The recent meeting of the Telecommunication Standardization Advisory Group (TSAG) has seen the launch of a new Focus Group to hasten standards development in the key area of Smart Water Management.

The formation of the Focus Group on Smart Water Management (FG-SWM) responds to the Luxor Call to Action emanating from a workshop held in Luxor, Egypt, 14-15 April 2013.

The event highlighted the necessity of a multi-stakeholder approach to the development of ‘smart’ water-management systems; one that incorporates the views of irrigation, agriculture, environment and communications ministries as well as those of the ICT industry and relevant intergovernmental and non-governmental organizations.

FG-SWM is expected to carry out the following specific tasks:

  • Collect and document information on national, regional and international smart water management initiatives; reporting on current activities and technical specifications.
  • Specify the roles to be played by ICTs in smart water management.
  • Develop a list mapping key stakeholders involved in the area of ICTs and smart water management.
  • Develop Key Performance Indicators (KPIs) to assess the impact achieved through the use of ICTs in water-management systems.
  • Develop a set of methodologies for estimating the impact of ICTs on water conservation.
  • Identify water-management ICT applications and services with the potential to ensure interoperability and the benefits of economies of scale.
  • Draft technical reports that address standardization gaps and identify new standardization work items to be taken up by its parent group, ITU-T Study Group 5 (Environment and climate change).

The new Focus Group will work in close collaboration with the Focus Group on Smart Sustainable Cities (FG-SSC) established in February 2013 (read an earlier newslog article on the formation of FG-SSC here).

The ITU-T Focus Group on Driver Distraction has presented its final deliverables in the form of five technical reports to form the basis for ITU-T’s accelerating standardization work in the driver distraction arena.

Established in February 2011, the Focus Group has been instrumental in raising awareness around ITU-T activity on driver distraction and the scale of this workload, as well as in providing clear direction to ITU-T’s driver-distraction work plan. The group has also been successful in opening lines of communication with key organizations and drawing new expertise into the ITU-T standardization process.

The Focus Group’s five technical reports describe user interface requirements for automotive applications; system capabilities for improving the safety of driver interaction with applications and services; and approaches being used to enable external applications to communicate with a vehicle. The reports are freely available here.

The conclusions put forward by the reports are being taken up by the two groups leading ITU-T’s standardization work on driver distraction, Study Group 12 (Performance, QoS and QoE) and Study Group 16 (Multimedia coding, systems and applications). New related work items calling for external coordination and collaboration may also be addressed by the Collaboration on ITS Communication Standards.

ITU’s engagement with driver distraction originated with Resolution 1318 - ITU's role in ICTs and improving Road Safety adopted in April 2010 by ITU’s governing body, ITU Council. The Resolution was made in response to the fact that, as stated in Resolution 1318, “driver distraction and road-user behavior, which includes among many examples ‘texting’, ‘text messaging’, interfacing with in-vehicle navigation or communication systems, are among the leading contributors to road traffic fatalities and injuries.”

An ITU-T Technology Watch report entitled "Decreasing Driver Distraction" was published in August 2010, playing a role in kick-starting the work of the Focus Group. The report is a succinct overview of the relationship between ICTs and driver distraction and also discusses the core issues at play when viewed from a standardization perspective.

Looking ahead, this year’s World Telecommunication and Information Society Day on 17 May is themed, “ICTs and improving road safety”. A highlight of the event will be ITU’s presenting the annual World Telecommunication and Information Society Award to eminent personalities in recognition of their leadership and dedication to the field.

In addition, an upcoming workshop hosted by ITU and UNECE at ITU headquarters in Geneva, 27 June 2013, will address “Intelligent transport systems in emerging markets – drivers for safe and sustainable growth”. This workshop includes a session dedicated to driver distraction which will host Scott Pennock (BlackBerry), former Chairman of the now terminated Focus Group, to present the outcomes outlined by the group’s technical reports and to discuss the likely course of corresponding ITU-T standardization work.

ITU-T’s latest Technology Watch report covers Seoul’s emergence as a “smart city” applying information and communication technologies (ICTs) as basic infrastructure to improve service delivery, citizen happiness, and economic and environmental sustainability. Read or download the full report here.

The report will feed into the work of the recently established ITU-T Focus Group on Smart Sustainable Cities (news on the formation of the Focus Group here). With the new activities ITU aims to better facilitate collaboration among national regulators, mayor’s networks, citizens, standards bodies, equipment manufacturers, civil society and other smart-city stakeholders.

Authored by the Seoul Metropolitan Government, with support from ITU’s Telecommunication Standardization Bureau (TSB), “Seoul – a case study” offers an overview of the conceptual underpinnings of Seoul’s smart-technology agenda as well as descriptions of a number of the smart services available to citizens.

Seoul, the Republic of Korea’s capital city, is just one of many cities across the world to embrace ICTs as tools to boost economic and environmental efficiency, enhance government transparency and improve social welfare.

Rapid urbanization and high-density populations are powerful engines of innovation but also give rise to social, economic and environmental challenges as cities’ infrastructures develop comparatively slower than influxes of city inhabitants.

Cities today account for more than 70% of global greenhouse gas emissions and 60-80% of global energy consumption and it is estimated that, by 2050, 70% of the world’s population will be urban. Smarter, cleaner, more efficient cities are thus imperative to sustainable growth strategies and will also be crucial to boosting cities’ competitiveness and attractiveness as players in our global economy.

ITU-T has established a new Focus Group on Smart Sustainable Cities to assess the standardization requirements of cities aiming to boost their social, economic and environmental sustainability through the integration of information and communication technologies (ICTs) in their infrastructures and operations.

ITU-T Study Group 5 – Environment and climate change – agreed the formation of the new Focus Group at its meeting in Geneva, 29 January to 7 February 2013.

The creation of the Focus Group on Smart Sustainable Cities answers a Call to Action on “Smart Sustainable Cities” proposed in September 2012 at ITU’s 2nd Green Standards Week in Paris. “Smart Sustainable Cities’’ is also the theme of ITU’s 3rd Green ICT Application Challenge.

Cities are powerful engines of economic growth, fuelled by intensive interpersonal communication and high concentrations of specialized skills. Urbanization’s advantages are however mirrored by significant sustainability challenges, with cities today accounting for over 70 per cent of global greenhouse gas (GHG) emissions and 60-80 per cent of global energy consumption.

Given that an estimated 70 per cent of the world’s population will live in cities by 2050, sustainable urbanization has become a key policy point to administrations across the world. Here ICTs have a crucial role to play by increasing environmental efficiency across industry sectors and enabling such innovations as intelligent transport systems (ITS) and "smart" water, energy and waste management.

The Focus Group will act as an open platform for smart-city stakeholders – such as municipalities; academic and research institutes; non-governmental organizations (NGOs); and ICT organizations, industry forums and consortia – to exchange knowledge in the interests of identifying the standardized frameworks needed to support the integration of ICT services in smart cities.

Specific tasks and deliverables of the Focus Group include:

   - Defining the role of ICTs in environmentally sustainable smart cities, and identifying the ICT systems necessary to the development of a Smart Sustainable City.

   - Collecting and documenting information on existing smart city initiatives and technical specifications, focusing in particular on the identification of standardization gaps.

   - Identifying or developing a set of Key Performance Indicators (KPIs) to gauge the success of smart-city ICT deployments.

   - Establishing relationships and liaison mechanisms with other bodies engaged in smart-city studies and development.

   - Identifying future smart-city standardization projects to be undertaken by its parent group, ITU-T Study Group 5.

   - Developing a roadmap for the ICT sector’s contribution to Smart Sustainable Cities, providing cohesion to the development and application of technologies and standards.

 

The meeting also agreed first-stage approval (consent) of the latest addition to ITU-T’s L.1400 series of standardized methodologies to assess the environmental impact of ICTs. The consent adds “ICT projects” to the list of ICT deployment scenarios covered by ITU-T’s environmental impact assessment methodologies. The new methodology (ITU-T L.1430) provides a framework to measure reductions in GHG emissions and energy consumption resulting from implementations of ICT projects including smart buildings, smart transport, and telepresence or videoconferencing services.

ITU headquarters in Geneva has hosted a showcase of ITU-standardized multimedia solutions targeting a better quality of life through innovations in high-definition content delivery, interactive entertainment, e-health services, and the accessibility of audiovisual media to persons with disabilities.

The demonstrations were given by prominent market players and research institutes for the benefit of delegates attending meetings of ITU-T Study 16 (Multimedia) and Study Group 9 (Broadband cable and TV); the expert groups responsible for IPTV and Smart Cable TV standardization, respectively.

IPTV demonstrations included ASTEM’s (Japan) remotely-provided subtitling and captioning solution for IPTV services; a mobile IPTV service from South Africa's Council for Scientific and Industrial Research; and selected applications from ITU’s 2nd IPTV Application Challenge: "A better quality of life".

