Requirements are to be submitted by administrations or organizations who are authorized by the administrations concerned to do so, such as broadcasters and frequency managers. In the latter case, administrations are expected to advise the Bureau in writing, in advance, stating the names of the authorized organizations, their three-letter code for ease of identification and the scope of the authorizations (see Article 12.1 ); otherwise the requirements cannot be accepted by the Bureau.
