Digital Literacy: Preparing Adult Learners for Lifelong Learning and Flexible Employment is the theme of the 2010 UNESCO King Hamad Bin Isa Al-Khalifa Prize for the Use of ICTs in Education. Funded by the Kingdom of Bahrain, the US$50,000 prize is divided equally between two winners. The deadline for submissions is 30 September 2010.

Every year, this prize rewards projects and activities that demonstrate best practice as well as creative use of ICTs to enhance learning, teaching and overall educational performance.

Submissions must reach UNESCO via the governments of Member States, in consultation with their UNESCO National Commissions, or by international non-governmental organizations which maintain formal relations with the Organization. Winners will be celebrated at an award ceremony on 12 January 2011 at UNESCO Headquarters in Paris.

With the objective of facilitating the access of poor pregnant women to health services, Peruvian University Cayetano Heredia (UPCH), the Division of Science and Technology of Inter-American Development Bank (IDB) and Telefonica Movistar, presented the project "WAWANET: Connecting for improved maternal and child health in Peru", which call the innovative use of mobile telephony as a tool to raise levels of maternal and child health.


"WAWANET" aims to raise the levels of access, for low-income pregnant women, to health care system with the support of mobile technology, through Text Messages (SMS). In addition, the project aims to integrate an electronic medical record system with mobile technologies, all with the aim of improving information systems for mother and child.


 The pilot project will run initially in the Constitutional Province of Callao, benefiting 5.000 pregnant women in their early stages, where the UPCH has been working in maternal health projects since early 2009.

The training program for work in this country created the pilot project "In the way of employability", which want to improve the access of employment through the Information and Comuncación Technology (ICT). This education program is developed by the Organization “Fe y Alegría” in the country.


This course makes known the hidden skills that each person has. There is one case of Rinat as an example, Rinat who is a young blind man, who thanks to this course, has found their skills with what he can meet the challenges presented to in the workplace. Rinat was part of “Fe y Alegría” institution and managed to interact through virtual classroom e-learning platform in the "road to employability," which includes three modules: 1) auto guidance, 2) job searching and 3) plan and improvement of selection processes. Rinat worked from the Internet lab of the Bolivian Institute of blindness, with a median speed Internet. 


“Fe y Alegría” is a member of the Red TICBolivia and encourages the participation of professional and personal development of people with different capacities. Also, they work for the comprehensive and quality education for urban, and rural people who are discriminated because their economic status, socio-political, ethnic, cultural and with people with disabilities.

The Head of Government of Mexico City (Marcelo Ebrard Casaubon), and the Director of Telefonos de Mexico (Hector Slim Seade), put into operation the free service of Mobile WiFi Internet in Infinitum access in Mexico Park, with what there is a total of over 600 networking services in public spaces in Mexico City and it will be added about a thousand, as it was reported by TELMEX. This action is part of "TELMEX 2010: Technological Innovation Drive", which includes three main bodies: i) Connectivity, ii) impetus for Digital Education and Culture, and iii) the strengthening of Information Technology.

TELMEX has installed in all states of the country more than three thousand sites with Mobile WIFI connectivity in Infinitum. Also, as part of the program "Special Telephony", Telmex continues with the installation of public places in strategic locations in Mexico City for people with disabilities. This service was put also in Mexico Park. In this regard, the Head of Government said: "Telmex is committed to helping to Mexico City to meet its
objectives of digitization. Up to date, Telmex has installed 600 access points of free internet access, making this city with the most free Internet connections in public places. We will be the first city in Latin America where public schools are all digital, for that the support of TELMEX is essential".

On the occasion of the National Earthquake Simulation, the Minister of Transportation and Communications from Peru, Enrique Cornejo Ramírez, called to the public to use the telecommunications responsibly to any disaster or emergency situations. In that sense, beside the main officer from Telefonica del Peru, the minister presented the spot "1, 2, 3 ... communication in disaster situations" which aims to raise awareness on the proper use of telecommunications services in emergencies.

The minister explained that according the international and national experience, in cases of earthquakes or natural disasters, communication networks are congested, because in a situation of this nature, all people want to communicate with their family and that creates congestion. Therefore, it is important to be properly prepared to facilitate communications in an emergency situation, using SMS (Short Messages Service) or Internet.

