was reached to hold joint workshops and ITU and FIRST will work together to implement the first comprehensive web-based directory of cybersecurity organizations and centers worldwide.

The recent meeting of ITU-T’s Study Group 17 also saw approval of a core global identity management (IdM) standard – Recommendation ITU-T X.1250. The agreement signals the start of work on implementation protocols for essential capabilities like trust mechanisms and identity assurance interoperability.

Arkadiy Kremer, Chairman of Study Group 17, said: “Global acceptance of identity management solutions is paramount. The agreement that we have reached here signals an important milestone from where the world’s service providers and users can profit from international standards for IdM capabilities. Industry has put significant weight behind this activity and an IdM framework for global interoperability is emerging.”

The term IdM is understood as "management by providers of trusted attributes of an entity such as a subscriber, a device, or a provider." IdM promises to reduce the need for multiple user names and passwords for each online service used, while maintaining privacy of personal information. A global IdM solution will help diminish identity theft and fraud. Further, IdM is one of the key enablers for a simplified and secure interaction between customers and services such as e-commerce.

ITU-T X.1250 gives the ability to enhance exchange and trust in the identities used by telecommunication/ICT networks and services. The definitions and need for identity management trust are highly context dependent and often subject to very different policies and practices in different countries. The trust capabilities include the protection and control of personally identifiable information.

Also agreed was X.1251, a framework for users of digital identity. The standard defines a framework to enhance user control and exchange of their digital identity related information. Two other important Recommendations were progressed to the first stage of approval: X.1252 and X.1275. X.1252 provides a collection of terms and definitions used in identity management (IdM) and it sets the stage for common definition for the whole industry. While, X.1275  provides guidelines and best practices regarding radio frequency identification (RFID) procedures that can be used by service providers to gain the benefits of RFID while attempting to protect personally identifiable information.

Also at the SG 17 meeting new correspondence groups designed to kickstart work in the areas of security for cloud computing, e-health and grid computing were started.

A key standard – ITU-T Recommendation – on identity management (IdM) has been approved by the ITU-T.

Entitled “NGN Identity Management Framework,” the Recommendation (Y.2720) specifies a structured approach for designing, defining, and implementing interoperable identity management (IdM) solutions for next generation networks (NGN).

The term IdM is understood as "management by providers of trusted attributes of an entity such as a subscriber, a device, or a provider." IdM promises to reduce the need for multiple user names and passwords for each online service used, while maintaining privacy of personal information. Global IdM solutions will help diminish identity theft and fraud. Further, IdM is one of the key enablers for a simplified and secure interaction between customers and services such as e-commerce.

ITU-T Y.2720 results from a truly international effort involving governments, operators and equipment vendors from various countries, including China, Japan, Korea, the United States, and United Kingdom.

In a heterogeneous, converged environment such as NGN, the assurance, security and management of identity information faces unique challenges, including:

  • End users are increasingly using multiple identities
  • These identities may be associated with differing contexts and service privileges
  • The identities may only partially identify the end user
  • The identities may be used anywhere, anytime
  • The identities may not be interoperable between providers

Y.2720 addresses these challenges and identifies a set of functions and capabilities (e.g., administration, discovery, communication exchanges, correlation and binding, policy enforcement, authentication and authorization) to allow:

  • Assurance of identity information (e.g., identifiers, credentials, and attributes)
  • Assurance of the identity of an entity (e.g., users/subscribers, user devices, service providers, and network elements)
  • Enablement of business and security applications.

The framework defined in Y.2720 provides a holistic view of IdM in NGN. It lays the foundation for developing specific aspects of IdM, including detailed requirements, mechanisms and procedures which will form the next stage of work for ITU-T experts.

Cybersecurity experts in ITU-T’s Study Group 17 are exploring available methodologies to mitigate denial of service (DoS) attacks and short message service (SMS) spam by determining the origin of electronic communications when this becomes necessary. The work will also better enable settlements for carrying traffic over IP networks, and provide consumer protection from cyber crimes such as stalking and child pornography.

Specifically the group is working on a new Recommendation ITU-T Trace back use case and capabilities (temporarily designated X.tb-ucc). The work is in its early stages and collecting use cases and methodologies from which technical needs will be determined.

Currently there are many ways to find out the origin of network traffic, but it is possible to “spoof” source addresses. The new work will examine the diverse R&D accomplished over the past several years in many research institutions and consider the needs for operators and users for a trusted means of determining the source of traffic.

For example, telecoms operators are keen to find trusted trace back mechanisms where phantom traffic could be costing them millions of dollars a year. SMS and VOIP (voice over IP) traffic often comes from Internet gateways, and operators may claim a right to charge the originators for delivering it. Consumers are also seeking trusted CallerID capabilities globally that constitute one form of trusted traceback.

Many companies and institutions have provided input material.

Experts anticipate that the resulting Recommendation should describe a broad array of use-cases, as well as generally support the very substantial body of existing legal, regulatory, and industry business requirements for traceback worldwide, including the protection of personal information. The implementation in individual countries is as always subject to requirements specific to national jurisdiction.

A new ITU-T standard unifies identification schemes used for example in multimedia mobile applications. Currently no uniform way exists to reconcile the many different ID schemes in place now, or to be defined.

The standard - Rec. ITU-T X.668 - concentrates on what it calls tag-based applications and services. This description includes RFID and bar code 'tags'. The standard allows the referencing of schemes using the object identifier (OID) system which ITU-T and ISO/IEC developed in the 1980s and widely deployed, for example, in e-commerce applications.

The introduction of this standard will not cause existing tags to become obsolete. Given deployment of the standard, a tag placed on a billboard poster can be read with a mobile phone and make it easy for the user to get additional multimedia (text, graphics, even voice or video) information about the content of the poster.

