1. World's Regulators Agree to Best Practice Guidelines

Regulators from 80 countries participating in the 4th annual ITU Global Symposium for Regulators (GSR) held in Geneva in December 2003 agreed to a set of Universal Access Regulatory Best Practice Guidelines. The guidelines call for support for regulatory reform at the highest level of government and embrace regulatory practices such as increased competition, technology neutral licenses and universal service funds.

2. Test Yourself On Interconnection Regulation!

How much do you know about interconnection regulation? The newly released RRU self-learning interconnection regulation materials are designed to provide the basics on interconnection regulation. The eight modules and a self-administered test are ideally suited for new regulatory staff responsible for interconnection issues. Simply complete our on-line registration form (to enable us to track usage) to access the modules and take the test. Click here.


3. G-REX Interconnection Emergency Room Open for Business!

G-REX, the password-protected website for regulators and policy makers, recently opened the Interconnection Emergency Room (ER) where users can receive expert advice from fellow regulator Mr. Rakesh Kumar Bhatnagar of the Telecom Regulatory Authority of India (TRAI). Mr. Bhatnagar is a Telecom Engineer with more than 28 years of experience in the sector. He is ready to answer your questions on any interconnection issues (regulatory, economic, technical) through February 2004.

G-REX also houses the Regulators' Hotline where regulators and policy makers can pose questions on their pressing regulatory concerns and receive answers from their colleagues around the world. G-REX welcomes contributions in English, French and Spanish. Any regulator or policy maker interested in registering for G-REX is invited to do so at http://www.itu.int/ITU-D/grex/register.asp.


4. Call For Comments on Dispute Resolution Paper

ITU BDT and World Bank welcome your comments on their joint discussion paper on regulatory dispute resolution. The draft report, available on the ITU TREG website, documents a wide range of telecom dispute resolution experiences. It describes and analyses the major existing and alternative approaches to dispute resolution, with a view to providing policy makers and regulators with a better information base on which to make decisions and resolve sector disputes. The experience documented in the draft report indicates that existing regulatory and legal institutions are not always best equipped to resolve disputes efficiently and effectively. Policy makers, regulators and courts are adopting a range of alternative approaches to dispute resolution. Countries are invited to comment on the discussion paper available here by the end of January 2004.


5. Other Regulatory Events

The first informal meeting of regional regulators associations took place in Geneva on 7 December 2003. Representatives from all regional and sub-regional regulators' associations launched a global dialogue to foster greater cooperation and coordination. BDT pledged support for their initiative through the Global Regulators' Exchange (G-REX) and TREG websites.

The fourth Forum on Telecommunication Regulation in Africa held in Accra, Ghana, November 2003 developed universal access recommendations addressed to governments, telecommunication regulators and other stakeholders that were presented to the GSR.