It is very important to consider the following recommendations:
1. Avoid calling, and do not insist in case the call is not completed because this makes the network even more congested. In case the call is got, everybody should be sure that the call will not take more than a minute. In an emergency situation, as it was described, communication is a scarce resource and should be used responsibly.

2. Use text messages. It is a very efficient communication channel, as it uses minimal resources, it has a better chance to reach their destination in a congested environment.

3. Use the Internet to send emails and communicate via chat, Facebook, Tiwter, etc. Like the text, this channel consumes minimal bandwidth compared to voice communication.

Google is taking on internet telephone companies like Skype by allowing users to call from its free web-based email service. The service allows users to make calls to land lines and mobiles from inside their Gmail account. Phoning anywhere in the US and Canada will be free until the end of the year, while calls to the UK, France, China and Germany will cost 2 cents a minute. Until now Google offered computer-to-computer voice and video chat services.

"This is a real big deal because now hundreds of millions of Gmail users can make phone calls right from their Gmail page," Craig Walker, product manager for real-time communications told BBC News. "They don't need to download an additional application or anything to start making really high-quality low-cost calls. For the user it means much more efficient and low-cost communications."

The company plans an eye catching way to get non-Gmail users to give the product a go. It is in negotiations with a number of university campuses and airports to install red telephone boxes around the country to give users the chance to dial and try.

TEACHERS in Kenya can now acquire laptops complete with broadband internet connection and other software from Safaricom at affordable rates. This follows the signing of a partnership between Kenya’s leading telecoms firm, Safaricom, Equity Bank, Microsoft, Intel, Kenya Institute of Education and teachers’ main employer body, the Teachers Service Commission (TSC).

Speaking during the signing ceremony at Safaricom Center, Safaricom Chief Executive Officer Michael Joseph said the initiative would allow teaching professionals in the middle and low- income segments of the economy to embrace technology at an affordable price.

The partnership will see Equity Bank provide credit facilities to teachers, while Safaricom will make the acquisition of the devices, bundled with internet usage, possible through its 32-strong Safaricom Retail Centre network across Kenya. Microsoft will provide certified and subsidised Office Application software and antivirus for the laptops. It will further host and support Microsoft Live@edu email solution to all Kenyan teachers and provide access to Microsoft Learning Essentials. The laptops will also come loaded with the KIE syllabuses for both primary and secondary education. Intel will provide an application for self- training material while the TSC will create awareness about the loan among its members, and help administer the facility through a check-off system.

“We are putting internet technology in the hands of those who need it most; teachers. This will give a boost to e-learning and improve overall performance in Kenyan schools,” said Joseph.

With an investment of 159.231 million Colombian pesos, the Ministry of ICT of Colombia executes the plan of Broadband Internet connectivity in 25 departments of the country, which is run by Telefonica Telecom.

The third bi-annual telecommunications social plan will install 69.000 fixed broadband access in homes and in small and medium enterprises from 143 municipalities. The objective of this plan is the massification of broadband in the country and the installation of 2.500 access high-speed Internet in rural areas that are into the Bi-annual Plan 2.

The Minister for Information and Communications Technology said "The commitment of the Ministry of ICT III Bi-annual Plan is to provide 69.000 new fixed broadband ports to benefit the most needy Colombians and promote the development of small and medium industries in 143 locations, in 25 departments of the country". To provide connectivity, Telefonica Telecom will upgrade the infrastructure in these departments, migrating 31 microwave links to fiber optic technology. The importance of this modernization is to strengthen and expand the capacity and speed of broadband.

The population can purchase the service through Internet plans more than 1 Mbps, low-cost packages with duos and trios services. Also, this includes digital television and satellite telephone. In addition, implement a training program for ownership and understanding of the use of new technologies in communications.

Republica Dominicana is on the way to triple their bandwidth. The president of Indotel said the country is one that has greater bandwidth in Latin America, it has the same bandwidth capacity of Colombia, which has three times the size of Republica Dominicana and several times its population.

The Dominican Institute of Telecommunications (Indotel) announced the installation of three new undersea cables, a fiber optic ring that will surround the island, and other measures to reduce costs by 50% the cost of interconnection in the country.

The president of Indotel, Jose Rafael Vargas, said that these initiatives seek to influence in the reduction of charges to Internet and telephony services. He found that the rates for these services not only are affected by taxes, but also by the costs of interconnection providers.