ITU-T X.668 is the first and key stage in the standardization process with the next work focussing on specifications of the system and protocol that will associate the multimedia information to an ID (a.k.a. ID resolving).

Technically, this Recommendation (also published as an equivalent ISO/IEC International Standard) specifies the information and justification to be provided when requesting an OID for identification schemes for tag-based applications and services, and the procedures for the operation of the Registration Authority (see here). It was jointly authored by experts from ITU-T Study Groups 17 (with input from SG 13 and SG 16) and ISO/IEC. The original drive for the work came from Korea's Electronics and Telecommunication Research Institute (ETRI).

Six new standards enabling a more secure ICT environment have been approved by ITU. Experts say that the standards represent an important achievement reflecting the needs of business in establishing risk management strategies and the protection of consumers.

Three ITU-T Recommendations cover a definition of cybersecurity, a standardized way for vendors to supply security updates and guidelines on spyware. While the other three focus on countering the modern day plague of spam by providing a toolbox of technical measures to help consumers and service providers.

Malcolm Johnson, Director, ITU Telecommunication Standardization Bureau: “In the real – non-virtual – world risk management is well understood and so the infrastructure has been developed to protect against theft, fraud and other kinds of attack. The virtual world should be no different. And standards can provide the backbone for this risk-management infrastructure.”

Standards give businesses the systematic approach to information security that they need to keep network assets safe. The adoption of multiple – proprietary – approaches is, experts agree, an inherently more vulnerable approach.

Recommendations on spam are a direct response to a call from the World Telecommunication Standardization Assembly (WTSA), the quadrennial event that defines study areas for ITU-T. Members asked that ITU-T define technical measures to tackle this plague of the digital world following growing global concern at additional costs and loss of revenue to Internet service providers, telecoms operators and business users.

Herb Bertine, Chairman of ITU-T’s Study Group 17 that looks at cybersecurity: “ITU-T is in a unique position given its international scope and the fact that it brings together the private sector and governments to coordinate work on standards and influence the harmonization of security practices worldwide.”

The Recommendations in brief

ITU-T Rec. X.1205 establishes a definition of cybersecurity noting that this understanding is needed in order to build a foundation of knowledge that can aid securing the networks of tomorrow. Network protocols, it says, were developed in an environment of trust but today cybersecurity threats are growing. ITU-T Rec. X.1205 provides a classification of security threats from an organization’s point of view. It gives a layered approach to security enabling organizations to create multiple levels of defence against threats.

ITU-T Rec. X.1206 is designed to make it easier for systems administrators to manage patches/updates from multiple software vendors. The work was driven by concerns that the number of different methodologies used to deliver software updates was becoming a headache for companies. The Rec. gives a vendor-neutral framework for automatic notification of security related information and dissemination of updates.

ITU-T Rec. X.1207 gives guidelines enabling users to identify spyware and for vendors to avoid their products being mistakenly identified as such. The Recommendation promotes best practices around principles of clear notices, and user’s consents and controls. Authors of the Recommendation say that it develops and promotes best practices to users on PC security, including use of anti-spyware, anti-virus, personal firewall, and security updates of software on client systems.

ITU-T Rec. X.1231 sets out the requirements for combating spam and will serve as the startpoint for all further anti-spam standardization work. It gives an overview of methodologies to counter spam and describes the general characteristics of spam whether for e-mail, SMS, VoIP or other emerging forms of spam. It also outlines key ways to counter spam, and a hierarchical model to establish an efficient and effective anti-spam strategy.

ITU-T Rec. X.1240 is aimed at end users and focusing just on e-mail spam, brings together various mature spam combating technologies in order that users can select the most appropriate.

ITU-T Rec. X.1241 promotes greater cooperation between service providers in tackling spam. In particular the document provides a framework enabling a communication methodology for alerts on identified spam.

A standard that allows a warning message to be consistently disseminated simultaneously over different systems and applications has been approved as an ITU-T Recommendation.

The Common Alerting Protocol (CAP) v.1.1 developed by OASIS was the basis for the text that will be published as an ITU-T Recommendation following approval on 12 September. Publication as an ITU-T Recommendation (X.1303) will help ensure that CAP is deployed worldwide giving technical compatibility for users across all countries. The goal of public warning is to reduce the damage and loss of life caused by a natural or man-made hazard event.

CAP is a simple, lightweight XML-based schema that provides a general-purpose format for the exchange of emergency alerts for safety, security, fire, health, earthquake and other events over any network. CAP associates emergency event data (such as public warning statements, photographs, sensor data or URIs) with basic metadata such as time, source and level of urgency, and with geographic locations. The original V.1.1 specification was enlarged by a binary ASN.1 specification of the CAP messages that will enable the transport of CAP messages to VoIP terminals using H.323 among other systems. Experts say the use of ASN.1 significantly reduces the size of the message and therefore the potential for network congestion. OASIS Emergency Management Technical Committee has also adopted the same extension.

CAP is successfully in use by a number of public emergency services and land management agencies today, and works with a wide variety of devices and messaging methods.

Following completion of four deliverables by The Focus Group on Identity Management, ITU-T's Study Group 17 has recommended to the Telecommunication Standardization Advisory Group (TSAG) that a Global Standards Initiative on Identity Management (IdM-GSI) is established. If the December meeting of TSAG initiates the IdM-GSI and the related Joint Coordination Activity (JCA), a meeting has already been planned for January 2008 to enter into a new phase of work on IdM based on these groups and existing ITU-T studies.

