The National Broadcasting and Telecommunications Commission (NBTC) of Thailand has its mandate to implement Universal Service Obligation projects and to monitor and evaluate outcomes and impacts of these projects. The Office of NBTC and the International Telecommunication Union (ITU) have jointly implemented a project and developed USO policy for Thailand. In this connection, the two organisations agreed to implement this Project which aims at development of USO project monitoring and evaluation framework. In addition to the framework, the Project will also create necessary tools e.g. questionnaires, survey forms, templates, and etc., as well as to test out the framework and tools through field works and in relation to other projects to be implemented by the Office of NBTC. The Project is a synergy of the two organisations in which outcomes will not only benefit Thailand but also other countries and it is also part of ITU's efforts to achieve a regional initiative of the Asia-Pacific region.
