Mr. Reza Jafari

As Managing Director, International, Mr. Jafari is in responsible for overseeing service delivery to NeuStar’s international customers; maintaining and growing existing relationships and developing new business opportunities for the company.

Mr. Jafari brings to NeuStar more than 20 years of strategic business management experience, most recently serving as Chairman and CEO of The Omega Partners, an executive advisory group providing business performance improvement, human capital and financial management advice to the telecommunications, broadband and information technology industries.

Prior to his tenure at The Omega Partners, Mr. Jafari served as President of EDS’s Global Communications, Media and Entertainment (CME) Industry Group. He directed all business strategy, significantly grew the business and managed relationships for EDS with the CME industry worldwide.

Earlier in his career, Mr. Jafari co-founded and served as CEO of Satellite Conference Network and Bankers-TV Network in New York City, a satellite producer delivering video-based interactive programming and industry news to the banking and healthcare industries.

Mr. Jafari currently serves on the TELECOM Board of the International Telecommunication Union (ITU), also as Vice-Chairman of the Advisory Board to the India, China and America (ICA) Institute.

He is an MBA graduate from Indiana University’s Kelly School of Business, and is a board member of the Dean’s Advisory Council.

Dr. Ito is responsible for the entire engineering organization of KDDI. After joining KDD in 1971, he was with KDD R&D Laboratories and was engaged in the research activities in satellite communications and network planning. In 2000, after the merger of three companies, DDI, IDO and KDD, he served as a Managing Director of the new company KDDI where he was in charge of Engineering Division of the Mobile Business Sector. He also contributed as Chief Operating Officer of Solution Business Sector from 2002 to 2004.

He holds M.E. degree from Waseda University. Later, he received M.E.E. degree from Princeton University, Princeton, NJ in 1976 and Ph.D. from Waseda University, Tokyo in 1981.

He was awarded the Medal of Honor with Purple Ribbon in 2004.

Jean-Yves Léonnec is Vice President of France Telecom Research & Development, in charge of its newly created Development Department. As such, he is responsible for managing the development of all products, services and infrastructures coming out of France Telecom's Research and Development.

Prior to that, he was in charge of a 700 people research and development center developing middleware and platforms for the Group.

When he joined France Telecom R&D in 1994, he was responsible for coordinating partnerships with international suppliers, within a project aimed at implementing a new range of information services based on intelligent agents from General Magic, a company located in the United States. He then managed 2 laboratories, before being appointed technical leader of a transversal project aiming at providing France Telecom clients (fixed, mobile or Internet) with a single address book.

Jean-Yves Léonnec holds an engineering as well as a business degree.

Thorsten Heins was born in Gifhorn, Germany on December 29, 1957. He joined the Siemens AG in 1984, after graduating from the University of Hanover with a degree in physics.

Thorsten Heins has been involved in the telecommunications area at Siemens for almost 20 years. He started out in the central laboratory for communication technologies and the central laboratory for the electromagnetic compatibility of communication products. Heins subsequently held various managerial positions, among others in customer service, sales, and product management for mobile networks.

In 1996, Heins went to the U.S. to build up the Wireless Business segment in Boca Raton (Florida). He returned to Munich in 2000 and was President of the Solutions Division within Siemens mobile until he moved to the neighboring Information and Communication Networks Group in 2002. There, he first headed the Optical Networks Division and later the Carrier Products unit. On April 1, 2004, Thorsten Heins returned to Siemens mobile to assume worldwide responsibility for the Mobile Phones Division.

Since October 2004, Thorsten Heins has been responsible for the Devices segment in the newly created Siemens Communications Group. On June 15, 2005, he was nominated as Chief Technology Officer (CTO) and is, as Member of the Group Board, responsible for the Communications Region Asia Pacific (APAC).

He enjoys outdoor activities such as mountain biking, hiking and likes taking rides on his motorbike. Thorsten Heins is married and has a daughter and a son. He lives with his family in Munich.

Fernando was born in 1958 and he is an engineer of Telecommunication. After developing its professional activity in Universidad Politécnica of Madrid and, later since 1987, in the European Space Research and Technology Centre in the Netherlands (ESA - ESTEC).

He joined Telefonica Group in September of 1992, as Head of Projects of the Department of Business Promotion of Telefonica International.

In January 1997, Fernando was appointed Director Superintendent (CEO) of the Companhia Riograndense de Telecomunicaçoes (CRT) in Brazil, where later he assumed also the position of Chairman and CEO of CRT and Chairman of Cellular CRT. In March 2000, he held the position of General Manager for Latin America and member of the Management Committee of Telefonica Moviles. In June 2002, he was nominated General Manager of Technology.

Later, he moved to Telefonica Moviles España, as General Manager of Technology, Platforms and Services, taking responsibility of the analysis, selection and certification of networks technology and platforms of services.

Since April 2005, Fernando is the Chairman and CEO of Telefonica I+D.

In 1977 graduated with honours from Dagestan Polytechnic Institute specialising in radio equipment design engineering. After the graduation worked as an engineer of the Regional Centre for Long-Distance Telecommunications of the USSR Ministry of Telecommunications in Makhachkala.

In 1997 Mr. Erokhin headed Rostelecom branch in Rostov-on-Don.

Since October 2001 Mr. Erokhin has been serving as First Deputy General Director of Rostelecom.

On November 3, 2003 by Rostelecom Board of Directors’ resolution he was nominated General Director of the Company.