The four IdM deliverables have been transferred to relevant Study Groups via Study Group 17 and also to ISO/IEC JTC 1/SC 27 for further consideration and possible development as ITU-T Recommendations and a potential common text with ISO/IEC on entity authentication assurance. Indeed work on three new ITU-T Recommendations and the ITU-T/ISO common text standard has already begun.

The term IdM is understood as "management by providers of trusted attributes of an entity such as a subscriber, a device, or a provider." IdM promises to reduce the need for multiple user names and passwords for each online service used, while maintaining privacy of personal information. A global IdM solution will help diminish identity theft and fraud. Further, IdM is one of the key enablers for a simplified and secure interaction between customers and services such as e-commerce. A key issue for the Focus Group was to provide interoperability between existing solutions.

Herb Bertine, Chairman of Study Group 17, lead Study Group on security in ITU-T said: “We are very pleased with the productivity and efficiency of the Focus Group. We now have the building blocks to enter the important next phase where the world’s service providers can profit from international standards for IdM services. Clearly identity management is an important topic and one that industry has put significant weight behind in order to turn out standards that will provide an IdM framework for global interoperability.”

The deliverables were supplied to a meeting of ITU-T’s Study Group 17. Essentially IdM-GSI will be an umbrella title for IdM work that will be distributed across all Study Groups. A joint coordination activity (JCA) will ensure that there is no duplication of work, oversee strategic/planning issues and work assignments and develop a roadmap for the development of a global ID management standards. IdM-GSI will enhance harmonization, in collaboration with other bodies, among the different approaches to IdM frameworks and capabilities worldwide.

The publicly available deliverables are:

  • Report on Identity Management Ecosystem and Lexicon
  • Report on Identity Management Use Cases and Gap Analysis 
  • Report on Requirements for Global Interoperable Identity Management 
  • Report on Identity Management Framework for Global Interoperability

The first meeting of IdM-GSI including the JCA-IdM is planned to be held during the January 2008 NGN-GSI event in Seoul, Korea.

Standards produced by ITU — ITU-T Recommendations — are now available without charge. The announcement follows a highly successful trial conducted from January−October 2007, during which some two million ITU-T Recommendations were downloaded throughout the world.

The experiment’s aim was to “increase the visibility and easy availability of the output of ITU-T”. Offering standards for free is a significant step for the standards community as well as the wider information and communication technologies (ICT) industry. Now, anyone with Internet access will be able to download one of over 3000 ITU-T Recommendations that underpin most of the world’s ICT. The move further demonstrates ITU’s commitment to bridging the digital divide by extending the results of its work to the global community.

Director of ITU’s Telecommunication Standardization Bureau (TSB) Malcolm Johnson, presenting the results of the trial to the 2007 meeting of ITU’s Council, said that not only had the experiment been a success in raising awareness of ITU-T, it would also attract new members. Most importantly, he noted, it had helped efforts to bridge the “standardization gap” between countries with resources to pursue standardization issues and those without. “There has been very positive feedback from developing countries,” said Johnson. “Last year exactly 500 ITU-T Recommendations had been sold to developing countries; this year, after allowing free access, they have downloaded some 300 000.”

ITU-T Recommendations are developed in a unique contribution-driven and consensus-based environment by industry and government members, with industry providing the most significant input. A strong focus of current standards work is providing the foundations for the so-called next-generation network (NGN). Other key areas include IPTV, ICT in vehicles, cybersecurity, quality of service, multimedia, emergency communications and standards for access, such as VDSL 2 — very high speed digital subscriber line 2, the newest and most advanced standard of DSL broadband wireline communications.

The first steps towards a globally harmonized approach to identity management (IdM) have been taken during a meeting bringing together, for the first time, the world’s key players in the IdM space.

IdM promises to reduce the need for multiple user names and passwords for each service used, while maintaining privacy of personal information. A global IdM solution will help diminish identity theft and fraud. Further, IdM is one of the key enablers for a simplified and secure interaction between customers and services such as e-commerce.

Experts at the meeting concurred that interoperability between existing IdM solutions will provide significant benefits such as increased trust by users of on-line services as well as cybersecurity, reduction of SPAM and seamless “nomadic” roaming between services worldwide.

Abbie Barbir, chairman of the Focus Group on Identity Management (FG IdM): “Our main focus is on how to achieve the common goals of the telecommunication and IdM communities. Nobody can go it alone in this space, an IdM system must have global acceptance. There was a very positive feeling at the meeting that we can achieve this and crucially we saw a great level of participation from all key players.”

The meeting of the FG IdM brought together developers, software vendors, standards forums, manufacturers, telcos, solutions providers and academia from around the world to share their knowledge and coordinate their IdM efforts. Interoperability among solutions so far has been minimal. One conclusion of attendees is that cooperation is crucial and that players cannot exist in isolation. The spirit of the meeting was that everyone will gain by providing an open mechanism that will allow different IdM solutions to communicate even as each IdM solution continues to evolve. Such a “trust metric” does not exist today experts say.

Work will continue online and during Focus Group meetings in April, May, and July. An analysis of what IdM is used for will be followed by a gap analysis between existing IdM frameworks now being developed by industry fora and consortiums. These gaps should be addressed before the interworking and interoperability between the various solutions can be achieved. The aim is to provide the basis for a framework which can then be conveyed to the relevant standard bodies including ITU-T Study Groups. The document will include details on the requirements for the additional functionality needed within next generation networks (NGN).

ITU-T has a long history of innovation in this field, with key work on trusted, interoperable identity framework standards including Recommendation X.509 that today serves as the primary “public key” technical mechanism for communications security across all telecom and internet infrastructures.

Study Group 17 has initiated the approval process for a standard providing an overview of cybersecurity. The work establishes a definition of cybersecurity that is wide enough in scope to cover various and sometimes inconsistent definitions.

