In order to strengthen the implementation and execution of projects on ICTs for development at national, regional and global levels, the ITU has a dedicated team of project specialists who can be reached at field offices and headquarter.

 

Regional Initiatives

Considering the outcome of the (WTDC-10) and Plenipotentiary Conference (PP-10) such as the strengthening of the executing agency role of ITU, the strengthening of regional presence and the need to seek new funding mechanisms, partnerships for accelerating telecommunication and ICT development, amongst others, the regionally approved initiatives determine a broad framework of priority areas to be addressed within each of the six regions i.e. Americas, CIS, Asia-Pacific, Arab Region, Africa and Europe.

Under the approved regional initiatives the ITU-D is expected to implement large-scale projects that require partnership with public, private, international, regional, national, technical and financial actors. For more details, please see the WTDC-10 Resolution 17 (Rev. Hyderabad, 2010).

African Region

Assistance to Burkina Faso for the implementation of the concept of e-Cabinet

Brief Description:

This project aims to support the efforts of the Government of Burkina Faso in the implementation of "e-Cabinet" or "Council of Ministers paperless" which rely on the use of Information Technology and Communication Technology (ICT), including the Government Intranet and security solutions based on the use of a Public Key Infrastructure (PKI).

The "e-Cabinet", which will allow members of the Government to work electronically, will save time and efficiency while contributing to the fight against climate change (economy of paper documents).

This project is both in the context of the implementation of the Global Cybersecurity Agenda (GCA) of the ITU and the ITU provides support to its Member States and responds to the request Government of Burkina Faso on it.

Broadband Wireless Network

Support for Harmonization of the ICT Policies in Sub-Sahara Africa (HIPSSA)

Brief Description:

The HIPSSA project, which covers the entire Sub-Saharan Africa, supports the regional organizations in up-dating or developing new regional policy and legislative ICT guidelines. In the second phase, the project is offering technical assistance to the Member States for national transposition of the above regional guidelines. Where regional guidelines are already available, technical assistance is offered directly.

CoE Network for Spanish and Portuguese speaking countries in Africa

Brief Description:

The aim of this project is to build a dedicated Centre of Excellence mechanism to address the capacity needs of the Spanish and Portuguese speaking countries in Africa. This is in recognition of the unique linguistic challenges they encounter in assimilating new knowledge, particularly in the areas of new technologies, through a second language.
The project will bring together programs and courses developed within the ITU and its partners, as well as the Spanish and Portuguese speaking global community, that are available for sharing, in the areas of telecommunication policy, regulation, management and new technologies and services with the final aim to setting up a sound and self-sustainable capacity building environment in the Spanish and Portuguese speaking countries in Africa.
In view of the move towards a single integrated Centre of Excellence in Africa, links will be maintained between the networks established under this project and those set up under the Africa CoE project. Such links will facilitate exchange of skills, experts, content as well as experiences in telecommunications/ICT development.

Roadmap for Transition from Analogue to Digital Terrestrial Television Broadcasting and Mobile Television in Africa

Brief Description:

As part of BDT activities on the implementation of Regional Initiatives projects approved by WTDC-06 (Res. 17 WTDC-06), within the framework of this project, BDT intends to assist the African countries to smoothly shift from Analogue to Digital broadcasting. The outputs of this project include:
- Development of guidelines on transition from analogue to digital terrestrial broadcasting and Mobile TV, covering the regulatory, legislation, technology, network planning and customer awareness issues;
- Development of roadmap for selected countries;
- Enhanced skills through training for making master plan and network plan.

National CIRT Establishment - Ghana

Brief Description:

The main goal of the project is to assist the government of Ghana to establish its national Computer Incident Response Team (CIRT) to serve as a trusted, central coordination point of contact for cybersecurity; aimed at identifying, defending, responding and managing cyber threats.
ITU will assist the government of Ghana in building and deploying the technical capabilities and related trainings necessary to establish its national CIRT. Thus it is expected to lead to development of national cybersecurity capacity while moving forward on enhancing regional and international collaboration.

Malawi Multi-purpose Community Telecentres Project

Brief Description:

This project, which is a sub-project of the project "MCT Project for Special Initiative", will support efforts by the Government of Malawi to extend ICT access and services to rural communities by providing basic sets of accessible ICT equipment, facilities and training to rural areas. The facilities will include assistive technologies such as Braille printers and other specific technologies to enhance accessibility to ensure ICTs for all. The final objective is to enable use of ICTs to access better opportunities for education, employment, information on health services, business opportunities including possibilities to live and work with confidence in rural areas thus curtailing the tendency to migrate to urban areas in search of greener pastures.

