The same admission procedure as prevailing for Sector Members will be applied for Associates, taking into account each Associate's specific profile.

• Recognized operating agency, scientific or industrial organizations, financial or development institutions, should submit their application, for approval, to the Administration of the Member State in which their company or organization has its headquarters or of the territory in which it operates. The Administration of the Member State will then transmit the application form to the ITU Secretary-General. Admission will become effective upon receipt by, the ITU Secretary-General, of the approval of the Member State.
  
  
• Other entities dealing with telecommunication matters, should submit their application, for approval, to the Administration of their Member State, which will then forward it to ITU; taking into account the criteria and procedure defined by the ITU Council.
  
  
• Regional and other international telecommunication, standardization, financial or development organizations, should send their application directly to the ITU Secretary-General; taking into account the criteria and procedure defined by the ITU Council.