The Recommendation (X.1205) provides a taxonomy of security threats from an organization’s point of view. Cybersecurity threats and vulnerabilities including the most common hacker’s tools of the trade are presented. Threats are discussed at various network layers.

Various Cybersecurity technologies to remedy threats are discussed including: routers, firewalls, antivirus protection, intrusion detection systems, intrusion protection systems, secure computing and audit and monitoring. Network protection principles such as defense in depth, access management with application to Cybersecurity are also discussed. Risk management strategies and techniques are discussed including the value of training and education in protecting the network. In addition examples for securing various networks based on the discussed technologies are also discussed.

Following ITU-T’s Workshop on Digital Identity for NGN Geneva, 5 December 2006 a decision has been made to set up a Focus Group on Identity Management (IdM) under the parentage of Study Group 17.

Digital identity refers to the online representation of a user’s or network element’s identity and the identity of those that the user or network element interacts with. It does not mean the positive validation of a person. Information regarding device identities is becoming an increasingly valuable commodity, and as a consequence, its protection and management are vital to a healthy and inclusive digital world.

There are different approaches for representing identities and different identity management frameworks. The lack of a common view on digital identity and its management has so far resulted in incompatible applications.

The Focus Group will explore mechanisms that allow different frameworks to interoperate together. Experts said there is a need to identify current gaps in proposed solutions. For example, IdM solutions that involve the telecom network level and in general lower layers have not been addressed sufficiently, they said. The Focus Group will act as a platform for an exchange of information in order to bring about necessary harmonisation.

All standards organizations and developer forums involved in identity management worldwide, including institutes, forums, companies, experts and individuals regardless of whether ITU members or not are encouraged to participate.

The first meeting of the FG IdM is scheduled to take place at ITU Headquarters, in Geneva, from 13 to 16 February 2007.

The Focus Group on Security Baseline for Network Operators has issued a survey, results from which will be used in preparation of a new ITU-T Recommendation “Security Baseline for Network Operators”. Participants are asked about their level of preparedness in case of various security threats.

Once approved the Recommendation will show the readiness and ability of operators to collaborate and coordinate counteraction against security threats arising from interconnected networks.

The Security Baseline will allow network operators to assess their network and information security posture in terms of what security standards are available, which of these standards should be used to meet particular requirements, when they should be used, and how they should be applied. It will also identify security Recommendations and standards to support evaluation of operators’ network security and information security. Development of the first draft of the Recommendation will begin towards the end of 2006.

The online survey is aimed at network and service providers a deadline of 24 November 2006 has been set for responses.

ITU-T will hold a Workshop on Digital Identity for NGN Geneva, 05 December 2006.

In the last few years, the need for digital identity has risen as a strong driving force behind network architecture design, service provisioning, and content handling, billing and charging. Digital identity is expected to be a powerful tool for users to access unlimited digital resources via a limited number of trusted relationships, and for providers to offer these resources across the different layers of communication systems, administrative domains and even legal boundaries. However, the lack of a common view on digital identity across these different layers has so far resulted in independently developed and therefore often inconsistent identity management frameworks as well as incompatible applications.

Key challenges towards the development of a more consistent approach are to tackle the conflicting requirements of privacy, identification and security. This workshop, a Joint ITU-T/EU IST Daidalos Project Workshop, intends to investigate different approaches, analyze gaps in today’s standards, identify future challenges and find common goals which will provide direction to the work currently being undertaken in the different projects and standards development organizations (SDOs).

ITU-T is hosting a workshop NGN and Grids in collaboration with the Open Grid Forum (OGF) in Geneva, 23-24 October 2006.

ITU-T’s Global Standards Initiative on Next Generation Network (NGN-GSI) is well under way and is responding to urgent market needs for global NGN standards. NGN offers increased quality and service features for users, independent of the underlying transport technology.

Grids have been widely used in the scientific community. Increasingly, Grids are being deployed within commercial settings. The Open Grid Forum is actively reaching out to communities such as the Telco community to advance Grid adoption, interoperability and scalability. Different scenarios for Telcos can be envisioned: Telcos may 1) specialize in network SLAs that are optimally suited to Grids; 2) use Grids for their IT internal needs; and/or 3) offer Grids as a managed service to customers.

Objectives

  • The joint ITU-T/OGF workshop will bring together the telecoms industry and the Grid community to:
  • Review the present status of applications, services and business opportunities in Grid networks and NGNs.
  • Discuss future evolution for Grids and NGNs both in terms of business opportunities and related technical requirements.
  • Identify relevant existing international standards as well as gaps in the standardization framework for Grids and NGNs.
  • Understand what additional features required by Grids should be considered in ITU-T’s NGN Release 2.
  • Identify the impact of NGN on Grids.
  • Contribute to the establishment of a roadmap for future standardization activities among major players.
  • Prepare a coordinated action plan on urgent standardization issues between standards developing organizations and fora/consortia working in this area.

A webpage with information on work progress on internationalized domain names (IDN) charting achievements and acquired knowledge in the field has been published by ITU-T's Study Group 17.

Study Group 17 (Security, languages and telecommunication software) was instructed by Resolution 48 of the World Telecommunication Standardization Assembly (Florianópolis, 2004) to study IDN. It is considered that implementation of IDN will contribute to easier and greater use of the Internet in those countries where the native or official languages are not represented in IRA (International Reference Alphabet) characters.

To meet this obligation, Study Group 17 developed new Question 16, Internationalized Domain Names tasked in particular to investigate all relevant issues in the field of IDN. Question 16 was approved at the April 2006 Study Group 17 meeting in Jeju, Korea.