The 2nd IPTV Application Challenge booth showcased an IPTV e-health application using Continua Health Alliance-compliant e-health devices integrated with ITU-T IPTV services, developed by the Institute for Infocomm Research (Singapore) and the NTT Service Integration Lab (Japan). The booth also featured an accessibility-oriented application from Chulalongkorn University (Thailand) designed to teach its user how to communicate using sign language.

Core ITU standards underlying the IPTV showcase included Recommendation ITU-T H.721’s IPTV terminal for Video on Demand (VoD) and Linear TV, and ITU-T H.762’s Lightweight Interactive Multimedia Environment (LIME) for IPTV services. The IPTV equipment was provided by OKI and Sumitomo Electric Networks.

On the Smart Cable TV front, KDDI demonstrated an implementation of Recommendation ITU-T J.296’s integrated broadcast cable set-top boxes. The demo highlighted advanced smart cable features to undergo future standardization – a project currently being discussed by ITU-T’s Focus Group on Smart Cable TV (FG SmartCable) which has approved an intensive action plan aimed at finalizing its deliverables by October 2013. The group has scheduled three physical meetings for 2013: in April, Cambridge (UK); June, Atlanta (USA); and September, Tokyo (Japan).

In addition, an ETRI demo gave experts a view of the enhanced quality of images compressed using a hardware implementation of the newly consented ITU-T H.265 | ISO/IEC 23008-2 high efficiency video coding (HEVC). HEVC is the successor to the Primetime Emmy award winning ITU-T H.264 video compression codec. The new standard ITU-T H.265 will need only half the bit rate of its predecessor and this doubling of compression efficiency will be essential to the provision of high-quality video in mobile applications and ultra-high definition TV (UHDTV).

ITU-T Study Group 16 and Study Group 9 are producing the standards required to drive widespread global adoption of innovative multimedia solutions such as IPTV and Smart Cable TV. Global standards will lower the costs of these services for vendors and consumers, avoiding costly ‘format wars’ and enabling rollouts of the technology to a scale not achievable with proprietary solutions.

Attendees of the fourth meeting of ITU’s Focus Group on Disaster Relief, Network Resilience and Recovery (FG-DR&NRR) will participate in a one-day technical tour of Sendai city, the area hardest hit by 2011’s Great East Japan Earthquake, visiting affected telecommunication installations and R&D sites specialized in the study of network resilience and recovery.

Organized by ITU-T and hosted by Japan’s Ministry of Internal affairs and Communications (MIC) and National Institute of Information and Communications Technology (NICT), the fourth meeting of FG-DR&NRR will take place in Tokyo, Japan, 5-8 February 2013.

The meeting is preceded by an ITU workshop on “e-Health services in low-resource settings: Requirements and ITU role”, 4-5 February 2013, at the same venue. FG-DR&NRR participants are encouraged to attend this workshop, and particularly the afternoon sessions on the 5th where e-health applications related to disaster relief will be on show.

ITU-T Focus Groups are tasked with initiating work on new standardization challenges as input to the ITU-T Study Groups. Focus groups have a great deal of flexibility to decide their structure and working methods and participation is free of charge and open to non-members of ITU.

FG-DR&NRR was established in January 2012 at a meeting of the Telecommunication Standardization Advisory Group (TSAG). The group coordinates ITU-T’s current work in the disaster relief field, and is expanding this work into two important new areas: (1) disaster relief for individuals (to notify relatives, friends or employers of a victim’s situation) and (2) disaster relief guidance (to show victims the routes to evacuation shelters, home, etc.).

ITU Council has endorsed “ICTs and improving road safety” as the theme for 2013’s World Telecommunication and Information Society Day acknowledging that information and communication technology (ICT) standards have the potential to significantly reduce driver distraction and road accidents.
 
World Telecommunication and Information Society Day (WTISD) aims to help raise awareness of the possibilities that the use of the Internet and other information and communication technologies (ICT) can bring to societies and economies, as well as of ways to bridge the digital divide. It takes place on 17 May every year, which is the anniversary of the signing of the first International Telegraph Convention and the creation of the International Telecommunication Union.

Given the critical need to filter the provision of information in such a way that it does not distract drivers’, ITU-T’s Focus Group on Driver Distraction (FG Driver Distraction) has been bringing together experts from government agencies; standards development organisations; academic and research institutes; and the automotive, telecommunications and consumer electronics sectors since the beginning of 2011.
 
Open to participation by all interested parties, including non-members of ITU, the group is essentially undertaking the groundwork required to launch ITU-T standardization activity in the field of driver distraction.
 
Malcolm Johnson, Director of ITU’s Telecommunication Standardization Bureau: “Intelligent transport systems will enable vehicles to communicate to optimize the flow of traffic, decrease greenhouse gas emissions, increase safety, and significantly improve the driving experience. With the advent of the Internet of Things there is the potential of a ‘fully-networked car’ that can save millions of lives.”
 
ITU standards will fight driver distraction in two complementary ways:
 
Standards will define a communications interface to the vehicle allowing drivers to interact with external devices and applications through the vehicle’s user interface. In this scenario, all driver interaction with ICTs is channelled through a centralized point of control able to manage the degree of distraction experienced by the driver.
 
ITU's international standards will also aid application developers, network providers, device manufacturers and Driver Vehicle Interface (DVI) designers in building systems that minimize the distraction and cognitive workload demanded by in-vehicle ICTs. Such standards will provide guidance on ergonomic design principles and requirements for safe interaction with applications, and will define the functional requirements of systems managing distraction and cognitive workload.

The first meeting of ITU-T’s new Focus Group on M2M service layer (FG M2M), 17-18 April, attracted a large number of experts from the healthcare and ICT fields to discuss the M2M standardization requirements of vertical healthcare markets.
 
The open meeting was well-attended in Geneva and via remote participation, receiving 57 delegates from 17 countries; representing members and non-members of ITU, and composed of four government representatives, twenty-six from the private sector and nine from academic and research institutions. Among the delegates were seven representatives of healthcare organizations including World Health Organization (WHO) and Continua Health Alliance.
 
The Focus Group’s structure and working methods were central topics in this foundational meeting, as was its work plan laying out the group’s objectives and deliverables. The FG will focus on M2M in the healthcare context and was divided into three Working Groups; the first looking at M2M use cases and service models, and the second at determining the requirements and architectural framework of the M2M service layer. The third deals with M2M Application Programming Interfaces (APIs) and protocols and will begin its work when sufficient progress has been made by the first two Working Groups.

ITU’s new Focus Group on the Machine-to-Machine service layer (FG M2M) will meet for the first time at ITU Headquarters in Geneva, 17-18 April 2012. M2M service layer standards will act as important catalysts for the market’s growth, and an earlier newslog announcement of FG M2M’s formation has attracted the interest of an array of M2M-focused organizations, both within and outside ITU’s membership. The M2M market is expected to grow rapidly over the coming years and, as part of the more broadly-defined Internet of Things (see ITU’s JCA-IoT), will encompass a wide variety of industry sectors. Some forecasts predict that 50 billion devices will be connected to the Internet by 2020.

Considering the wide range of M2M’s possible applications – enabling services across vertical markets including healthcare, logistics, transport, utilities and countless others – this prediction may hold true; but certainly not without the interoperability enabled by global ICT standards. A common M2M service layer, agreed at the international level by stakeholders in the M2M and relevant vertical markets, will provide a cost-efficient platform able to be easily deployed in hardware and software, in a multi-vendor environment, across industry sectors.

FG M2M will identify a minimum set of requirements common to vertical markets, and thereby create the knowledge-base needed to begin the development of open, international ITU standards. In analyzing the requirements of vertical markets, the group will initially focus on the healthcare market by investigating application programming interfaces (APIs) and protocols supporting e-health applications and services.

A workshop on ICT Innovations, embedded within the first meeting of ITU's new Focus Group on ''Bridging the Gap: from Innovation to Standards", takes place at ITU headquarters in Geneva, 20-21 March. The goal of this workshop is to showcase ICT innovations of both developed and developing countries, with a view to determining which will demand future standardization.

The January meeting of the Telecommunication Standardization Advisory Group (TSAG) has established a new Focus Group on Bridging the Gap: From Innovation to Standards (ItS). Standardization converts innovations into internationally-accessible tools to aid the growth of new markets and bridge the digital divide. The Focus Group will seek to reduce the lag between innovation and standardization; an action to ensure key innovations spread as fast as possible in the global ICT market.

Of particular importance to the group will be the identification of ICT innovation in the developing world, and the task of ensuring such innovation achieves international recognition through its inclusion in the standards produced by ITU-T.

The group will carry out the following specific actions:

  • In cooperation with ITU-D, document case studies of successful examples of ICT innovations, including those that have emerged in developing countries, and identify relevant standardization gaps.  Particular focus should be on the socio-economic impact of ICT innovation emerging in developing countries;
  • Analyze the innovations that may be standardized and identify best practices facilitating the implementation of such innovations in other parts of the world;
  • Identify case studies which developing countries can adopt to enhance their ICT innovation and standardization capabilities and associated socio-economic welfare;
  • Identify the difficulties faced by developing countries in bringing their ICT innovation to ITU-T.
  • Suggest future ITU-T study items and related actions;
  • Examine how other Standards Development Organizations, forums and consortia address ICT innovation and its integration into standardization activities;
  • Promote its activity at the World Telecommunication Standardization Assembly (WTSA) meeting in November 2012.