This initiative of the Government of Chile and the company Entel provides public and private investment of over US$ 100 million.

For most of these towns it will be the first time they have access to advanced communication, benefiting schools, clinics and various productive activities. The Minister Felipe Morande said "this is a historic change in the rural world, the greatest advance in connectivity and communication for remote areas over the last 20 years."

This project constitutes the greatest improvement in rural connectivity over the last 20 years. It is the legacy of the Bicentennial project "Rural Internet Network: All Chile communicated", that enables the provision of broadband and mobile telephony to 1474 remote locations in the country.

This initiative of the Government of Chile and Entel will open its first phase in September, in 450 rural villages from 15 regions, and it will conclude in the year 2011. This project involves an investment over 100 million dollars benefiting in total more than three million Chileans.

Technology experts from charity Telecoms Sans Frontieres are providing emergency telecoms services to the victims of the flooding in Pakistan.

TSF, which has been in Pakistan since 9 August, said it has been providing telecoms services to victims of the flooding to allow them to call relatives and friends abroad. Around 945 families have been provided with calls so far, according to TSF. “For many people, the call provided by TSF is the first call since the outbreak of the disaster,” the organization said. “Many victims have lost their mobile phone or are in places with no electricity to recharge or simply have no money to buy credit.”

According to UN officials, the Pakistan floods cover an area the size of England with up to 20 million people affected. At least 1,600 people have been killed, with health officials warning the toll could rise as water-borne diseases spread, TSF reported.

TSF said it has 8 mobile teams, equipped with satellite and GSM phones, in the districts of Peshawar, Nowshera and Charsadda and plan to operate in the country for at least a month. The teams are composed of one man and one woman to allow both men and women to make a call, TSF said.

TSF staff also provides support to OCHA/UNDAC and the other UN agencies in the inter-agency office in Multan, Punjab Province. This assignment is scheduled until staff from the Emergency Telecommunications Cluster and other OCHA partners (IHP) take over. TSF continues to coordinate with the Emergency Telecommunications Cluster (ETC) as per further needs for ICT support to aid agencies.

Telecoms Sans Frontieres (TSF) deployed to Haiti in January to respond the impact of the earthquake in the country. The charity specialises in setting up communications infrastructure to allow aid-agencies to communicate on the ground more effectively.

ITU Secretary-General Hamadoun Touré has issued a global appeal for contributions to assist the flood-affected victims in Pakistan. ITU’s emergency telecommunications team is also working with the Government of Pakistan towards rehabilitating the telecommunication infrastructure, which has been rendered inoperative in many parts of the country.

The floods ravaging Pakistan are the worst ever in living memory. Over 15 million people have been displaced and vast tracts of fertile agricultural land have been inundated, with many facing the prospect of a continuing battle with water-borne diseases and malnutrition. The livelihoods of several millions have been affected with severe long-term repercussions on the economic and social life of the country.

“The whole world is in deep shock as this tragedy continues to unfold,” Dr Touré said. “ITU stands in utmost solidarity with the people of Pakistan in their hour of need and I join UN Secretary-General Ban Ki-moon in urging our stakeholders to respond generously to meet the urgent demand for relief and rehabilitation efforts.”

ITU regularly contributes emergency telecommunications assistance in the wake of humanitarian disasters, such as in the immediate aftermath of the devastating earthquake in Haiti in January this year as well as in other parts of the world.

The effort of two entities (AHCIET and CyberVolunteers), envolved in this agreement, will be developed around a main axis: the ICT and civil society. The Multilateral Investment Fund (MIF) from the Inter American Development Bank (IDB) announced the approval of total grants US$ 2 million to fund seven pilot projects of information and communication technology (ICT) to benefit small and medium enterprises in Latin America and the Caribbean. Among these Projects is Turístic: A Showcase for the World Tolima, University of Ibague (Colombia).

In order to refine the first agreement in the technological area, delegates from Venezuela were working with representatives of the Ministry of Telecommunication and Information Society (Mintel) from Ecuador in the Infocenter project . Under the cooperation agreement signed between the governments of Ecuador and Venezuela, signed by Mintel from Ecuador and the Ministry of Popular Power for Science, Technology and Intermediate Industries (MPPCTII) from Venezuela (Infocenter Foundation) there are various activities between these two countries.