At the Jeju meeting, SG17 drafted a questionnaire which was issued by the Telecommunication Standardization Bureau as a Circular letter to Member States, requesting information on their experiences in the use of IDN. The deadline for questionnaire responses is 1 October, 2006.

The joint ITU/UNESCO Global Symposium on Promoting the Multilingual Internet closed with the chairman encouraging the two organizations to take a lead role in promoting international cooperation for developing the multilingual internet and encouraging interested relevant organizations as well as individuals to actively join these initiatives and strengthen their cooperation in this regard. Specifically it was said, there is a need for increased ITU/UNESCO involvement in the harmonization of standards, in addition to their specific programmes to promote multilingualism and local content throughout the digital world.

There is, it was agreed, a huge demand for the support of multiple languages and responding to this in a more coordinated way, experts concurred is a key way to avoid fragmentation of the Internet.

Chair, Direk Charoenphol, National Telecommunications Commission, NTC, Thailand: “It is fundamental that, in the end, multilingualism – whether using IDNs, keywords or contents – be natively supported in operating systems and browsers, not retrofitted, to avoid the need for plug-ins, which creates a constant source of user and operational difficulties.”

Houlin Zhao, Director, Telecommunication Standardization Bureau, ITU said: “By organizing this event, ITU has demonstrated its determination to work on these issues.” He thanked UNESCO for its support in the organization of the event.

Elizabeth Longworth, Director, Information Society Division, UNESCO: "We should not talk about culture as a feature of communications technology - rather, the internet is a domain of human activity in its own right, where language and content are manifestations of the users' cultures and so the focus should be on the users' ability to participate, to become content providers and to navigate across linguistic boundaries."

A roadmap or guidelines highlighting steps towards a multilingual Internet is seen as an important initiative. It was agreed that this is a complex task that requires substantial and strengthened cooperation between relevant bodies.

During the three-day Symposium, a number of presentations were made and discussions focused on standardization activities and technical solutions for internationalized domain names (IDNs), for equipping non-scripted languages and allowing them to be present on the internet, the development and promotion of local contents, and measurements of the current linguistic diversity on the internet. Perspectives of domain name registries and an overview of the associated intellectual property issues that arise when multilingual domain names are deployed were also presented.

SAM'06, is the short title for the Fifth Workshop on System Analysis and Modelling (formerly SDL and MSC Workshop). The event will be held May 31st - June 2nd, 2006, University of Kaiserslautern, Kaiserslautern, Germany.

The event, which serves as a platform where the evolution and use of system design languages (SDL) and technologies is discussed, is targeted at academics and others involved in these areas. The SAM Workshop is organised every second year by the SDL Forum Society, which is a non-profit organisation established by language users and tool providers to promote and develop ITU-T modelling techniques. SDL Forum activity is closely aligned with ITU-T, which recommends and publishes the languages ASN.1, MSC, SDL, eODL, TTCN and URN. Study Group 17 is ITU-T’s Lead Study Group on Languages and Description Techniques.

SDL Forum also organises the SDL Forum event every other year that addresses topics related to the modelling and analysis of reactive systems, distributed systems such as telecommunications, automotive, aerospace and web-based applications, where SDL are used. The Security Assertion Markup Language (SAML) and Extensible Access Control Markup Language (XACML) authored by OASIS (Organization for the Advancement of Structured Information Standards) have been consented as internationally recognised ITU-T Recommendations. The announcement is the first result of the formal relationship between the standardization sector of ITU and OASIS.

The standards (ITU-T Recommendations X.1141 (SAML) and X.1142 (XACML)) address the concern of how to allow safe single sign-on, a system that enables a user to authenticate once and gain access to the resources of multiple software systems. While solutions existed in this space, all were proprietary, and therefore not addressing the problem on a global level.

SAML and XACML are designed to control access to devices and applications on a network. The need for standards in this area has become more of an issue as business networks increasingly use the public Internet.

SAML addresses authentication and provides a mechanism for transferring authentication and authorization decisions between cooperating entities, XACML leverages this information to determine access to resources by focusing on the mechanism for arriving at those authorization decisions.

An additional feature of SAML is that it allows organizations to communicate information without any change to their own internal security architectures.

Study Group 17 meeting in Korea, April, gave final approval to the Question on Internationalized Domain Names (IDN) that provides direction and focus to ongoing work. 

The news comes as ITU makes final preparations for the Global Symposium on Promoting the Multilingual Internet it is convening together with UNESCO, 9-11 May. 

ITU-T was mandated to work on IDN at the 2004 World Telecommunication Standardization Assembly in Brazil. IDN will contribute to easier and greater use of the Internet in those countries where the native or official languages are not represented in ASCII characters.

Andrzej Bartosiewicz, representing Poland and acting as Rapporteur for IDNs said: “We have received a number of contributions in this area and have been impressed with the level of interest and the productive nature of discussions. There are a number of organizations working in the field and I believe coordination will be an important focus of any work. The upcoming workshop will be a particularly useful tool for facilitating networking between experts in the field and furthering the study in general.”

Bartosiewicz said that a webpage will be published shortly with news on ITU-T study in the area, as well as related events and technical documents. An official ‘circular letter’ will be sent sent to Member States he said, requesting information about their experiences on the use of IDN. Given the response to this communication SG 17 will be able to better assess the current situation and needs.

SAM'06, is the short title for the Fifth Workshop on System Analysis and Modelling (formerly SDL and MSC Workshop). The event will be held May 31st - June 2nd, 2006, University of Kaiserslautern, Kaiserslautern, Germany.

