2. Recent changes on the BR IFIC Web page: New column "MDB Extract"

As from BR IFIC 2650, the Radiocommunication Bureau provides additional information under this column as described below.

The file ific2652-mdb.zip contains an extract from the DVD with all frequency assignments/allotments to stations of Terrestrial services updated in this BR IFIC (Parts I, II, III and IIB). In other words, the content of this file is equivalent to performing the "latest publication" query from the BR IFIC DVD.

Once unzipped from ific2652-mdb.zip, the data contained in file ific2652.mdb may be consulted using the software TerRaQ (option "File/Import"). The installation of TerRaQ is only available from the BR IFIC DVD. It is not necessary to reinstall TerRaQ each time from the DVD unless otherwise indicated due to changes in the software and/or database structure.

3. Note about Review of findings

Part IIB of BR IFIC 2652 contains 7 495 frequency assignments to the fixed and mobile services in the bands between 6 765 and 8 100 kHz whose findings were reviewed pursuant to the relevant WRC-03 decisions which entered into force on 30 March 2009. The review is described below.

3.1    Frequency band 6 765 – 7 000 kHz

WRC-03 replaced the allocation of the band 6 765 – 7 000 kHz to the land mobile service on a secondary basis with the allocation to the mobile except aeronautical mobile (R) service on a primary basis, pursuant to the provisions of No. 5.138A.

With respect to this decision, the regulatory finding of 1 388 assignments to the mobile except aeronautical mobile (R) service was set to favourable and Finding Reference and Finding Observation fields were left empty.

3.2    Frequency band 7 350 -7 450 kHz

WRC-03 introduced provisions Nos. 5.143A, 5.143B and 5.143D, which allow the use of the band or parts of the band 7 350 – 7 450 kHz by stations in the fixed and land mobile services communicating only within the boundary of the country in which they are located, on the condition of operation on a non-interference basis with respect to the broadcasting service and subject to the limitation of the radiated power to 24 dBW for Region 1 countries. In addition, the Conference adopted provision No. 5.143C, which allocated the band 7 350 – 7 450 kHz to the fixed service on a primary basis in some countries of Regions 1 and 3.

·         Those assignments (2 604), which comply with the provisions of Nos. 5.143A, 5.143B or 5.143D, as appropriate, have obtained the following findings:

Regulatory finding: favourable
Date of entry into the MIFR: original date kept
Finding reference: 5.143A, 5.143B or 5.143D (for Regions 3, 1 or 2 correspondingly)
Finding observation: R

·         Those assignments (1 391), which do not comply with the provisions of Nos. 5.143A, 5.143B, 5.143C or 5.143D, as appropriate, have obtained the following findings:

Regulatory finding: unfavourable
Date of entry into the MIFR: original date kept
Finding reference: RR8.5
Finding observation: Y

3.3    Frequency band 7 450 – 8 100 kHz

WRC-03 replaced the allocation of the band 7 450 – 8 100 kHz to the land mobile service on a secondary basis with the allocation to the mobile except aeronautical mobile (R) service on a primary basis, pursuant to the provisions of No. 5.143E.

With respect to this decision, the regulatory finding of 2 112 assignments to the mobile except aeronautical mobile (R) service was set to favourable and Finding Reference and Finding Observation fields were left empty.