Under this agreement there is a number of projects that encourage the exchange of experience between these governments to create new socio-techlogical spaces  (Infocenter). Anibal Ghanem, Venezuelan Manager in Technology, said that the purpose of this visit is to strengthening the Infocentre program, and develop this project in Ecuador. Also, Mr. Miguel Albán - Digital  Director of Mintel was pleased by the work done as part of this process of exchange of experiences.

NASHUA Mobile, one of South Africa’s leading mobile service providers, is launching a new programme aimed at addressing educational woes in the country. The programme, Streetwise Solution, is “an online learning system that has been implemented at four schools in South Africa in line with Nashua Mobile’s commitment to boosting education across the country”, according to a press statement.

Nashua Mobile says it aims to focus on making a contribution to the improvement of the education system. “The Streetwise Solution is a unique text-based email and information terminal that connects underprivileged schools to live on-line information that is sourced from reputable content developers,” reads the statement. The new solution, dubbed Online Encyclopedias, would comprise email, live current news, curriculum based worksheets and a host of other teaching and learning tools which would be brought right into the classroom.

Handicapped Youth Development Association breathes a sigh of relief after getting UN-HABITAT backing for disability project in Sierra Leone with $20,000 grant.

The Handicapped Youth Development Association (HYDA) was founded in 1998 as a response to salvage the numerous social ills faced by the disabled youth in Sierra Leone. HYDA is dedicated to the goal of enhancing the full and equal participation of young people with disabilities in social and economic life as well as providing an enabling environment for the enjoyment of human rights.

The centre would have been shut down unless emergency funding prevents the youth from being homeless. But fortunately, UN-HABITAT has provided $20,000 to support the group‘s Disability Is Not Inability initiative, a 10-month project targeting urban disabled youth in the capital, Freetown, with training courses in information and communication technology (ICT), entrepreneurship and vocational skills.

The project, which was selected from among 1,500 applications from 85 countries, was announced on 12 August, which is observed as International Youth Day. The award come from UN-HABITAT’s flagship Youth-led Development Fund, which is dedicated to supporting innovative ideas aimed at alleviating poverty, improving employment prospects for young people and increasing the participation of young people in democratic processes.

Computer micro-processor manufacturing giant INTEL Corporation has announced a number of initiatives to further develop ICT in Ghana. The company which has already established a local presence is pledging to assist the country with the needed expertise and technology to grow it into an IT hub in the region.

Corporate Affairs Manager of Group Intel, Olubunmi Ekundare explained to Joy Business some of the projects. “We have been able to help programmes that make it possible for teachers to have access to PC’s to buy their own PC “We are looking within the next one year to bring ICTs to the fore front in terms of education and small businesses,” he said.

He added farmers will also be introduced to the use of ICT to inform them on which pesticides and other things to use in order to boost their production.

Intel worldwide has been operating in Ghana since 2006. It is already working in partnership with both the Ministry of Education and Communication to offer awareness and training in ICT.

The Coalition has announced a $120 million program of grants for "technology improvements" at schools.

Schools would be able to apply to a School Technology Assessment Panel for up to $50,000 in funding, according to Opposition leader Tony Abbott. The money was intended to support "new and future teaching and learning approaches - including the integration of ICT and multimedia technologies". But it was up to individual schools to decide on what technology they would procure, Abbott said.

Applications from "the most disadvantaged schools" would be given priority under the scheme to ensure the benefits of ICT could be spread around.

"Aulas Hermanas" is a international collaborative project aimed to students between 12 and 17 years old, promoting interaction and collective construction of two classrooms in different countries (twin classrooms), through technology and Internet platforms. As a result of the interaction between the participating classrooms they get a blog that records the investigations, interactions and results of the "twin classrooms" coming around to the subject treated. This year, under the title "Living together", the organization proposes to address the issue of tolerance and coexistence in the context of societies with different kinds of differences.

The meeting is part of the schedule of Information and Training of the National Plan of Inclusion Digital in education, specifically into the program "One computer to each student".

The meeting was held with the participation of around 65 people. This Workshop consisted in the Training and information of the participants about the National Digital Inclusion Plan in education and the program "one computer to each student". The organization of the Seminar and the development of this was led by the National Team of Plan IDE.