Zambia multi-Purpose Community Telecentres

Brief Description:

The Government of Zambia intends to provide access to telecommunication/ICT services to nine rural communities in Zambia through establishment of Multipurpose Telecommunity Centers (MCTs). This project relates to five of these nine sites to be supported by ITU.
These MCTs will provide suitable ICT services and applications to rural communities and will include assistive and specific technologies (such as braille printers, software for visually impaired person, hearing aids software) to enhance accessibility ICTs for all, including people with disabilities.
The final objective is to enable use of ICTs to access better opportunities for education, employment, information on health services, business opportunities including possibilities to live and work with confidence in rural areas. This move will also enhance MCTs sustainability by developing a pool of competences that will allow deployment of regional wide-revenue-generating activities.

Multipurpose Community Telecentres for Rural & Underserved areas of Sierra Leone

Brief Description:

This project aims at providing access to telecommunication/ICT services to five identified and selected rural and underserved areas of Sierra Leone, namely Kambia, Makeni, Segbwema, Pujenhun and Mile 91 through the establishment of Multipurpose Telecommunication Centers (MCTs).
These MCTs will provide suitable services and applications to local communities which will enable them to make use of ICTs in their social and economic activities in order to improve their living conditions. The project will also make it possible for these isolated communities to have reliable community based services such as e-learning, e-health, e-commerce and e-government when these are implemented in future.
In addition, a capacity building program will be specifically designed and implemented in order to ensure sustainable operations and maintenance of the centers.

Creating a cyberspace and an integrated training center for people with disabilities in Mali

Brief Description:

The project aims to support efforts by the Government of Mali in Bamako for the creation of cyberspace and an ICT training center open to all, with equipment and software for the people with disabilities.

This project also aims to provide persons with disabilities technical skills in ICT to enable them to participate in social and economic activities as well as other citizens of Mali. This will give them more opportunities to find stable employment and improve the long-term income and living conditions.

Strengthening Training Capacity in Wireless Networking in Africa

Brief Description:

This project will contribute concretely to develop networks of expertise by transferring low-cost wireless technology know-how to African training and/or educational institutions, by mentoring students and sharing knowledge through e-learning, augmented by missions to transfer specific skills. This will involve the establishment of training centres on wireless technologies at selected African training and/or educational institutions, training of trainers on related Information and Communication Technologies (ICT) curricula, provision of training materials (e.g., lab bundles), and the launching of specific training opportunities. The project will encourage the participation of women and young people in the ICT sector.

Internet Exchange Points (IXPs): keeping local Internet traffic local

Brief Description:

To achieve the objective of keeping local Internet traffic local, some African countries have established national Internet Exchange Points (IXPs) and Internet Service Provider (ISP) peering has emerged as one of the most important and effective ways for ISPs to improve the efficiency of operation and to  further reduce Internet access costs. The project will contribute towards the building of strong Internet Connectivity in Cape Verde and in Equatorial Guinea as the first beneficiary countries. The overall aim is to provide affordable Internet access and connectivity through the implementation of national and regional Internet exchange points plus any other critical infrastructure identified by the partners during the project’s implementation, including technical, policy and regulatory capacity building.

Support for harmonization of ICT regulatory guidelines in Southern Africa on universal access/service

Brief Description:

This project aims at contributing to the efforts made by the regional stakeholders towards creating harmonized policies for ICTs and an efficient regulatory environment, conducive to massive investments required by the ICT infrastructures and application, in Southern Africa.

Under the framework of the ITU-EC project: “Support for Harmonization of the ICT Policies in Sub-Sahara Africa (HIPSSA)”, this project aims at providing support to SADC Members in reviewing, updating and/or drafting new guidelines and implementation best practices on universal access/service and quality of service.

Master Plan for Wireless Broadband Access in Africa

Brief Description:

The project aims to facilitate deployment of wireless broadband in developing and least developed countries. ITU in close collaboration with the Korean Government, intends to implement a project on master plan for wireless broadband access in the Africa Region.

Under this project the following outputs will be delivered:
- Survey results on the status of the broadband connectivity in general and wireless broadband access in Africa region;
- Collected information on development of appropriate policies, regulations and capacity building, including licensing, and planning for deploying wireless broadband access networks, from Guidelines and Recommendations developed by ITU;
- Wireless Broadband access Master Plans for at least 4 and up to 6 selected countries in the Africa Region within the limit of budget;
- Enhanced skills through training for making wireless broadband access master plan;
- The KPIs in this project will be the number of projects established and implemented and the number of enhanced skills.
