A four-day training workshop jointly organized by the World Bank, COMESA, ARICEA and The International Telecommunication Union on "Competition and Changing Market Conditions: Impact of ICT Regulation"  will be held in Addis Ababa, Ethiopia from 6-9 November 2007. The workshop will be the first regional training event under the Global Capacity Building Initiative (GCBI). The GCBI is a joint ITU, InfoDev and World Bank flagship initiative designed to create a client-oriented, comprehensive and sustainable capacity building framework that facilitates the development and transfer of knowledge to support regulatory reform and support Governments in leveraging the role of the ICT sector as a key driver for economic and social development. The overall objective of the training workshop is to address the changing role of regulators in the context of changing market conditions and improved competition in the sector. The training will focus on the regulatory tools to deal with the complexities of competition issues and facilitate the development of significant competition in the market. The curriculum will be developed on the basis of the extensive regulatory resources of the joint ITU-InfoDev ICT Regulation Toolkit, providing a full range of best regulatory practices.
