On 28 February 2005, a Virtual Conference was held on the subject of Spectrum Management Policy. This conference was the first of two parts to be presented on this subject. The presenter, Mr. Dale Hatfield, one of the authors of ITU Trends in Telecommunication Reform 2004/2005 and Adjunct Professor, University of Colorado is a frequent lecturer on spectrum issues. Prior to joining the University of Colorado, Mr. Hatfield was the Chief of the Office of Engineering and Technology at the US Federal Communications Commission. The conference provides an introduction to the topic of spectrum management and focuses on the nature of the resource, defines terms and reviews the traditional methods of managing spectrum at both the national and international levels – including the shortcomings and pressures for reform. The target audience is both (a) policy-makers and regulators who are new to the spectrum management area who wish to understand it in the broader policy context and (b) spectrum management specialists (e.g., engineers) who would benefit from understanding some of the broader economic and legal aspects of the subject – including the basis for current efforts towards spectrum management reform.