The event, which serves as a platform where the evolution and use of system design languages (SDL) and technologies is discussed, is targeted at academics and others involved in these areas. The SAM Workshop is organised every second year by the SDL Forum Society, which is a non-profit organisation established by language users and tool providers to promote and develop ITU-T modelling techniques. SDL Forum activity is closely aligned with ITU-T, which recommends and publishes the languages ASN.1, MSC, SDL, eODL, TTCN and URN. Study Group 17 is ITU-T’s Lead Study Group on Languages and Description Techniques.

SDL Forum also organises the SDL Forum event every other year that addresses topics related to the modelling and analysis of reactive systems, distributed systems such as telecommunications, automotive, aerospace and web-based applications, where SDL are used. The intended audience includes users of modelling techniques (in industrial research and standardization contexts), tool vendors, and language researchers.

With the agreement of the TSAG meeting 14-18 March 2005, a Joint Coordination Activity on Home Networking (JCA-HN) was established. Mr. Andrew Nunn (BT, UK) was appointed as the Convenor of this activity.

The scope of the JCA-HN was decided following a meeting held immediately after the ITU-T workshop Opportunities and Challenges in Home Networking, 13 – 14 October 2005, Geneva and discussions at the TSAG meeting 7-11 November 2005. The name “Home Network Initiative” will be used to describe work in this field spanning ITU-T Study Groups.

JCA-HN will:

  • Co-ordinate the Home Network Initiative activity across all the relevant ITU-T Study Groups (e.g. currently ITU-T SGs 4, 5, 6, 9, 12, 13, 15, 16, 17) and liaise with relevant ITU-R SGs (currently, SGs 1 and 6).
  • Seek cooperation from external bodies working in the field and disseminate information received from these bodies to the relevant ITU-T Study Groups.
  • Identify what should be standardized by ITU-T
  • Prepare a roadmap for this standardization activity

This ICT Security Standards Roadmap has been developed to assist in the development of security standards by bringing together information about existing standards and current standards work in key standards development organizations.

In addition to aiding the process of standards development, the Roadmap will provide information that will help potential users of security standards, and other standards stakeholders, gain an understanding of what standards are available or under development as well as the key organizations that are working on these standards.

The Roadmap is in four parts:

  • Part 1: ICT Standards Development Organizations and Their Work

    Part 1 contains information about the Roadmap structure and about each of the listed standards organizations, their structure and the security standards work being undertaken. In addition it contains information on terminology by providing links to existing security glossaries and vocabularies.

  • Part 2: Approved ICT Security Standards

    Part 2 contains a summary catalogue of approved standards.

  • Part 3: Security standards under development

    Part 3 is structured with the same taxonomy as Part 2 but contains work in progress, rather than standards that have already been approved and published. Part 3 will also contain information on inter-relationships between groups undertaking the work and on potential overlaps between existing projects.

  • Part 4: Future needs and proposed new security standards

    Part 4 is intended to capture possible future areas of security standards work where gaps or needs have been identified as well as areas where proposals have been made for specific new standards work.

It is important to note that the Roadmap is a work-in-progress. It is intended that it be developed and enhanced to include other standards organizations as well as a broader representation of the work from organizations already included. It is hoped that standards organizations whose work is not represented in this version of the Roadmap will provide information to ITU-T about their work so that it may be included in future editions.

In the near future provision will be made to allow each organization to manage its own data within the Roadmap. This will enable more timely updating of the information.

The ITU’s work on standards for next generation networks (NGNs) promises to have a fundamental impact on tomorrow’s telecom services – by opening hardware and software markets to competition, driving down costs, encouraging innovation, and laying the foundation for the next phase of convergence.

You are invited to find out more about the latest release of the ITU’s NGN standards and their likely impact on the telecom supply chain in a free one-hour-long online seminar, hosted by Light Reading and featuring key players in ITU’s work on NGN on Monday, January 23. 

The event is being held by Light Reading in collaboration with the ITU.  Speakers will be:

  • Keith Dickerson, Representative of the ITU NGN-Global Standards Initiative (GSI)
  • Marco Carugi, Representative of the ITU NGN- GSI
  • Monique Morrow, Representative of the ITU NGN- GSI

An ITU-T workshop - NGN and its Transport Networks - will take place at the International Conference Center Kobe (ICCK), Japan, 20 to 21 April 2006.

NGN Standardization work is now well underway in the ITU-T and other SDOs. Following the success of the NGN Focus Group and the establishment of the NGN Global Standards Initiative (NGN-GSI) in ITU-T, this ITU-T workshop will be an opportunity to review the status of the work, identify technology trends, and provide a framework for moving forward standardization work.

This event will provide an overview of the architecture, performance and transport aspects of NGN as well as the market drivers and challenges. Particular emphasis will be given to network technologies, standards that address architecture and the performance aspects of NGN and transport networks aspects to support NGN services. More.

ITU-T together with the US Alliance for Telecommunications Industry Solutions (ATIS) will hold a workshop, Next Generation Network Technology and Standardization at the Mandalay Bay Convention Centre in Las Vegas, USA, from 19 to 20 March 2006. This workshop will be held during the TelecomNEXT event.

NGN Standardization work is now well underway in the ITU-T, ATIS and other SDOs. Following the success of the ITU-T’s Focus Group on NGN (FGNGN), the establishment of the NGN Global Standards Initiative (NGN-GSI) in ITU-T and the activities within the ATIS NGN Focus Group and Technical committees, this free workshop will be an opportunity to review the status of the work, identify technology trends, and seek to identify areas where the ITU-T and ATIS together with regional experts can further coordinate their standardization work.

With the next phase of ITU-T's work on next generation networks (NGN) underway a new webpage as been unveiled giving access to a variety of NGN resources.

