Question 14/16 - Facsimile Terminals (Group 3 and Group 4): Specification and Performance Evaluation
(Continuation of Question 14/16)
  1. Motivation

    This Question contains those aspects of 14/16 from the 2001-2004 study period which require further study. It is necessary that the existing Recommendations are amended to reflect emerging market requirements and where appropriate new Recommendations produced. Changes in networks supporting facsimile communication will also need to be reviewed with regard to the quality of service and, if necessary, reflected in the appropriate Recommendations. Regarding facsimile transmission over the Internet, lots of extension of T.37 and T.38 were done in the 2001-2004 study period. Further study is needed to extend their capabilities to enable all features of Group 3 and Group 4 to be supported on the Internet. Display oriented colour space was also introduced in T.4, T.30 and T.42 in the 2001-2004 study period. It is expected to include in T.43 and T.44.


  2. Study Items

    The work on facsimile terminals is divided into two broad areas, i.e. extension of existing facsimile capabilities and the quality of service aspects.

    Facsimile terminal capabilities and operation on GSTN and ISDN

    The work in this area will define new or amended capabilities and their implementation for Group 3 and/or Group 4 terminals. Also considered will be a number of capabilities including, but not limited to, those listed below:
    • Definition of service and new usage of facsimile;
    • New modulation schemes;
    • New coding schemes; for example, JPEG2000;
    • Colour facsimile; Introducing “Display oriented colour space”;
    • Facsimile centred computer interfaces;
    • Enhancements of the binary file transfer capability, to cope with further requirements (e.g. interactivity) related to the use of Recommendation T.434;
    • Test images and documents;
    • Input of items related to facsimile terminal capabilities and operations associated with network support (mainly Next Generation Mobile Networks).

    Operation on networks other than GSTN and ISDN

    For store and forward facsimile transmission using Internet mail capabilities, the following extensions should be studied:
    • Support for new image compression capabilities;
    • Support for non-image transmission capabilities;
    • Operation over mobile packet networks;
    • Terminals for direct connection to the Internet;
    • Gateway functionality;
    • Security and Mobility aspects.

    For real-time Internet fax over IP networks, the following extensions should be studied:
    • Revisions to transport layer;
    • Revisions to H.323 call control;
    • Revisions to SIP/SDP call control;
    • Revisions to H.248 call control;
    • Operation over mobile packet networks;
    • Gateway and IAF functionality;
    • Security transmission.
    • Study of hybrid GSTN/IP tandem networks upon facsimile transmission

    Quality of service aspects

    The work in this area will consider the effect on the facsimile quality of service of the changes being made to those networks that support facsimile communication. It will also identify causes for failures of poor quality facsimile calls and where appropriate proposing corrective measures. Initially, the work will consider the following list of items but additional ones will be considered as and when they arise:
    • Terminal-network interaction;
    • Inter-working between facsimile terminals connected to different networks (mainly Third Generation Mobile Networks);
    • Improvement of performance over long-delay or poor quality networks.

    Develop new Recommendations and update existing Recommendations addressing:
    • Display oriented colour space WG; Revision of T.44, T.43, T.4 and T.30;
    • T.38; Extension of IAF and Gateway functionality, Security aspect;
    • Extension of Group 3 and Group 4;
    • Maintenance of related Recommendations: T.4, T.5, T.6, T.22, T.23, T.24, T.30, T.31, T.32, T.33, T.35, T.36, T.37, T.38, T.39, T.42, T.43, T.44, T.45, T.503, T.563, F.162, F.163, F.170, F.171, F.182bis, F.185, F.190.