The first meeting of the Focus Group on Audiovisual Media Accessibility will take place in Geneva 26 May.

The group, open to all, will address the need to make audiovisual media accessible for all, but in particular, persons with disabilities. It will encourage the concept of universal design, the development of services taking into account the needs of all users, in line with the UN Convention on the Rights of Persons with Disabilities. Interoperability of devices and features that boost accessibility will also be an area of discussion.

One expected deliverable of the group will be guidelines on the implementation of the UN Convention on the rights of persons with disabilities. Focus Group participants will collect issues and problems related to implementation of the Convention as well as real-world problems from persons with disabilities and persons with age-related functional impairments. In addition it will collect examples of good practice through case studies and other means, and prepare guidelines for the inclusion of access services in all new digital AV user devices.

ITU’s Focus Group on Cloud Computing met last week with increased industry support for standards to support worldwide interoperability. Cloud security was also a key topic on the agenda of the group and especially relevant given that subscribing to a cloud model involves complete outsourcing of services and data. The meeting  identified these two topics, intercloud relationships and security, as important study items for ITU-T to take forward.
 
The Focus Group met at the same time as Google vice president, Vint Cerf addressed US National Institute of Standards and Technology's third cloud computing workshop in Gaithersburg, US telling them that cloud interoperability and security remain serious concerns (see here).
 
Industry experts forming the Focus Group have completed a survey of standards organizations focusing  on cloud and begun the process of identifying gaps that can be filled and where that work can be done. The meeting also saw the appointment of a new Vice-chairman: Olivier Colas, Microsoft.
 
Technical Specifications from the Focus Group are expected by end 2011. The group has identified 15 active organisations in Cloud Computing and established official liaisons with other SDOs including ISO, DMTF, CSA, NIST. The Focus Group has identified several work items to be developed within ITU-T including;  the cloud ecosystem; security; cloud architecture; cloud networking; inter-cloud relationships; eco-friendly cloud; accessibility;  cloud terminal and cloud management.

The http://www.itu.int/ITU-T/worksem/ict-auto/201003/*1 concluded in Geneva, March 4 with participants calling for better cross-sector standards collaboration in order to facilitate the rollout of Intelligent Transport Systems (ITS).

Malcolm Johnson, Director of ITU’s Telecommunication Standardization Bureau: “There is a will from manufacturers to implement these technologies but thus far no real breakthrough in terms of standards needed to roll this out on a global scale. Global car manufacturers don’t want to create different versions of this technology for every different market. They don’t want regional or national standards, they want global standards and ITU and its World Standards Cooperation (WSC) partners ISO and IEC are willing and able to provide these for this global partnership.”

New services and applications may be the selling points that will win car makers an advantage in the depressed market. “Today's communication capabilities give cars the potential to foresee and avoid collisions, navigate the quickest route to their destination, make use of up-to-the-minute traffic reports, identify the nearest available parking slot, alert the emergency services, monitor air pollution, minimize carbon emissions, and provide multimedia communications,” said Johnson.

The involvement  of ITU, ISO and IEC is seen as critical to ease bottlenecks resulting – in part – from poor communication between overlapping sectors; automotive, ITS players,  telecoms suppliers and operators. One conclusion of an Executive Session was that competition between standards bodies was unwelcome.

A large amount of resources has been invested in research and development, but harmonization of the many standards that exist at a proprietary or regional level is missing. This lack of global standards is considered to be an impediment  to a large scale deployment of ITS services and applications. While most agree that the technologies are at an advanced stage of development, participants agreed that clearer views are needed on what standardization work is being done and where; user, regulator and supplier liability and privacy concerns; business and payment models; interoperability requirements and who owns them.

This – the fifth - Fully Networked Car workshop organized by the World Standards Cooperation (WSC), a partnership between ISO, IEC and ITU, was held on 3-4 March at the Geneva International Motor Show 2010 and focused on the latest developments in ITS technology including network requirements for electric cars. It represented a unique  opportunity to strengthen the dialogue between the ITS (Intelligent Transport Systems) key players, in particular with the motor industry.

Held during the 2nd Press Day and the first public day of the motor show, the event – attracting over 120 participants in 2010 - represents a matchless opportunity for experts and executives from the car industry, ICT community, governments, research and development institutes, academia to share their vision and strategies.

Speakers at a special Executive Session at the Fully Networked Car event included Christoph Huss, Vice President of BMW and President of the International Federation of Automotive Engineering Societies (FISITA), who gave the keynote address; Juhani Jääskeläinen, European Commission; Raymond Resendes, Chief, Intelligent Technologies Research Division, United States National Highway Traffic Safety Administration; Samuel Loyson, Orange, France; David Schutt, SAE International, USA; Yasuro Nakanomori, OKI, Japan; Russ Shields, Chairman, Ygomi and Reinhard Scholl, ITU Telecommunication Standardization Bureau.

In his opening remarks, Rob Steele, ISO Secretary-General, on behalf of WSC, said: "There is the need for standardization of essential technologies to provide the solid base for further innovation and the economies of scale for commercialization of technologies... Most interestingly of all, is the urgent need to consider the interoperability of all of this technology not only in the car, but in the wider infrastructure that is needed to support this revolution".

Information obtained from electronic devices as part of an in-vehicle network is critical to ITS (Intelligent Transportation Systems) services and applications, including emergency telecommunications. Currently, the way of extracting the vehicle information differs by manufacture, model and chassis type. Standards are being researched in the support of a Vehicle Gateway that will allow all consumer devices to work in harmony in all vehicles and with all infrastructures. Work on this in ITU is focused on a ‘Question’ within ITU-T’s Study Group 16. Contributions from ITU’s membership are being sought on a Vehicle Gateway platform for telecommunication/ITS services/applications.

Since ITS applications will have to rely mainly on existing infrastructure, NGN (Next Generation Networks) will play a key role for their deployment. This is currently considered in the framework of fix-mobile-convergence in ITU-T Study Group 13, ITU-T’s lead group lead on future networks. One of the sessions of the workshop recommended that a joint ISO / ITU-T group on in-vehicle architecture and protocols take the work forward.

Participants in one technical session at the workshop concluded that quality and naturalness of all speech services need to be increased to reduce driver distraction and seamless interaction. Agreement was reached that work on a standards-based framework for dialogue between user and device is needed, with the ITU-T Focus Group on Car Communications (ITU-T FG CarCOM) identified as the appropriate place for this work.

An electric future

Today, with the increasing deployment of electric vehicles, ICTs have a significant role to play in areas such as the careful management of battery status, warranty concerns and driver behaviour. Given the potential of these new technologies for both the automotive and the ICTs industries, it is essential for the different parties to understand the requirements for fully networked cars and agree on the solutions to be provided by the network platforms. In many cases existing telecoms infrastructure can be used.

As electric vehicles begin to find their way to our driveways and garages, knowing what is involved in charging their batteries becomes crucial. The development of smart power grids will also be vital to support the adoption of electric cars which according to some proposals can also act as storage capacity for electricity. The scale of this challenge was highlighted in one of the presentations to the workshop, citing work under way in the United States.

In the US, the electric grid is owned and operated by over 3100 utilities, using equipment and systems provided by thousands of suppliers, delivering power to hundreds of millions of users and billions of end devices. The transformation of this infrastructure into an “energy Internet” is a huge undertaking requiring an unprecedented level of cooperation and coordination across the private and public sectors as well as across industry sectors. A robust, interoperable framework of technical standards is the key to making this possible.

ITU is responding to this challenge by the formation of a new ITU-T Focus Group that will help develop the necessary global standards to hasten this move to Smart Grids. The newly formed group will look at the networking between use of current control, metering, charging and electricity distribution systems.

ITU members are being asked to comment on the formation of two new groups examining standards for smart grid and cloud computing.

The proposed Focus Group on Smart Grid and Focus Group on Cloud Computing are expected to identify standardization requirements that will then be taken forward by relevant ITU-T Study Groups.

ITU was asked by key CTOs to accelerate work in the area of smart grid and cloud at a meeting of high level industry executives in Geneva, October 2009.

Smart grid may use technologies based on current telecommunication technologies for control, metering, charging etc. It is this link and the standards needs here that is expected to be explored. In addition the idea that smart grid principles could apply to the telecommunication system itself could be a topic for discussion.

A recently published ITU-T Technology Watch Report titled “Distributed Computing: Utilities, Grids and Clouds” describes the advent of clouds and grids, the applications they enable, and their potential impact on future standardization.

The Focus Group is expected to investigate the relevant requirements for standardization on cloud computing and suggest future study paths for ITU-T. Specifically it may identify potential impacts in standards development in other fields such as NGN, transport layer technologies, ICTs and climate change and media coding.

Standardized methodologies for calculating the impact of information and communication technologies (ICT) in terms of greenhouse gas (GHG) emissions have been proposed by an ITU Focus Group meeting in Hiroshima, Japan.