The new page will act as a portal for those people participating in NGN study but also to those new to NGN. Features include a live news feed, a short introduction to NGN, links to official documents, the Release 1 set of NGN specifications, presentations and important dates for your calendar.  

An upcoming feature will be an NGN Roadmap, that will provide an overview of the NGN work going on across the standardization world. Essentially, it will act as a repository of NGN information from ITU and other SDOs. A key feature of the tool will be the ability to track work progress and see the latest versions of documents.

NGN-GSI will build on the successful completion by the Focus Group on NGN (FG NGN) of its Release 1 deliverables. NGN-GSI will focus on developing the detailed standards necessary for NGN deployment to give service providers the means to offer the wide range of services expected in NGN. NGN-GSI will harmonize, in collaboration with other bodies, different approaches to NGN architecture worldwide.

The latest meeting of TSAG saw the formation of a new correspondence group to examine what role ITU-T should have in conformance and interoperability testing for its standards.

The stamp of approval that shows conformance to a standard could be a potent marketing tool for manufacturers of equipment. 

The convener of the group Arve Meisingset of Telenor R&D in Norway, and Vice Chairman of Study Group 17 said: “There are many possibilities, from maintaining the status quo in which third parties can test for conformance without a complete set of ITU testing standards to the setting-up of actual testing labs based on ITU guidelines and standards. We will look at the pros and cons of all possibilities; examine what is appropriate for ITU to do, and what members want.”

Currently, while there are procedures in some Recommendations, there is no systematic approach to testing implementations of ITU-T Recommendations for conformance or interoperability. And, so initial steps will probably be along the lines of producing guidelines for protocol writers and users of those protocols, and examining how ITU can produce a more complete set of testing standards to help the testing community and product suppliers deliver better standards-based products.

Existing ITU-T applicable specifications include the 7-part X.290-series Recommendations that covers generic aspects of conformance testing. In addition, SG 17 is standardizing a testing methodology and framework for interoperability testing. SG 17 will write the guidelines and generic testing methodology standards while SG 11 will write protocol-specific testing standards. Other study groups have also developed specific methodologies for particular Recommendations. For example, Study Group 16 has developed a conformance testing specification for the video compression codec H.264/AVC. 

Experts agreed that future work will benefit from the more systematic method that could result from this activity.

In conformance testing, the objective is to determine how completely and correctly the requirements of the standard have been met by the implementation. In interoperability testing, the objective is to determine if two or more implementations of the same standard interoperate with each other. In the telecommunication world, it is generally assumed that the implementations have been tested for conformance prior to interoperability testing.

On the agenda at the Study Group 17 meeting was spam.
 
The Study Group's response to a call from WTSA, the quadrennial event that defines study areas for ITU-T, is the development of a work programme on countering spam by technical means. Chair Herb Bertine said that he has seen a significant number of contributions in this area.

 
With spam having grown into one of the major plagues affecting the digital world, causing additional costs and loss of revenue to Internet service providers, telecoms operators and business users, measures to combat it have taken on an added sense of urgency. Technical measures are an important way to counter spam.
 
Key objectives of the work programme will be to identify and examine the telecommunication network security risks introduced by the constantly changing nature of spam and produce a comprehensive and up-to-date resource list of the existing technical measures for countering spam in a telecommunication network. The Study Group will examine issues including: what risks does spam pose to the telecommunication network, what technical factors associated with the telecommunication network contribute to the difficulty of identifying the sources of spam, how can new technologies lead to opportunities to counter spam and enhance the security of the telecommunication network, and do advanced telecommunication network technologies (for example, SMS, instant messaging, VoIP) offer unique opportunities for spam that require unique solutions?
 
Jianyong Chen who is the ITU-T expert leading the work (SG 17 Vice Chair): “The fight against spam is being fought on many fronts, policy, regulatory, legal and technical. Fighting spam by technical means will mean an examination of how those that send out spam operate, but also we will seek to cooperate with other relevant standards developing organizations (SDOs) and reference their works in the field, rather than duplicating any of the good work that has gone before.”   
 
The current work programme includes standards (ITU-T Recommendations) on topics such as; Guidelines on countering e-mail SPAM; Requirements on countering SPAM; Technical framework for countering e-mail SPAM; Overview of countering SPAM for IP multimedia applications; Technical means for countering SPAM. The first two Recommendations are aimed for approval in the second half of 2006.

Among achievements at the recent meeting of Study Group 17 was the establishment of a work programme on Internationalized Domain Names (IDN). An IDN expert (rapporteur) was appointed to head the work in the Study Group which takes the lead on security issues in ITU-T. The work follows direct instruction from WTSA, the quadrennial event that defines study areas for ITU-T (WTSA Resolution 48).

IDNs are domain names represented by local language characters. They have the potential to transform the Internet into a truly global and multilingual tool by enabling Internet users to navigate and communicate online in their preferred script. The Study Group rapporteur Andrzej Bartosiewicz said that IDNs are still awaiting broad deployment all over the world. "While IDNs are becoming popular in some countries like Germany, Poland and Japan, other countries are being slow to adopt. ITU as an international organization is seen as potentially the best body to facilitate safe deployment."

Contributions on technical issues had been received before the meeting, giving participants the opportunity to discuss these and the administrative fundamentals of IDNs. The meeting identified key issues to be considered, including the work programme and the action plan for upcoming months.

Study Group chair Herb Bertine said that there are some important security considerations to be taken into account in the study of IDN. For example he said that unfamiliar characters used may make users believe that they are being directed to one place, when in fact they could be being directed to a site with malicious intent.

With the popularity of blogs, podcasting and web-based photo libraries, web content has become something much more accessible to the individual in the last few years. Now video looks set to be the next media to gain popularity with the new generation of home based media moguls.