After the opening of the "model classroom", there was a plenary presentation to all attendees on the scope of IDE Plan. In this space the training materials were showed by the Plan team to see this first stage. Also the participants could navigate in the website of the Plan and the presentations, resources that were already stored, the educational map with information on technical schools, news, digitized materials and teaching aids.

Through its program "Unlimited Potential", Microsoft Peru made a donation (in cash and software) to the organization "YES Peru" to implement the project "Digital Literacy Infocentre", which seeks to provide training in the use of virtual tools.

This project will let that low-income youth people from San Juan de Lurigancho, as well as women from grassroots organizations, can be trained in the use of virtual tools (E-business, E-Governance, among others). They can ensure their integration into the labor market and improve their life expectancy. With a duration of one year, this initiative will benefit 500 young people from the area and approximately 250 women and it hopes to be replicated in other parts of the country.

YouTube is making the tens of millions of videos it hosts more accessible to the deaf and hard of hearing by putting automatic captions on them.

The Google-owned company said this use of speech recognition technology is probably the biggest experiment of its kind online. Previously captions were only on a small amount of content. Initially the feature will apply to English language videos, with other languages being added in the coming months. In November last year, YouTube rolled out automatic captions to a handful of partners including the University of California, Berkeley, Yale University and National Geographic.

YouTube said by opening all this content to those who have not really been able to access it in the past should democratize information and "help foster greater collaboration and understanding".

IBM East Africa has announced plans to partner with regional universities on software development. In an agreement with several institutions in the region, both private and public, the company’s academic initiative will also facilitate curriculum development in technology training.

The East Africa Country Manager Tony Mwai told journalists in Nairobi that the collaboration would place emphasis on the development of software that is relevant to the local market. “IBM EA will create a linkage with universities abroad that have specialized in software development and tailor make the curriculum to produce software relevant to this part of the word. IBM has unveiled the zEnterprise System, a technological breakthrough that is set to revolutionize the way data centres work,” he said.

Thus, in 2010 there will be a most competitive country that provides better and more opportunities to all its inhabitants.

Bicentennial Microsoft Plan is developed through three pillars, such as: Digital Inclusion, Country Calendar and Economic Development.

Regarding Digital Inclusion, the Bicentennial Microsoft Plan responds to the problem of Digital Gap with its initiative of Digital Inclusion: to involve those outside to this new era and provide them access to all their profits. To achieve this objective, the corporation has a number of projects to mitigate this problem:

MICROSOFT, together with the Ministry of Education in Kenya is in the process of implementing programs that will enable all schools in Kenya to be online. According to Microsoft Corporate and Social Responsibility East and South Africa Manager Mark Matunga, plans were underway to ensure that all schools in Kenya get to be digitized with the curriculum installed from primary to high school at the shortest time possible.

Speaking in Nairobi, Matunga said Microsoft was working together with the Kenya Institute of Education (KIE) in developing digital content that is mapped into the current curriculum and said so far the programme for form one was complete and they were working on form two which they hoped would take about six months to complete.“Students will in future able to study online by using this new curriculum that we will have installed in their respective schools. Government will also save on costs of buying text books and also avoid scams like the recent one of money being misused at the Ministry of Education” said Matunga.

He also said the government was making efforts to ensure that all teachers were ICT compliant by ensuring all the Teachers Training Colleges were equipped with the latest technology and online.  The minister said that the programme that was being installed in school computers was user friendly and easy to learn.

Since establishing the KERIS on April 22nd, 1999, KERIS has been responsible for Korea’s educational Information & Communication Technology (ICT) development. It works closely with international organizations such as the World Bank and UNESCO to assist other nations in developing or improving their own ICT infrastructure and implementation.

The National Teaching & Learning Center (EDUNET), is a comprehensive education information service in Korea with public access, but designed specifically for teachers and students. Through linkage to the central government, local governments, and schools, EDUNET provides a range of instructional and learning support material and other education-related information.

The Cyber Home Learning System is a web-based that enables self-study at home or at sites other than schools. Students can learn at their own pace with adjustable materials to suit individual needs.

The Digital Library Support System (DLS) is a system that supports school libraries built within metropolitan and provincial Offices of Education, and is an Internet-based, one-stop service system that helps school libraries carry out the functions of a teaching-learning support center, digital library, and reading & culture center.

