|Title||ITU Human and Institutional Capacity Development Project|
This project aims to contribute concretely to build human and institutional capacity in developing countries by supporting the development and implementation of human and institutional capacity building programmes and activities for the benefit of the ITU membership. This shall be done through several avenues, such as development of an appropriate capacity building strategy, aligned to the priorities in the industry, the needs of the membership and the visions of the BDT management. It also seeks to develop and make available high quality Information and Communication Technology (ICT) training courses, material and related resources (for both face-to-face and distance learning training) and make them available through the ITU Academy Portal at http://academy.itu.int, the main ITU repository for telecommunication/ICT resources and training materials to build human and institutional capacity. Courses and resources will cover a wide scope of ICT-related topics — ranging from specialized training programmes for government policy makers and regulators, to professional business-focused curricula for senior ICT executives and managers, to technical and certificate-based programmes for technical and operational staff.
This project will initiate a study to review major capacity building interventions, and in particular, the Centres of Excellence and , based on this review, recommend a strategic way forward that is accompanied by defined structured processes and procedures for its implementation. The project seeks also to develop a train-the-trainers programme by conducting training sessions for front-line trainers from ITU Centres of Excellence (CoE's) and Internet Training Centres (ITCs) on how to use and deliver the courses and resources developed and made available through the ITU Portal.
Overall, this project will enable countries to develop their human capacity using the latest learning tools, targeted training, education and knowledge sharing measures in order to create an inclusive information society able to capitalize on the innovative technology available to meet development needs.