The ITU-T Focus Group on ICTs and Climate Change, a global group comprising of some of the world’s leading ICT players, has developed a method for calculating two elements:

1.   Energy usage and carbon impact arising from ICT lifecycles

2.   Decrease in GHG emissions that can be achieved with ICTs, such as substituting ICT services and devices for intensive fossil-fuelled activities for travel and transport and by replacing atoms with bits (buying an MP3 file instead of a CD), also known as “dematerialization”.

The meeting agreed on a set of four ‘deliverables’ that also give guidance on terms and definitions, including units of measurement to be used. The deliverables draw on best practices from many organizations around the world and will be published as the proceedings of the Focus Group. The next step will be to formally issue the Focus Group outcomes as ITU-T Recommendations, or standards. 

“This work has an important bearing on current and future global agreements under which countries undertake commitments to reduce their overall GHG emissions,” said Malcolm Johnson, Director of ITU’s Telecommunication Standardization Bureau. “Common approaches to calculating the impact of ICTs are vital to ensure coherent and effective solutions.”

Clearly, ICTs have the potential to drastically reduce GHGs. A contribution to the Focus Group meeting showed that direct e-mail has the effect of a 98.5 per cent carbon dioxide emission reduction compared with paper. The group also noted a trend towards ‘always-on’ devices that are a drain on power supplies. Recommended steps toward more efficient energy use of ICT devices are part of the output of the group.

“Even conservative estimates show a significant contribution to addressing climate change can be made through the application of ICTs,” said Johnson. “But, we cannot be content to sit and tell one another that ICTs can mitigate climate change. We must demonstrate our case with hard facts and figures. This methodology will give added credibility and coherence to the estimates of the positive impact of ICT. A common methodology will help establish the business case to go green and can ultimately be beneficial to informed consumer choices and climate-friendly business procurement.”

Dave Faulkner, BT and Chairman of the Focus Group said, “The Focus Group has highlighted ways to minimize the ICT sector's carbon footprint. But, more importantly, the group has highlighted key ways to reduce GHG emissions in other sectors by the clever use of telecommunication and ICTs. We expect these measures will be taken up by telecommunications operators and vendors around the world.”

Jason Marcheck, a Principal Analyst with Current Analysis: “Without a standardized methodology for measuring the carbon footprint of ICTs it is impossible to fully comprehend data provided by well-meaning companies. This initiative helps to provide a framework that companies can follow to give reliable data that can be compared on an international scale. It shows the importance that the ICT industry attaches to this topic, and represents a necessary step forward in standardizing the way that the industry approaches environmental sustainability.”

Takashi Hanazawa, Senior Vice President, NTT: “The development and implementation of a standardized methodology is something that all industry players have been waiting for. As an ITU member, NTT has supported this work from the beginning. Today’s announcement sends a strong message, underlining this industry’s commitment to reducing its carbon footprint. We applaud ITU’s efforts and join with ITU management in sending a message of environmental consciousness and belief in sustainable growth for the future.”

A new ITU group has been set up to collect and identify visions of future networks, based on new technologies.

The move to set up the Focus Group on Future Networks (FG-FN) follows a request from members to push forward study in this area and strong interest expressed by the academic community during the ITU-T Kaleidoscope event in May 2008.

The term Future Networks has come to encompass such projects as IRTF (International), GENI/FIND (US), FP7/FIRE (EU), CNGI (China), AKARI/NwGN (Japan), FIF (Korea) as well as standardization works in ISO/IEC JTC1/SC6.

Experts say that taking into consideration the importance of global connectivity and interoperability between devices, networks, services and applications, global harmonization between these different activities is extremely important and necessary to build up globally interoperable future ICT infrastructures.

Given ITU-T’s role as a global ICT standards organization, it is in the best position to support the development of global and harmonized frameworks (e.g. requirements, functional architectures and protocols) collaborating with all relevant entities and activities.

The provisional dates and venue for the first meeting of the group are 6-10 July, Geneva.

A meeting of the world’s leading ICT standards bodies has urged members to support the ITU-T Focus Group on ICTs and Climate Change. The ITU group formed earlier in July is working on the development of methodologies for the analysis, evaluation and quantification of greenhouse gas emissions from the ICT sector and the reductions that may be achieved through the use of ICTs in other sectors, and is open to any interested organisation.

A Resolution named ICT and the Environment from the Thirteenth Global Standards Collaboration (GSC-13) meeting asks that participating standards organizations (PSOs) share their views and experiences on this topic with ITU. The Resolution gives high priority to standards development related to ICT and climate change and encourages PSOs to closely collaborate on the topic. The Resolution promotes the following areas:

- awareness of changing environment and impacts of ICTs
- energy-saving definitions, reference models, gap analysis, measurement methods, quantification methods, and requirements in a harmonized way
- development of ICT standardization that have a positive impact on the environment
- electronic working methods and its tools
- use of ICTs (e.g. USN, RFIDs etc.) for monitoring and measuring climate change.

Malcolm Johnson, Director of the ITU's Standardization Bureau said, "This Resolution promotes a spirit of collaboration and mutual support in order that this globally important issue is tackled with the utmost efficiency. ITU gives all the world's standardization bodies the opportunity to work together to apply the power of ICTs to this greatest of all challenges".

The Thirteenth Global Standards Collaboration (GSC-13) was hosted by the Alliance for Telecommunications Industry Solutions (ATIS) in Boston, Massachusetts. One hundred participants attended. They included representatives from the Association of Radio Industries and Businesses (ARIB) of Japan, the China Communications Standards Association (CCSA) of China, the European Telecommunications Standards Institute (ETSI), the ICT Standards Advisory Council of Canada (ISACC), the International Telecommunication Union (ITU), the Alliance for Telecommunications Industry Solutions (ATIS) and Telecommunications Industry Association (TIA) from the U.S., the Telecommunications Technology Association (TTA) of Korea and the Telecommunications Technology Committee (TTC) of Japan.

GSC-13 is the latest in a series of such events that commenced in Fredericksburg, Virginia, in 1990. The events provide a strategic opportunity for dialogue among senior officials from national, regional and international standards bodies. The first set of global standards for IPTV have been published in an online compendium.

The proceedings of the IPTV Focus Group (IPTV FG) are collected in an online document including a preface from the ITU Director of the Telecommunication Standardization Bureau (TSB) and the Chairman of the IPTV FG. They are the result of 20 months hard work by the Focus Group which has now been passed on to the IPTV-GSI (global standards initiative).

Malcolm Johnson, Director of the TSB says in the preface: “The results of the work of the IPTV Focus Group will lay the foundation for an area of ICTs that is predicted to attract up to 100 million subscribers in the next three years. It's easy to see why so many of the world's leading ICT companies have been keen to progress this work.”

As well as the 21 deliverables, the publication gives an overview of the Focus Group, its management team and the group's activities and achievements focusing on: architecture and requirements; QoS and performance aspects; service security and content protection; IPTV network control; end systems and interoperability aspects and middleware, application and content platforms.

Study Group 9 consented Recommendations on IPTV and advanced HDTV proposals during meetings held Oct. 29 - Nov. 2, Louisville, Colorado.

The meeting saw participation from all around the world with several delegates from developing countries including Kenya, India and Trinidad and Tobago.

Recommendation J.700 - IPTV Service Requirements and Framework for Secondary Distribution - defines service level requirements and an architectural framework for telecommunication networks to provide new services based on IPTV. It refers to "secondary distribution" which means use of a transmission channel for distribution of video/audio programs to users at large, for example by an over-the-air broadcast channel or by means of a fiber or cable network.

The Recommendation is extensive and includes requirements for network elements as well as customer premises equipment (CPE), including middleware application interfaces which consist of software libraries that provide uniform access to system services. It leverages existing deployed technologies, such as MPEG, DOCSIS, GEM (Globally Executable MHP), and IPCablecom to provide a smooth path for operators to integrate IPTV technology into their networks. While in the process of developing this Recommendation considerable liaison with other Study Groups and the IPTV Focus Group was carried out.

In addition to the IPTV work, Recommendations relating to second - and third - generation IPCablecom were consented. Equipment based on IPCablecom Recommendations, such as modems, set-top boxes, signalling equipment, interactive television application platform interfaces, digital program insertion, and others have had widespread implementation in networks in Asia, Europe, and North America.

The new Recommendations add to a suite of more than 25 which have been developed for cable and hybrid networks primarily designed for television and sound program delivery to the home.