U-Class, the actual ubiquitous classroom model built by the Korea Education & Research Information Service (KERIS), is celebrating its 3rd anniversary since opening, in June of 2007 and to date has had a total of 5058 domestic and international visitors. U-class is a state-of-the art “classroom of the future”, a place where students and teachers can experience future educational facilities consisting of cutting edge technologies for classrooms. KERIS has been implementing robotic assistants within primary school classrooms, using them to aid children as they learn English. KERIS looks forward to the important role of the U-class to promote the establishment of the future classroom model in Korea.

KERIS received the Received the 1st UNESCO Prize for ICT in Education in 2007.

The Government of Colombia evaluated the progress of its initiatives "Compartel" and "Computers for Schools", which over ten years ago were implemented with the intention of providing access to information and communication technologies for children and young people. The results exceeded the expectations of the autorithies and realized that ICT helped to improve education and increase the chances that people enter university.

According to Minister of ICT, Daniel Medina, the plan became a real contribution to national development. "Not only by improving the infrastructure of the schools and teaching qualification, but also the contribution to enhancing the quality of education and expanding opportunities for new generations."

The Ministry of Education of Argentina began providing computer equipment to schools in Santa Cruz, which is framed in Digital Inclusion plan of the country, which aims to provide a computer for each student in the upper level of technical schools. Visual Classroom is the largest online educational library of Chile, which already offers more than one thousand videos on the web. This innovative web tool, was designed to encourage active use of media as resources to support in class, and it began as a way of responding to new demands of the twenty-first century students.

"Water is Life", this is a video made with stop motion technique by Professor Luis Norambuena (from the College Republica de Portugal), from Chillán, took first place in the category of basic education, while the teacher Omar Leiva, (from the school Internacional Sek del Pacifico) from ConCon, with the video "The mysteries of Kafka", won in the category of middle school.

This past May, elections were held in the Philippines during which a different government was elected and a change in administration took place.  Recently, it was reported that despite the change in government, the country's iSchools Project is still on track to be completed on time.  The iSchools project was created by the Commission on Information Communication Technology's Commissioner Emmanuel Lallana.  The project focuses on three main components of school connectivity:  Internet-enabled computer laboratories, capacity building for teachers, and the use of free and open source software.  One way in which the iSchools Project aims to connect the schools is through installing Wireless Internet Computer Laboratories in each public school; these laboratories are comprised of 19 desktop computers, a server with a webcam, a laptop, an HP four-in-one printer, a multimedia projector, and speakers for each computer.

The project is still slated to connect 1000 public schools across the archipelago.  While the new administration will most likely restructure the priorities of the project, the goals will remain the same.  So far, 680 schools have been connected through the wireless computer laboratories, and over 8400 teacher have been trained.  The thousands of teachers who have been trained can be attributed to workshops held by the iSchools Project in subjects such as the Computer and Literacy Course, Laboratory Management Training, Sustainability Planning Workshop, and others.  Teams are currently ready to be deployed to help the remaining 320 schools overcome key obstacles such as lack of Internet access, and will be sent to do so within a year, which is by the culmination of the four year project.

The Digital Inclusion Project intends to improve the learning system. Through it the teachers of the targeted educational institutions will be trained in the various areas of the curriculum through the use of internet and other media resources.

The region Pasco plans to reach 50 teachers trainers, who will conduct 159 workshops in groups of 10 in their own educational institutions. According to the Regional Direccion of Education (DRE) referred to the province of Pasco, this methodology will allow install infrastructure capacities, so that qualified teachers will continue generating in students and colleagues, skills in use of ICT and its application in classrooms.

Full funding of the training will be conducted by the Regional Government of Pasco, the Association of Entrepreneurs for Education and mining companies from the communities of Milpo, Atacocha and Pan American Silver. It also will be supported by the Ministry of Education and Microsoft Peru.

Pakistan has been severely affected by unprecedented floods triggered by heavy rains. It has led to tragic loss of lives besides widespread loss of livestock, destruction of physical/communication infrastructure in Khyber-Pakhtunkhwa, Gilgit-Baltistan, Azad Kashmir, Punjab, Balochistan and Sindh. Flooding has submerged whole villages in the past week, killing at least 1,600 people, according to the UN. Pakistan authorities believe more than 12 million people have been affected, with the figure likely to rise as flood waters head south.

