The World
Telecommunication Development Conference (WTDC-06) held in Doha, Qatar,
established a new Special Global Initiative on “Access to telecommunication
services for people with disabilities” through
Resolution 56.
Two workshops have
since been held in
Geneva (September 2007) and Cairo (November 2007) to share experiences and
best practices for ICT policies, strategies and services to meet the needs of
persons with disabilities. Participants in both events urged ITU-D to continue
these events in an effort of creating awareness among its member states and
sector members on the need to address the special ICT needs for persons with
disabilities. During the same events, ITU-D was requested to support countries
in meeting their obligations under the UN Convention on the Rights of Persons
with Disabilities which became effective on May 3, 2008.

Review and discuss issues and trends in accessible ICT policies, structures
and technologies to promote opportunities for persons with disabilities and
identify priorities to further accessible ICTs for all.

Share experiences on best practices on ICT policies, strategies and actions
for promoting awareness, planning and developing accessible ICT solutions to
address the special needs for persons with disabilities.

Acquire skills in formulating a strategic planning framework for accessible
ICTs for an all inclusive information society.

Establish contacts and build national capacities for accessible ICTs in line
with the WTDC-06, WSIS Geneva Declaration of Principles & Plan of Action and
the Tunis Commitment emphasizing on full and effective involvement of
persons with disabilities in social and economic activities.