Large screen digital imagery (LSDI) is a family of digital imagery systems that includes very large screen presentation of programmes similar to the non-digital IMAX and OMNIMAX systems. LSDI is described as an optimal approach to the presentation of high-definition television (HDTV) programmes, to a collective audience on cinema-like screens in a cinema-like environment. An earlier approved Recommendation J.600 addresses use of a broadband service or channel for transferring audio or video information to a production center where post-production processing may take place before subsequent distribution. At this meeting work towards a new Recommendation - Network Service Operator's Requirements for Real-time Transmission of exLSDI Signals under Parallel Processing Functionality - was significantly progressed. This Recommendation is related to the transport of program signals conforming to the higher levels of the LSDI expanded hierarchy as used for contribution and primary distribution. The term contribution means use of a broadband service or channel for transferring audio or video information to a production center where post-production processing may take place before subsequent distribution. Primary distribution is the use of a transmission channel for transferring audio and/or video information from a production center to one or several destination points; for example, to a broadcast transmitting center or the headend of a cable distribution network. Work on LSDI takes place with interactions between ITU-T Study Group 9, ITU-R Study Group 6, and other bodies external to the ITU.

ITU-T's work on specifications that will enhance communications in vehicles will expand to development of requirements and testing methodologies for wideband communications in cars.

The news reflects the increased attention being given by ITU-T to wideband audio and other codec-related quality issues, especially regarding their subjective testing, such as for superwideband and fullband.

Work has progressed over a number of meetings, since the beginning of 2007, of the Focus Group From/In/To Car Communication on draft Recommendation - P.Carhft - under development by ITU-T's Study Group 12. The Focus Group concept allows for non-members, in this case the auto industry to participate. While first concentrating on narrowband speech (3.4kHz), the group working under new banner - FitCarCom - will move into better quality - wideband (8kHz).

Participating companies include Alcatel-Lucent, Avaya, DaimlerChrysler, France Telecom, Harman/Becker, Head Acoustics, Mitsubishi, Nortel and Volkswagen. The first meeting of the group is expected to be March or April, 2008.

Following completion of four deliverables by The Focus Group on Identity Management, ITU-T's Study Group 17 has recommended to the Telecommunication Standardization Advisory Group (TSAG) that a Global Standards Initiative on Identity Management (IdM-GSI) is established. If the December meeting of TSAG initiates the IdM-GSI and the related Joint Coordination Activity (JCA), a meeting has already been planned for January 2008 to enter into a new phase of work on IdM based on these groups and existing ITU-T studies.

The four IdM deliverables have been transferred to relevant Study Groups via Study Group 17 and also to ISO/IEC JTC 1/SC 27 for further consideration and possible development as ITU-T Recommendations and a potential common text with ISO/IEC on entity authentication assurance. Indeed work on three new ITU-T Recommendations and the ITU-T/ISO common text standard has already begun.

The term IdM is understood as "management by providers of trusted attributes of an entity such as a subscriber, a device, or a provider." IdM promises to reduce the need for multiple user names and passwords for each online service used, while maintaining privacy of personal information. A global IdM solution will help diminish identity theft and fraud. Further, IdM is one of the key enablers for a simplified and secure interaction between customers and services such as e-commerce. A key issue for the Focus Group was to provide interoperability between existing solutions.

Herb Bertine, Chairman of Study Group 17, lead Study Group on security in ITU-T said: “We are very pleased with the productivity and efficiency of the Focus Group. We now have the building blocks to enter the important next phase where the world’s service providers can profit from international standards for IdM services. Clearly identity management is an important topic and one that industry has put significant weight behind in order to turn out standards that will provide an IdM framework for global interoperability.”

The deliverables were supplied to a meeting of ITU-T’s Study Group 17. Essentially IdM-GSI will be an umbrella title for IdM work that will be distributed across all Study Groups. A joint coordination activity (JCA) will ensure that there is no duplication of work, oversee strategic/planning issues and work assignments and develop a roadmap for the development of a global ID management standards. IdM-GSI will enhance harmonization, in collaboration with other bodies, among the different approaches to IdM frameworks and capabilities worldwide.

  • Report on Identity Management Use Cases and Gap Analysis 
  • Report on Requirements for Global Interoperable Identity Management 
  • Report on Identity Management Framework for Global Interoperability

The first meeting of IdM-GSI including the JCA-IdM is planned to be held during the January 2008 NGN-GSI event in Seoul, Korea.

Two vice chairs of ITU-T’s IPTV Focus Group will guest edit an upcoming issue of IEEE Communications Magazine. Chae-Sub Lee, of ETRI, Korea and Simon Jones, of BT, UK will edit the issue for publication February 2008.

A call for papers has been issued on the broad topic IPTV Systems, Standards and Architectures. Papers are solicited on topics including IPTV standards progress, architecture for IPTV systems, deployment challenges, performance considerations, content management and security. Articles should be tutorial in nature, further guidelines can be found here.

The first steps towards a globally harmonized approach to identity management (IdM) have been taken during a meeting bringing together, for the first time, the world’s key players in the IdM space.

IdM promises to reduce the need for multiple user names and passwords for each service used, while maintaining privacy of personal information. A global IdM solution will help diminish identity theft and fraud. Further, IdM is one of the key enablers for a simplified and secure interaction between customers and services such as e-commerce.

Experts at the meeting concurred that interoperability between existing IdM solutions will provide significant benefits such as increased trust by users of on-line services as well as cybersecurity, reduction of SPAM and seamless “nomadic” roaming between services worldwide.

Abbie Barbir, chairman of the Focus Group on Identity Management (FG IdM): “Our main focus is on how to achieve the common goals of the telecommunication and IdM communities. Nobody can go it alone in this space, an IdM system must have global acceptance. There was a very positive feeling at the meeting that we can achieve this and crucially we saw a great level of participation from all key players.”

The meeting of the FG IdM brought together developers, software vendors, standards forums, manufacturers, telcos, solutions providers and academia from around the world to share their knowledge and coordinate their IdM efforts. Interoperability among solutions so far has been minimal. One conclusion of attendees is that cooperation is crucial and that players cannot exist in isolation. The spirit of the meeting was that everyone will gain by providing an open mechanism that will allow different IdM solutions to communicate even as each IdM solution continues to evolve. Such a “trust metric” does not exist today experts say.

Work will continue online and during Focus Group meetings in April, May, and July. An analysis of what IdM is used for will be followed by a gap analysis between existing IdM frameworks now being developed by industry fora and consortiums. These gaps should be addressed before the interworking and interoperability between the various solutions can be achieved. The aim is to provide the basis for a framework which can then be conveyed to the relevant standard bodies including ITU-T Study Groups. The document will include details on the requirements for the additional functionality needed within next generation networks (NGN).

ITU-T has a long history of innovation in this field, with key work on trusted, interoperable identity framework standards including Recommendation X.509 that today serves as the primary “public key” technical mechanism for communications security across all telecom and internet infrastructures.

Standards that will ease the wide spread rollout of video over IP networks took a step forward in January.

IPTV architecture and requirements, two fundamentally important areas in standards work were progressed at a recent meeting of the ITU-T Focus Group on IPTV. There was general consensus in the meeting that FG IPTV will successfully develop documents which will accelerate introduction of IPTV to the global market. Setting the architecture and requirements in stone allows the rest of the work to continue with greater ease.

Meeting at the Microsoft conference center, Mountain View California, at the invitation of the Alliance for Telecom Industry Standards (ATIS) the group saw a record number of contributions and experts worked often late to keep up with the workload. Nearly 90 documents were dealt with in the fields of architecture and requirements alone.

Malcolm Johnson, newly elected Director of ITU’s Telecommunication Standardization Bureau said in a message he sent to the event: “The excellent cooperation between ITU-T and ATIS is an example of the spirit of cooperation that I believe now pervades in the standards world... From what I have seen there is a great deal to be satisfied by in terms of the progress that FG IPTV has achieved so far.”

In opening comments, ATIS President & CEO Susan Miller shared with the 200 meeting attendees that IPTV is serving as a “change agent” for the industry, and “as both the business case and principal driver for accelerating deployment of the next generation network.” Miller noted that for North American service providers in particular, “IPTV is a critical ingredient to bundled service offerings that encompass television services, mobile services, Internet access, and much more. We have seen in the last decade, enormous investments in broadband, and fiber deployments to the home and to the premise,” said Miller.

Also important a document outlining terms and definitions in the field was created. While seemingly mundane this work is crucially important in ensuring consistency of comprehension in an area where many standards outlining different aspects of IPTV will co-exist.

Further discussion is expected on whether and how to treat the issue of redistribution of content to a point past an IPTV terminal device, and, in particular, how content protection and content management functions can or should apply in a home network environment.

Other issues examined and progressed were accessibility issues for people with disabilities, AV codecs and content format requirements. Output (and other) documents can be seen here.

The next meeting of FG IPTV will be held from 7 to 11 May 2007 in Bled, Slovenia.

A Recommendation that ensures that sound levels between various devices are harmonized in order that listening quality is not degraded was amended at Study Group 12’s January meeting.

The amendment takes into account the transmission characteristics for headsets and hands free terminals. The original Recommendation – P.313 - provides audio performance requirements for portable digital cordless and mobile handsets, headset and loudspeaker terminals.

Specifications for car mounted hands free terminals will be treated in a new Recommendation in progress and also under study in the Focus Group - From/In/To Cars Communication.

A revised workplan for some of the Questions in Study Group 12 will include specific mention of IPTV Quality of Experience (QoE) and Quality of Service (QoS).