Christian aid agencies have warned that the destruction of transport and communication links is leaving many victims of the Pakistani floods virtually “cut off” from outside help. Ashraf Mall, Tearfund’s Country Representative for Pakistan, said: “It’s one of the biggest floods in the history of Pakistan. People need food immediately as they have lost their homes and possessions. But it is not proving easy to respond to this emergency. Bridges and roads have been destroyed and the disruption of transport and communication links is making assessments difficult, with many survivors effectively cut off from outside help.”

In cities and villages across Peru, basic information that was once nearly impossible to obtain – about municipal budgets, public services and elections – is now accessible through a few simple clicks of a computer keyboard. Comun@s, which stands for Municipal Communication at Your Service in Spanish, is a project designed by AED and implemented in cooperation with USAID and the government of Peru to bring more transparency and public accountability to municipal government through information and communication technology.

AED teams based in Peru travel to the municipalities to install computer equipment located in public kiosks, called Modulos Ciudadanos, and provide training on how to use them, including how the community can tap into new online systems established by Peru’s government. In addition, AED helps local officials create municipal Web pages with useful information for their citizens. The project provides training on the importance of transparency to officials and residents in 84 municipalities that are scattered across seven regions of the country.

“Through this project, people can actually approach their government, become involved in their government and feel empowered to take part in their government,” said Maria Victoria Pascual, AED’s chief of party in Peru. “They become a part of the future of their community.”

Information on the modules is available in three of Peru’s languages—Spanish, as well as Quechuan and Ashaninka. The most popular feature so far, Pascual says, provides users with information on how to obtain basic documents, such as driver’s licenses, national identification cards, and marriage certificates—and what those documents should cost, so that people trying to buy them aren’t taken advantage of at the local level.

This system is the virtual high school, driven by the Chilean education portal and sent to 170 000 students who have taken the exam this year.

"This is a complete and a modern tool for the thousands of students who can not afford a high school but who want to prepare well for their future studies. The history of PSU educarchile is marked by examples of young people who lived in very difficult situations, and who have been able to improve their performance, and some of them have got the higest score around all the country" said José Weinstein, Manager of Education of Foundation Chile (this organization and the Ministry of Education are responsible for the portal of educarchile).

As part of its program to spread the use of technology for social purposes, Microsoft Research awarded $ 47,500 to Eduardo Grampin, Uruguayan researcher, for the development of his project, which will support the inclusion of remote areas through wireless networks .

Specifically, the project
of Grampin will focus on contribute to the inclusion of remote communities that rely on physical connections are expensive and low capacity. In this context, a mobile infrastructure, combined with the use of long-range wireless connections, can be seen as an appropriate solution to reduce the connectivity gap. The project of Grampin, will test the application of concepts of "Ambient Network (AN)" in these kind of  contexts for the development of infrastructure that provides connectivity to isolated communities at low cost.

At a computer resource center in the cultural house Sanat Gulshani, aligned with the Society of Blinds, two month courses have recently been completed instructing blind persons on how to use computers to further their careers and to ease their everyday lives.  This center, and the courses provided, have been largely due to the joint efforts of the ACCESS (Accessibility, Civic Consciousness, Employment and Social Support for Persons with Disabilities) project alongside a group dedicated to assisting the Government of Uzbekistan with the implementation of ICTs for development.  Students were instructed in the use of specially designed software such as JAWS, SARA, TOPAZ, and how to use the Internet easily and to their advantage.  One blind reporter recounted how she used to need a visually non-impaired person to help her write articles  to be published in a local journal, Bir Safda, but now not only can she create articles but she can independently design a website for the journal.

Currently, Uzbekistan operates 80 libraries for the blind, used by over 40,000 people.  The ACCESS project was approved by the Ministry of Labor in conjunction with the United Nations Development Programme in 2008, and plans to operate for at least two more years.  ACCESS plans to conduct similar courses in other regions of Uzbekistan, reaching approximately 700 blind university students who have no access to assistive ICTs.  Additionally, ACCESS will work to increase public awareness of issues faced by persons with disabilities, improve accessibility around the country, assist with job placement, and other related programs.  In their future efforts, ACCESS will partner with the German Society for Technical Cooperation in Uzbekistan and the World Bank Office in Uzbekistan in order to ensure the success and efficiency of the programs.
