2B-ABLe Initative: Broadband Access and Backbone-Led Initiative

Brief Description:

This Broadband Access & Backbone-led Initiative (2B-ABLe Initiative) looks into a whole spectrum of broadband issues from development, deployment, to uptake, which aim not only to bridge digital divide but also to leapfrog towards the inclusive information society in the most diverse and populated Asia-Pacific regional countries with 60% of the world’s population, the least developed countries (LDCs), small islands developing states (SIDSs), and landlocked developing countries (LDCs) inter alia. ICT Policies, Legislative and Regulatory Harmonization in the Pacific Islands

Brief Description:

The “ICT Policies, Legislative and Regulatory Harmonization in the Pacific Islands” aims at building on the platform and dynamism created in the region by the ITU-EC “Capacity Building and ICT Policy, Regulatory and Legislative Frameworks Support for Pacific Island States” (ICB4PAC) project. It is designed to support the Pacific Island countries among the ACP Group of States in improving their competitiveness by developing and promoting use of harmonized Information and Communications Technology (ICT) policies and guidelines as well as by building human and institutional capacity in this field. This project will address the policy and regulatory challenges facing the beneficiary countries with the goal of creating an environment encouraging investments in ICT infrastructure, applications and services to serve national priorities for socio-economic development in line with the objectives of the World Telecommunication Development Conference (WTDC), the World Summit on the Information Society (WSIS) and the Millennium Development Goals (MDGs). Institutional support on ICT dispute settlement mechanisms in the Pacific Islands

Brief Description:

Over the last two decades, most of the Governments of the Pacific have embarked on Information and Communication Technology (ICT) policy and regulatory reforms recognizing the need to create better conditions to properly deal with the new issues brought by convergence in the ICT Sector. The “Institutional support on ICT dispute settlement mechanisms in the Pacific Islands” project is designed to support the Pacific Island countries among the ACP Group of States to move into the convergence era with updated regulatory and legal frameworks, and, in particular, with the more appropriate skills within their bodies involved in ICT dispute settlement (the Judiciary as well as the Regulatory Authority, the Ministry having competence in ICT dispute settlement and, if any, the Ombudsman), hereinafter referred as “Dispute Settlement Bodies” to handle disputes in the ICT sector. Support for transition from analogue to digital broadcasting in the Pacific Islands

Brief Description:

The project Support for transition from analogue to digital broadcasting in the Pacific Islands is designed to assist Pacific countries among the ACP Group of States in smoothly transitioning from analogue to digital broadcasting through the development and promotion of harmonized guidelines (policy and regulatory, economic, market and business development, and technologies and networks issues) for the development of roadmaps for the transition from analogue to digital broadcasting and the development of a toolkit for broadcasting policies and regulations, as well as human and institutional capacity building. This project will address the regulatory, political, technological and economic challenges which the beneficiary countries will face when implementing the transition. It will bring together Pacific Islands governments, regulators, service providers, civil society, private sector, regional and international organizations dealing with broadcasting.

Development of Satellite Communications Capacity and Emergency Communications Solutions for the Pacific

Brief Description:

The Pacific region is characterized by small island land masses the vast distances between them, sparse populations, and the huge differences between the smallest and the largest countries in the region. Almost half of the populated islands in the developing countries of the Pacific have no access to basic telecommunication services even telephone service, and remote areas are ignored due to the difficulties and costs, and the poor return on investment afforded by such areas. This project aims to develop low cost, reliable, diverse satellite communications capacity for the Pacific Islands region as well as to develop a regional emergency communications package to be transportable and easy deployable to any concerned country in the Pacific Islands.