The latest meeting of Study Group 12, Geneva, January, also saw agreement on a definition for QoE. This, experts said, is particularly important given the inclusion of QoE in the definition of IPTV agreed by the ITU-T IPTV Focus Group. (See previous story).

The overall acceptability of an application or service, as perceived subjectively by the end-user.

1     Quality of Experience includes the complete end-to-end system effects (client, terminal, network, services infrastructure, etc).

2     Overall acceptability may be influenced by user expectations and context.


Study Group 12 Vice Chair, Chuck Dvorak, said that he expects that IPTV and other multimedia QoS and QoE issues will see increasing attention in SG12 moving forward.

Dvorak also said that he expects that the non-transport aspects of networks and services, for example call processing performance, will also receive more attention. Additionally he says that he expects SG12 will take a closer look at how to better address the needs of developing countries in terms of QoS.

Representatives of the car industry joined with more traditional ITU-T members at the first meeting of the Focus Group From/In/To Car Communication.

The Focus Group meeting in Geneva, January, worked on specifications that will enhance communications in vehicles. Using as a starting point a specification developed by the German Association of the Automotive Industry (VDA) the Focus Group is looking to improve a draft Recommendation – P.Carhft – under development by ITU-T’s Study Group 12. The Focus Group concept allows for non-members, in this case the auto industry to participate.

A first priority is to deal with speakerphone audio quality, aiming to provide a specification that will help to improve the speech- and sound - quality between different devices. Second priority is requirements for headsets including wireless. Chairman of the group, Hans Gierlich of Head Acoustics noted also that a major problem for the car industry is car-to-car communications.

While first concentrating on narrowband speech (3.4kHz), the group will eventually move into better quality - wideband (8kHz). Input is also required in the area of testing for interaction between the network and hands-free terminals. In addition speech recognition will be addressed.

Participating companies included Alcatel-Lucent, Avaya, DaimlerChrysler, France Telecom, Harman/Becker, Head Acoustics, Mitsubushi, Nortel and Volkswagen.

A second FG meeting hosted by HARMAN/BECKER Automotive Systems is planned for March 15 in Ulm, Germany following the ITU, ISO and IEC event, The Fully Networked Car, Information and Communication Technologies in Motor Vehicles. The event taking place at the Geneva Motor Show will review and examine the implications of the latest developments in this fast-moving market. A significant value-add will be an exhibition showcasing the latest technologies in the field.

Following ITU-T’s Workshop on Digital Identity for NGN Geneva, 5 December 2006 a decision has been made to set up a Focus Group on Identity Management (IdM) under the parentage of Study Group 17.

Digital identity refers to the online representation of a user’s or network element’s identity and the identity of those that the user or network element interacts with. It does not mean the positive validation of a person. Information regarding device identities is becoming an increasingly valuable commodity, and as a consequence, its protection and management are vital to a healthy and inclusive digital world.

There are different approaches for representing identities and different identity management frameworks. The lack of a common view on digital identity and its management has so far resulted in incompatible applications.

The Focus Group will explore mechanisms that allow different frameworks to interoperate together. Experts said there is a need to identify current gaps in proposed solutions. For example, IdM solutions that involve the telecom network level and in general lower layers have not been addressed sufficiently, they said. The Focus Group will act as a platform for an exchange of information in order to bring about necessary harmonisation.

All standards organizations and developer forums involved in identity management worldwide, including institutes, forums, companies, experts and individuals regardless of whether ITU members or not are encouraged to participate.

The first meeting of the FG IdM is scheduled to take place at ITU Headquarters, in Geneva, from 13 to 16 February 2007.

The Focus Group "From/In/To Cars Communication" was established by Study Group 12 at its 5 - 13 June 2006 meeting.

The objective of the Focus Group is to develop a new set of requirements and specifications to help advance the work of the ITU-T SG12, mainly Questions 4/12 and 12/12, and to encourage participation in this activity of members of other standards organisations involved in car and Telecommunications/ICT industries, including experts and individuals who may not be members of ITU.

With the second meeting of the IPTV Focus Group (FG IPTV) seeing a record number of participants and contributions, experts have declared satisfaction that work towards a set of standards for IPTV is well on track.

A recent report from industry analyst Gartner says that the number of households around the world subscribing to IPTV services offered by telecom carriers will reach 48.8 million in 2010. Buoyed by new service launches, IPTV subscribers will more than double in 2007 from an expected 6.4 million in 2006 to 13.3 million according to Gartner.

Experts agree that it is imperative that standards needs are met if these impressive figures are to be achieved.

A key achievement at the FG IPTV meeting in Korea was progress towards an standardized IPTV architecture: The group agreed that IPTV architecture shall allow for both NGN and non-NGN approaches to IPTV, and within the NGN-approach, include both IMS and non-IMS based approaches.

Ghassem Koleyni, chair of the group: “I am particularly happy that we have achieved so much progress in Working Group 1 (service requirements and architecture). The level of participation in this group is growing and progress is overall good. But requirements and architecture are of such fundamental importance that getting a fix on these points, at this stage, is very satisfying. In order to gain momentum here we will convene an electronic meeting looking specifically at requirements and architecture, 18-21 December.”

The Korea meeting agreed on the following definition of IPTV: “IPTV is defined as multimedia services such as television/video/ audio/text/graphics/data delivered over IP based networks managed to provide the required level of QoS/QoE, security, interactivity and reliability.”

The next face-to-face meeting of the FG IPTV is scheduled for 22-26 January 2007 at the Microsoft facilities , Mountain View, California, USA (Silicon Valley) at the kind invitation of Alliance for Telecommunications Industry Solutions (ATIS).

The FG IPTV meeting was preceded by an ITU-T workshop. The event attended by over 400 and held in Seoul provided a view and examination of IPTV standardization, political and regulatory aspects, business models and various case studies as well as technical developments and service provider’s operational aspects. A roundtable discussion at the event concluded that global standardisation and interoperability are key for further development of IPTV worldwide. Other issues that might be further discussed at an international level, according to the roundtable’s twenty participants, include digital rights management (DRM).

Introduction

This ITU-T IPTV Global Technical Workshop will review and examine IPTV standardization, political and regulatory aspects, business models and various case studies as well as technical developments and service provider’s operational aspects.

IPTV represents a convergence between the traditional telecommunication and broadcast industries. And, as with any convergence a lot of work is needed to ensure interoperability. Globally accepted standards are clearly a key enabler for this.

With many of the conditions necessary for IPTV rollout in place - global IP connectivity over managed broadband infrastructure with such guarantees as QoS and security, and broadband connectivity with enhanced network capabilities - there is a strong demand for standards to ensure smooth service rollout and interoperability. The workshop will provide a review of the current status of IPTV work as well as an examination of where to go next.

On 4 and 5 April 2006 the TSB Director convened a consultation meeting to consider possible measures to take care of the IPTV studies within the ITU-T (TSB Circular 71). A result of the consultation meeting was an agreement to establish, according to provisions of Recommendation A.7, a Focus Group on IPTV. A website for the focus group has been established at http://www.itu.int/ITU-T/IPTV/index.phtml

Subsequent to the agreement at the consultation meeting, TSAG, at its meeting 3 to 7 July 2006, decided that the parent of the IPTV Focus Group should be Study Group 13 and that a Joint Coordination Activity (JCA) should be established amongst the management of the concerned study groups to provide an interface to the IPTV Focus Group.

The IPTV-JCA will work primarily by correspondence but can also meet in association with meetings of Study Group 13 where necessary. In addition urgent issues requiring attention can be flagged up at any time and the JCA can convene as appropriate to take action.

Introduction

The Focus Group "From/In/To Cars Communication" was established by Study Group 12 at its 5 - 13 June 2006 meeting.
 
Scope

The objective of the Focus Group is to develop a new set of requirements and specifications to help advance the work of the ITU-T SG12, mainly Questions 4/12 and 12/12, and to encourage participation in this activity of members of other standards organisations involved in car and Telecommunications/ICT industries, including experts and individuals who may not be members of ITU.

Terms of reference

The following areas should be addressed in the future activity of the Focus Group:

  • In car communication: Quality parameters and testing methods
  • Interaction of car hands-free systems with the radio channel
  • Extension of the work to wideband car hands-free systems
  • Special requirements/testing procedures for speech recognition systems in cars

ITU-T’s work on IPTV took a significant step forward following a meeting Geneva, July 10-14.

IPTV is being explored by media companies and service providers around the world as a way to add value to their existing offerings, and globally accepted standards are seen as essential in order that – for example – a broadcaster in one part of the world can easily distribute content in another.

The meeting of the IPTV Focus Group (FG IPTV) attracted over 150 delegates from the world’s key ICT companies, over 100 input documents were considered, and the first drafts of various output documents agreed. All documents can be viewed on the group’s webpage.

A key output document drafted at the meeting shows the requirements for standardization in IPTV. Establishing this list is an essential part of the standards making process. Also dealt with by the group, and equally as important is outlining what standards already exist.