Art Reilly, Senior Director, Strategic Technology Policy at Cisco Systems, has been a leader in improving interoperability and quality in networks through telecommunications standards for more than 20 years.

He is Cisco’s principal representative to the International Telecommunications Union and other UN activities on technology policy matters, and is a member of the Board of Directors of the US ITU Association.

Art has successfully led nationally, regionally and globally efforts to promote voluntary, private-sector-led, market-driven standardization and to harmonize standards development. From 1984 until 1996, he held various leadership positions, including Chairman in the ANSI-accredited telecommunications networks standards committee sponsored by the Alliance for Telecommunications Industry Solutions (ATIS). He was one of the initial architects of the Global Standards Collaboration (GSC) process which began in 1990 and which regularly brings together telecom standards leaders from the North America, Europe, Asia, and Australia along with the ITU standards leaders.

As the business Vice Chair of the UN ICT Task Force, he provided leadership in promoting the achievement of the UN Millennium Declaration Goals (improving the quality of life for people around the world) through the use of information technology.

Art has been an active private sector representative in the World Summit on the Information Society (WSIS) processes. He is currently active in private sector planning for the Internet Governance Forum (IGF) which was proposed at WSIS2005 and will meet for the first time in 2006.

Since 1992, he has also served each of the Network Reliability and Interoperability Councils (NRIC) in advising the FCC in these areas as well as on topics such as reliability, interconnection, Y2K, and homeland security.

Art is also a past member of the Standards Board for the Institute for Electrical and Electronics Engineers (IEEE) and the IEEE’s Charles Steinmetz Awards Committee.

Among his awards, Art received the 2000 American National Standards Institute’s Richard Finegan medal for extraordinary leadership in the development and application of voluntary standards. In 2004, the IEEE presented him the Communications Quality and Reliability President’s Award.

Art has a Bachelor of Science degree in Electrical Engineering from Virginia Polytechnic Institute and a Master of Engineering degree from Cornell University.

Klaus Mense (44) received his degree in electrical engineering at the University Erlangen (Germany). He started his career in 1988 at the former Deutsche Bundespost which later became Deutsche Telekom AG. He was responsible for various topics during his career. In particular he was in charge of the product development of the X.400 mail system and later for the roll-out planning of the broadband cable system in the south of Germany.

Mr. Mense joined the international division in 1993 and participated in the founding and management of international subsidiaries. Three years later he lead the national and international introduction and product management of the ATM based business customer product.

Nowadays Mr. Mense is responsible for the development of the group technology and platform strategy at the headquarters of DT AG. Klaus Mense focuses on the group aspects of Next Generation Network architecture and the consistent implementation in fixed, mobile and business customer production environment.

Keith Dickerson has worked in the ICT industry for over 25 years, and is currently Head of Standards for the BT Group as part of the Office of the CTO. He provides direction to BT’s standards activities working closely with BT CTO Matt Bross to identify the key technologies to BT and the standards required to support BT programmes such as the 21st Century Network. Keith directs a team of professional engineers participating in standards in all areas related to telecommunications and IT. He is responsible for developing strategies for BT’s participation in many standards bodies and fora including ETSI, ITU, 3GPP, ATIS, CEN, IETF, TMF, W3C and OMA. He was responsible for hosting the IETF in London in 2001 and is a member of the Internet Society (ISOC).

Keith was one of the founder members of the ITU-T NGN Focus Group which was created during the Global NGN Summit in Beijing in April 2004, and was co-chairman of the Working Group addressing the Future Packed Based Network (FPBN) until the completion of the Focus Group in December 2005.

In June 2005 Keith was elected to the Board of the newly created IPsphere Forum (see www.ipsphereforum.org) and chairs its Service Provider Council. This is looking at mechanisms of providing QoS over IP-based networks, to ensure that differentiated IP-based services can be provided to customers.

Keith has also been a member of the ETSI Board from 2002 until today, and is active on strategy and external relations topics. Keith led the DASH Description of Architecture and Services Harmonization Task Group in 1994/5 and was then an active participant in the ETSI Strategic Review Committee on the EII (SRC6), leading the working group on identification of standards relevant to the EII. He then led work on Telecommunications and Information Architecture in ETSI and was the Vice Chairman responsible for strategy of the ETSI Technical Committee on Network Aspects (TCNA).

Keith was Chairman of the ICT Standards Board (ICTSB – see www.ictsb.org) from March 2000 – June 2006, and led initiatives to clarify its role, widen its membership, and strengthen its links with RTD. Keith was also involved in creating ICTSB working groups on Intelligent Transport Systems, Smart Houses and Network & Information Security and led the ICT Standards Focus Group. Previously Keith led the CEN delegation to ICTSB and was a frequent participant from the time of its creation in 1995. Keith was also Chairman of the CEN/ISSS Forum, the body which manages and sets direction for the CEN/ISSS workshop programme, from it’s creation in 1997 until 2004.

From 1995-2000 Keith was an active participant in the ETNO Working Group on ICT Standards and drafted many contributions on topics related to European and global standards. From 1998/9 he was secretary to the High Level Strategy Group for ICT Standards (HLSG) and made many presentations on HLSG recommendations to ICTSB and other bodies.

From 1992-5, Keith lived and worked in Brussels as a member of the RACE Consensus Management project, where he was responsible for downstreaming the results of the EU RACE and ACTS R&D programmes to international standards. Keith has made well over 100 contributions to international standards bodies including ITU, ISO and ETSI on a wide range of topics including man-machine interfaces, services, telecommunications and information systems architectures …and of course strategy.
