At the kind invitation of
the Government of The Gambia, the Telecommunication Development Bureau (BDT) of
the International Telecommunication Union (ITU) and the Commonwealth
Telecommunication Organisation (CTO), in collaboration with the West African
Telecommunications Regulators Association (WATRA), are organizing a workshop on
ITU-CTO Universal Access Models, to be held in Banjul, The Gambia, from 10 to 14
March 2003.
The
workshop is aimed at building capacity among national regulatory authorities,
policy makers and information and communication technology (ICT) service
providers with respect to regulatory issues related to universal access.
The workshop is based on a three-part Model covering Universal
Service/Access Policies, Regulations and Procedures developed jointly by the ITU
BDT and the CTO. The workshop will
also allow participants to make their recommendations on how the models may be
further developed within the West African sub-region to suit local conditions.
The
two experts that designed the models will conduct sessions on guidelines for
developing a universal access policy, the creation and operation of universal service
funds, universal access project funding through minimum subsidy auction
mechanisms, tariff/interconnection regulation for the promotion of universal
access and telecentre options and strategies.
The workshop will be
conducted in an interactive fashion with comments and questions from the
participants directed both to the experts and to other participants.