The meeting approved the establishment of six working groups:

  • Architecture and Requirements
  • QoS and Performance Aspects
  • Service Security and Contents Protection
  • IPTV Network Control
  • End Systems and Interoperability Aspects
  • Middleware, Application and Content Platforms
The next FG IPTV meeting will take place in Busan, Korea, 16-20 October, 2006.

A new ITU-T Focus Group will develop standards for ICTs in cars, and a workshop on the same topic has been announced for March 2007.

The group, open to non-ITU members, and in particular aiming to attract participation from car manufacturers, will be called From/In/To Cars Communication and will, according to terms of reference agreed at the recent meeting of ITU-T’s Study Group 12 address:

  • Hands-free communication in cars: Quality parameters and testing methods
  • Interaction of car hands free systems with the radio channel
  • Extension of the work to wideband car hands-free systems
  • Special requirements/testing procedures for speech recognition systems in cars

Deliverables from the group will be submitted to SG 12 for formal approval as ITU-T Recommendations.

Jean-Yves Monfort, Chairman Study Group 12: “It is essential for all stakeholders to come to grips with these technologies that are having a profound influence on vehicle development, the driver experience and the way that vehicles are now sold. They have the potential to vastly improve vehicle mobility and safety, while increasing comfort and enjoyment, but they also raise some fundamental questions. What are the right business models in linking the automotive and telecoms sectors? How do we face the technical and engineering challenges? How do we make sure that the right standards are adopted to deal with the complexity of so many electronic components and to allow this market to develop its full potential? It is the goal of these activities, the formation of the Focus Group and the workshop, to provide some answers to these questions.”

ITU-T’s SG12 work in the field started following the 2003 ITU, Workshop on Standardization in Telecommunication for motor vehicles. The formation of the FG, will make it easier for car manufacturers, standards organizations and others to participate in the development of a new set of requirements and specifications to help advance the work of ITU-T.

The group, chaired by Hans Gierlich, Head Acoustics, will first meet January 2007, with a second meeting planned during the Geneva Motor Show, March 2007. The Motor Show will also host a workshop, convened jointly by ITU, ISO and IEC, The Fully Networked Car, Information and Communication Technologies in Motor Vehicles. The event will review and examine the implications of the latest developments in this fast-moving market. A significant value-add will be an exhibition showcasing the latest technologies in the field. The exhibition will run the length of the Geneva Motor Show, while the workshop will take place between 7 and 9 March.

The NGN Management Focus Group (NGNMFG) is seeking more input from service providers and network operators in order to build a more accurate roadmap of needs and existing specifications for NGN management. The group presenting version 2 of its roadmap at the May meeting of Study Group 4, in Beijing, changed its terms of reference to reflect the need.

While roadmap V1 identified NGN management specifications from ITU-T as well as other standards making organizations, V2 provides gap analysis and pinpoints areas that can benefit from better harmonization. Recognizing a gap in managing new functions tying the NGN transport stratum to the service stratum, V2 sees the addition of management of IMS (IP multimedia subsystem) and NGN transport technologies like ASON (automatic switched optical network) and Ethernet.

The first meeting of the Focus Group on IPTV (FG IPTV) will take place 10-14 July in Geneva.

The official announcement is here, and a new webpage has gone live detailing how to participate, significant dates and news among other details.

FG IPTV will coordinate and promote the development of global IPTV standards taking into account the existing work of the ITU study groups as well as Standards Developing Organizations, Fora and Consortia. It is open to any individual from a country which is a member of ITU who wishes to contribute to the work.

ITU will take the lead in international standardization for IPTV with the announcement that it is to form a Focus Group on IPTV (IPTV FG).

The announcement, while acknowledging that standards work is ongoing in many different places, including ITU, is a reaction to an industry call for ITU to push forward and coordinate global standardization effort in the field.

IPTV is a system where a digital television service is delivered to consumers using the Internet protocol over a broadband connection. It will help pave the way for players, many of whom are already moving to IP-based NGN infrastructure, to offer a triple-play of video, voice and data.

Standards are necessary in order to give service providers, whether traditional broadcasters, ISPs or telecoms service providers, control over their platforms and their offerings. Standards here will encourage innovation, help mask the complexity of services, guarantee QoS, ensure interoperability and ultimately help players remain competitive.

The mission of IPTV FG is to coordinate and promote the development of global IPTV standards taking into account the existing work of the ITU study groups as well as SDOs, fora and consortia.

The group was launched following a decision taken at a public consultation meeting attended by around 120 experts from the world’s ICT companies. Attendees agreed that all players in the IPTV value chain will benefit from worldwide standards, that there is a lot of work to be done and that rapid progress is necessary in order to avoid market fragmentation. The Focus Group mechanism was seen as the most effective way of addressing this. Inputs to the meeting as well as a webcast can be found here.

Houlin Zhao, Director of the Telecommunication Standardization Bureau of ITU: “We have seen a desire to expedite and accelerate a global focus on standards for IPTV. There has been extraordinary consensus that ITU must lead this work and I am pleased that – again - ITU is seen as the right place to develop and harmonize this international standardization work, as well as identify and help fill gaps where there is still a standardization need.”

Bilel Jamoussi, Director Strategic Standards, Nortel, said: “Industry applauds ITU’s initiative to create this Focus Group and will contribute to its success.”

The FG will build upon existing work. Its scope will include architecture and requirements, QoS, security, network and control aspects, end system aspects – terminals etc., interoperability, middleware and application platforms.

Study Group 13 will start work on a new topic (Question) relating to commercial off-the-shelf software (COTS).

COTS solutions are seen as an efficient way to reduce operating costs, but a lack of standards has kept costs high for licensing, adapting and integrating these components.

The title of the new Question will be Requirements and framework for enabling COTS components in an open environment. The aim is to outline the open interfaces and standards required to deploy COTS solutions in NGNs.

According to the text of the Question: “Guidance is required to ensure that COTS components will allow for creation of open and integrated communications platforms consistent with open (public and non-proprietary) standards  such that they will accelerate deployment of NGN infrastructure and services. It is necessary to define a common approach that helps to navigate through the appropriate interfaces and options to deliver an open and integrated communications platform using these standards.”

The Question was set up following a proposal from the Focus Group, The Open Communications Architecture Forum (OCAF). A Rapporteur, Johannes Prade, has been provisionally appointed to lead this work.

A review by the Telecommunication Standardization Advisory Group (TSAG) is necessary to complete the formal approval of the Question at the next Study Group 13 meeting in July 2006, but work in the area is ongoing and will continue as normal.

At the same meeting of SG 13, OCAF submitted two draft Recommendations, The carrier grade open environment reference model and Carrier Grade Open Environment Components. It is expected that these will be sent for consent at SG 13’s next meeting.

The announcement (18 November) that ITU’s Focus Group on NGN (FGNGN) has completed work on the first set of standards for next generation networks (NGN) marks a significant step towards a fundamental reworking of the world’s information and communications technologies networks. With NGN, network operators hope to replicate the level of service and reliability that customers have come to expect in telecommunication systems across all ICT networks.

The milestone reached with the launch of the Release 1 set of specifications has been achieved in a very short time by members of ITU’s Focus Group on NGN (FGNGN). FGNGN is made up of representatives of the world’s telecoms service and network providers, manufacturers and governments.

Telecoms companies around the world are starting to make the move from the traditional circuit switched networks that have essentially been in place since the earliest days of telecommunications to an Internet Protocol (IP) based system that will create cost efficiencies and allow a much greater level of diversity for service providers. Release 1 will serve as an invaluable tool to facilitate this rollout.

Contained within the 900 pages of ‘deliverables’ are some of the high-level architecture and frameworks for NGN. ITU’s next phase of NGN work – to be called the NGN-GSI (for global standards initiative) - will focus on the detailed protocols necessary to offer the wide range of services expected in NGN. It is also expected that the GSI will aim to harmonize different approaches to NGN architecture in different parts of the world.

Houlin Zhao, Director of the Telecommunication Standardization Bureau, ITU said: “Industry is backing NGN to the tune of billions of dollars. And ITU is very proud that the world’s manufacturers of telecoms equipment, network and service providers and administrations have entrusted us with this work. They understand that global standards will stimulate innovation and superior technology and enable interoperability, protecting current and future investment. ITU is the only body in the world that will be able to offer the necessary convergence between different NGN platforms on a global basis if they emerge.”

Since extending the reliability of telecoms networks into Internet Protocol based systems is key to the success of NGN, quality of service (QoS) specifications have been a strong focus of NGN work. Additionally, security aspects, universal access and the separation of services from the underlying network have been important topics covered.

The NGN-GSI will build on the momentum generated over the past year. The period 2004-2005 has seen meetings and workshops progressing work on NGN around the world. Participation in and contributions to this work are continuing to increase.

The next phase of ITU-T NGN work will see a significant re-organization of work schedules to ensure that experts from different Study Groups are able to meet at the same time. The meeting schedule has also been designed to maintain the brisk pace established during the first phase of the NGN work, and to meet members’ demands.

A new process that allows work to be started in new areas on ‘any day of the year’, has been endorsed at the latest meeting of TSAG.