Work on a new protocol that may spawn a whole new generation of independent broadcasters is underway at ITU. Relayed Multicast Protocol (RMCP) being developed by the ITU’s Study Group 17 uses something like a peer-to-peer model meaning that independent broadcasters no longer have to subscribe to a fat-pipe, instead relying on a collection of ‘peers’ or ‘relay agents’, in other words other people's computers. Peer to peer type traffic is reckoned to make-up as much as 72 per cent of current Internet traffic. And this figure is predicted to rise.

RMCP allows the live broadcast of video or audio piggy-backing off other users (or servers). So in a scenario where 100 people are demanding a live broadcast, instead of serving each one of these clients their own video stream, only one stream has to be provided and each user will be served from another in the network. This has significant implications for instance for businesses broadcasting live events, where a previous scenario demanded 100 users be fed individual feeds, RMCP allows the broadcast of just one.

Juyoung Park the editor of the ITU-T Recommendations says that RMCP allows for the efficient serving of hundreds of thousands of simultaneous connection requests.

Park says that the need for this type of protocol was identified by content providers. Standardization means that a single client can receive content from any number of suppliers.

An alternative solution – IP Multicast – is not applicable in today’s networks according to Park. For a start the success of IP Multicast would mean router upgrades throughout a network, something that many operators would balk at, especially given the unclear benefits of IP Multicast to their revenue streams.

Park says that tests by his organization – ETRI – have shown that speeds of 2 Mbit/s are possible. This reflects standard broadcast rates. However he says that typically users will experience something more like 640 Kbit/s. 

ITU-T has published one Recommendation (ITU-T Rec. X.603) on the topic outlining requirements, framework etc. The next two Recommendations due in 2006 will focus on the technical specifications. One focusing on one broadcaster to many clients, and the other on many broadcasters to many clients.

The recent Asia Pacific Telecommunity (APT) Symposium on Network Security and SPAM presented background information, detailed the current situation, new developments and steps ahead on network security and fighting spam in the Asia-Pacific region.

TSB presented highlights of ITU-T work on security, also detailing the level of participation of the AP region in Study Group 17, the ITU-T group that looks at security issues. Mr Jianyong Chen (ITU-T SG 17 Vice Chair from China) also attended the event and made a detailed presentation on current SG 17 work. He also chaired two sessions. In addition TSB presented the results of the ITU WSIS Thematic Meeting on Cybersecurity held in Geneva, 28 June – 1 July 2005.

The meeting was organized in three full-day sessions and was attended by some 70 representatives from the Asia-Pacific area. The first day was dedicated to cybersecurity, the second to countering spam, and the third to cooperation initiatives. The complete set of presentations at the meeting can be downloaded here.

The meeting invited AP countries to step-up their capability building initiatives and encouraged APT to increase its collaboration on network security and spam with international organizations working in the area, ITU-T in particular.

Workshop on "New Horizons for Security Standardization"

Introduction

An ITU-T workshop - New Horizons for Security Standardization - will take place at ITU Headquarters, in Geneva, 3 - 4 October 2005, prior to a meeting of Study Group 17.

Objectives

The overall objectives of the workshop are to help address information and communications security issues and promote increased cooperation between organizations engaged in security standardization work. Consideration will also be given to issues of adoption and implementation of security standards. In particular, the workshop will:

  • seek to find out from stakeholders (e.g., network operators, system developers, users etc.) what are their primary security concerns/issues?
  • determine where ITU-T and other standards development organizations (SDOs) can most effectively play a role in helping address the issues (i.e., which issues are amenable to a standards solution?);
  • identify which SDOs are working on these issues or are best equipped to do so; and
  • agree on next steps for security standardization.

The SDL Forum is held every two years and has become the most important event in the calendar for anyone involved in system design languages and technologies. It is the primary conference event where the evolution of these languages is discussed. The SDL Forum Society that runs the Forum is a non-profit organisation established by language users and tool providers to promote and develop the set of modelling languages recommended by ITU (abstract syntax notation one (ASN.1), message sequence chart (MSC), specification and description language (SDL), extended object definition language (eODL), tree and tabular confined notation (TTCN) and user requirements notation (URN)).

There is a significant convergence between the languages specified by ITU-T and the set of unified modeling language (UML) notations offered by OMG (Object Management Group), which are usually covered in the ACM/IEEE
International Conferences on Model Driven Engineering Languages and Systems. To take this convergence into account, the scope of the SDL Forum conference has been extended to include the use of precise UML models, combining the strong areas of the ITU languages with the pragmatics of UML to produce profitable code and effective implementations.

The SDL Forum addresses topics related to the modelling and analysis of reactive systems, distributed systems such as telecommunications, automotive, aerospace and web-based applications. The intended audience includes users of modelling techniques (in industrial research and standardization contexts), tool vendors, and language researchers.

Work has been completed in Study Group 17 on the development of Recommendations that could see web services (web-based application to application communication) being adopted in areas such as mobile telephony.

Web services are a standard way for all types of software to interoperate across programming languages, platforms and operating systems. They give a structured way to format data - using XML - such that it is easier for different types of programs to communicate. An example of an area that might benefit from increased efficiency in this area would be the integration of enterprise applications in a large supply chain.

The issue that the new Recommendations address is that structured data in XML contains a lot of redundant information which slows processing down. And, because of this the adoption of web services in certain areas such as mobile telephony where constraints include bandwidth and the ability of mobile devices to process data, have been limited.

The new Recs (X.892 and X.891) solve the problem using ITU notation language ASN.1 to specify alternative and more efficient codings of structured data, both in terms of size and processing speed.
