Biography Mr. Edwin San Roman, Senior Telecom Expert, Peru

PhD in Electrical Engineering from the Royal Institute of Technology at  Stockholm, Sweden and Electrical Engineer from the Universidad Nacional de Ingeniería at Lima, Perú, Mr. Edwin San Roman has taken several specialization and training courses in Sweden, Germany, Japan, Canada and France. In February 2007, he joined INDOTEL (Instituto Dominicano de las  Telecomunicaciones) in the Dominican Republic in charge of a broadband an rural telephony project.  Mr. San Roman was the Chairman ( 2002-2007) of the Board of Directors of the Organismo Supervisor de Inversión Privada en Telecomunicaciones – OSIPTEL – (Supervisory Agency of Private Investments in Telecommunications in Peru).  President of REGULATEL (2004-2005), the Latin American Telecom Regulators Forum established to encourage the cooperation and coordination of efforts among its members and promote the development of telecommunications in this region of the world.  Since 2002, he has taught Rural Telecommunications at various Universities in Peru.