In the fast moving world of information and communications technologies (ICT) the quicker standardization work can start, the better. The ‘quick start’ process allows ITU-T to initiate new activities with speed when members identify a new area for standardization. It is a further example of how responsive ITU-T is to market needs and it strengthens ITU-T's claim to be one of the most attractive and efficient places to produce global standards.

Simply put, the process gives responsibility for taking quick action, such as setting-up a new Focus Group, a joint rapporteur group, or a joint coordination activity, to the Telecommunication Standardization Bureau (TSB) Director in agreement with the Study Group chairmen and the TSAG Chairman. Previously it was normally necessary to wait for the next Study Group meeting, which could have been months away. So, for example, if direction on a particular topic is seen to have reached sufficient maturity in Technology Watch discussions, measures can be put in place to ensure immediate action. Experts agreed that such a speedy response to market needs is essential to continue bringing the most important new work into ITU-T.

A roadmap identifying NGN management specifications has been published on the ITU-T SG 4 website.

The roadmap will provide an insight into how NGN management will differ from the management of traditional telecommunication. And as specifications are added this picture will become clearer, experts said.

The NGN Management Specification Roadmap is an output of the NGN Management Focus Group, a group sponsored by ITU-T SG 4. The document identifies the various existing, or work-in-progress specifications relevant to NGN management. These specifications are not all ITU-T Recommendations, but also come from other standards making bodies with expertise in defining management interfaces. For example, the roadmap tags the 3GPP (3rd Generation Partnership Project) specs for mobile telephony relevant to the IMS (IP Multimedia Subsystem) management. IMS is expected to be a key building block for NGN specifications.

An additional and important feature of the document is that it provides gap analysis, identifying areas where standards are still needed, and also identifies overlapping specifications requiring harmonization.

The aim is for the roadmap to be a living document at this time, which is part of the reason that it hasn’t been turned into an official ITU document – like a Recommendation. Another reason for not giving the document ‘normative’ status is so that non-members can enjoy free access to it.

What: ITU together with sponsors BT, Cisco, Lucent Technologies, Motorola, Nortel and Siemens is holding a one day event to mark a new milestone in ITU's work on next-generation networks (NGN). The event will present an overview of NGN work so far, details on future direction and some of the business drivers for NGN. In addition to announcing this completion of work on the Release 1 standards for NGN by ITU-T's Focus Group on Next-Generation Networks (FGNGN), the event will communicate the next phase of NGN work to be progressed under the banner of the NGN Global Standards Initiative (NGN-GSI).

Morning sessions will focus on technical aspects of the NGN work, while the afternoon will be devoted to market/business drivers. Registration is

Why: Operators from around the globe are implementing NGN strategies and plan to invest billions of dollars in the eventual rollout of new packet-based networks. Study Group 4 meets this week in Geneva. The Study Group looks at the interfaces that sit between management systems and network elements, as well as interfaces between management systems.

Dave Sidor, Chairman of SG 4 said prior to the meeting, a key focus will be progressing NGN related specifications and also harmonization of standardization efforts across different standards making bodies. Sidor said that it’s important to identify the overlaps between these bodies in order to avoid duplication of work and ensure that industry’s best needs are served. In this way he said industry ends up with one rather than multiple solutions.

One area that will be discussed in terms of this harmonization is the charging and billing for services in next-generation networks (NGN). Another is in the area of specifications for management of Ethernet based networks.

For possible consent at the meeting is M.3060, a proposed ITU-T Recommendation covering the principles of NGN management.

Also at the meeting the NGN Management Focus Group will report on its activities in particular on the NGN management specification roadmap, a document which identifies the various existing, or work-in-progress specifications for NGN management. These specifications are not necessarily ITU-T Recommendations, but could come from any other standards making body.

September has got off to a flying start as far as next-generation networks (NGN) work in ITU is concerned. The important milestone of the Release 1 set of standards is on track for November and sufficient momentum has been achieved to ensure that the next stages of NGN work will be carried out with similar efficiency.

The continuation of the NGN study by ITU will be re-branded the NGN-Global Standards Initiative (NGN-GSI).

Houlin Zhao, Director of TSB, ITU-T’s secretariat said: “I am very pleased with the progress and the results achieved by the Focus Group on next-generation networks (FGNGN). These first results will provide the building blocks on which the world’s systems vendors and service providers can start to make this monumental shift to NGN. We have the momentum, the tools and the will to continue this significant and important work.”

Agreement on a future plan is clear and the Focus Group on next-generation networks (FGNGN) has been putting the finishing touches to Release 1 before formally submitting it into the Study Group system.

The FGNGN met in Geneva 24 August – 2 September alongside meetings of Study Groups 11, 13 and 19, themselves all having elements of NGN work. Each FGNGN meeting has seen increased participation and contributions according to management.

The group chaired by Chae-Sub Lee of Korea is expecting to see completion of its Release 1 set of standards, at its November 2005 meeting in London, UK. A one day briefing session following that meeting will serve as an overview of the work, as well as an opportunity to promote future direction and business drivers.

The first draft of an allocation table for the distribution of work following the November meeting was also agreed. This type of activity as well as the development of a prototype project management tool, is seen as important in order to keep NGN work, that cuts across the study groups, aligned, coherent and consistent.

According to FGNGN chairman Lee, an important focus of the work at this Geneva meeting are the quality of service (QoS) aspects that will allow – for example – services like IPTV to be offered with the same broadcast quality as traditional TV. The Focus Group expects that there will be more than ten deliverables on QoS that will be submitted into the Study Group system for approval as ITU-T products such as Recommendations. Additionally the topic of fixed-mobile convergence saw much discussion in the meeting according to Lee.

FGNGN also saw the document that describes the scope for NGN standards in ITU reaching near maturity, an important step, according to meeting insiders. The document that gives an overview of what Release 1 is expected to cover in terms of services, capabilities and high level objectives was described in the meeting’s report as ‘very stable’. Additionally much progress was made on another crucial document describing Release 1 requirements.

Geneva, 8 June 2005 – The Open Communications Architecture Forum (“OCAF”) Focus Group announced today the availability of the Carrier Grade Open Environment (CGOE) reference model, its first official output document, which represents a significant step towards fulfilling its mandate to develop requirements for components for a Carrier Grade Open Environment (“CGOE”). The CGOE reference model defines a framework by which interfaces and standards required to deploy COTS solutions in next-generation networks (NGNs) can be identified in a formal manner.

The Open Communications Architecture Forum (OCAF), a Focus Group operating under the auspices of the ITU-T,
has produced its first official publication. OCAF was created in May 2004 to accelerate the adoption of an ecosystem of open standards components in next generation networks (NGN). The mission of OCAF is to help service providers, equipment and software vendors address the complexity of moving to these new packet-based systems. Selected outputs of OCAF will be submitted for approval as ITU-T Recommendations.

The Carrier Grade Open Environment (CGOE) Reference Document – outlines a framework for the open interfaces and standards required to deploy solutions based on standardized commercial off-the-shelf (COTS) components in NGNs. Available from the OCAF webpage, the CGOE Reference Document is intended for an audience that aims to integrate solutions containing components from multiple, different, COTS software and hardware vendors.
Typically this will include service providers, solution providers and technology providers.

The model is consistent with the concept that technology providers deliver components to solution providers who then subsequently provide solutions to service providers. OCAF members are already using the model to deploy NGN services and promote best-of-breed component reuse and interoperability in a multi vendor environment.

OCAF has also published a white paper, outlining its work. The white paper, also available from OCAF's webpage details the group's raison d'être as well as giving a detailed mission statement.

The NGN Management Focus Group has been created to organize and undertake a centralized approach regarding NGN management specifications. It has been created in response to a request from the NGN Focus Group.

The NGN Management Focus Group provides a platform where SDOs working on NGN management specifications can share information about their work plans, identifying and filling gaps, while avoiding overlaps and divergence.

The aim of the NGN Management Focus Group is to have a complete set of NGN management specifications available in time for NGN Release 1.

The URN Focus Group was created by Study Group 10 and renewed by Study Group 17 to progress the work on the Z.150-series of Recommendations between SG meetings. It collects requirements, suggestions, and contributions, and produces reports to SG 17. In effect, the URN Focus Group leads most of the technical development behind URN, in accordance with the SG 17 work programme.

In 1998, Study Group 3 agreed the creation of the first-ever ITU-T Focus Group, tasked to study a possible scheduled reduction of accounting rate. The Focus Group?s task was to propose transitional arrangements towards cost orientation beyond 1998. The work of Focus Group has been completed but its web page has been regularly updated and provide the most recent "target rates".

Focus Groups are an instrument created by ITU-T that augment the Study Group work programme by providing an alternative working environment for the quick development of specifications in their chosen areas. Focus Groups are now widely used to address industry needs as they emerge, and when they are not covered within an existing Study Group. The key difference between Study Groups and Focus Groups is the freedom that they have to organize and finance themselves. Focus Groups can be created very quickly, are usually short-lived and can choose their own working methods, leadership, financing, and types of deliverables.
